Friday Evening, July 15, 1N1 A special meeting of the City Council was called last night to take into consideration the matter of e-tablishing water works for supplying the citv with water. The overture came from the owners of the Central canal, but no definite proposition by the company was, as yet, ready. They simply de sired an interchange of views upon tho subject at present. There was an immense supply ot water afforded by the Central can il, of which the city might share in the benefit A consultation with the Council was what was now sought, and prob ably some feasible plan might be agreed upon It would be desirable that the stock of the com pany should be chietly held by residents of Indianapolis, and the whole matter be under the control of the Council T his was what aTM sub mittcd by their spoke-m in, II. R. Sehlen, of Rochester, New York, by the gftlcmen owning the Central canal, who appctre;! ut m the Hoor. E. II Avery, of Auburn, N. Y , a member of the Central Canal Company, detailed the plan of supplying that city with water, and suggested that perhaps tint pl tn might be adopted with ret creuce to Indianapolis Mr Avery in ide a lengthy and detailed statement with regaid to ma chinery, pipes, Ac , and thought the Auburn system was perfectly adapted to the ncce-aities ot Indianapolis. Undoubtedly ttie plan, as illusti ated by Mr. Avery, of forcing the water thr lUgh the city by mean- of hydraulic ram or steam engines, would be found to be entirely practicable in this locility and much cheaper than obtaining a supply of water by means of reservoirs. To night, however, as had been said, the company had no definite proposition to make They h id submitted their suggestions and were ready to entertain proposals from tho Council. The cause of that inaction which was then so surprising to us all, was, I have been informed, produced by a desire IB attract the Union army as far south as pos-ible, so as t uncover the northern frontier, which, bv this mean-, was to be left accessible to an intoad of the rebel forces In the estimation of Gen Lee, the concentration of all the available forces of the north or. the south side of James river, far from being dangerous to the rebel cause, was one of the luckiest events of the war It compelled Gen Grant to lose in a series of siege operations time which unght have been usefully employed in active camp ligmng, gave to the exh.-twBfexl forces of the rebels an opportunity for re uniting behind tho walls of their fortresses, and opened to the forlorn columns of the rebellion a considerable por tion of the border States Such was the con-e quei.ee of the strategy adopted in this instance. Some people think that, in order to make the expedition a suie thing, (eneral Lee has added to these forces I few divisions of his own army under command of Gen. Ewell. The thing is not, however, probable. Ewell is not likely to leave the command ot bit corps for the inglorious occupation of lead ing a r iid. Re this as it may, the whole exneditio: v. carried on with an activity .aid secrecy truly admirable. Gens Hunter, Sigel and Wallace were either defeated or compelled to fall back. Martinsburg, Williamsport, Itoonsboro, Hagerstown, Middle own. Harpei V Ferry. Rolivar Hights and Frederick fell into the hands of the rebels w ithout even a struggle. During all the time the administration, instead of coming to the assistance of our troops in that region, lust a precious opportunity in providing for the defenses of Washington and Rallimore, which were in no way threatened, and let the rebels, who might have been easily checked, have their own way- in Maryland. Immense lines of railroad and telegraph aie cut, bridges arc blown up, houses are burned, crops are destroyed, contributions are levied, a large amount of cattle, horses and grain are cat ried away. Hut what does ii matter? Mr. Lincoln must be saved, and to that great object the w hole force, the whole talent, the whole energy of the country must be applied, and that at the espense of everything else I- thcte any in stance in history where selfishness and incap icily are more strikingly unfolded? Some people will say perhaps, why is it that Gen. Lee. having lor sometime past contemplated an invasion of the North, hid not given to the present expedition the proportions of a regular campaign? The objection may be answered by the observation, that in a great warlike this everything is -nboidinate to the operations of your opponent, and that when your opponent keeps all your forces busy, it is difficult 10 detach frcra them an army of invasiou. The large number sold at Kerpen Hill and at Allerton's prior to Mond.-iy, and tbe comparatively large supply on Monday, had a depressing effect upn tbe market at tbe opening, and butchers in--i-'i-d upon getting their cattle at lower rates than ruled at the previous markets, and sellers reluctantly acceded to the demand. In the forenoon of Monday choice beere were sold at only a slight decline; but before noon the quotations had drooped at least lc per pound on medium to good rattle, and about 'c per pound on prime. Choice steers of from 7S t 8'4 per cwt. sold in the forenoon at 17 18c per pound; in the afternoon from 16 l, to 17 V . and medium to good brought from 15 to 16c in the morning and from 14 to 16c in the afternoon. Only about 300 stillers were in tbe market, and they sold at lower peices, quality considered, than on any previous market day tbia season. Hit weather being to warm for ditillery-f. i beef to cither sell or keep. More than one half of the offerings were of the grade called "medium," ami upon tliis class of cattle the greatest decline was noticeable. With nothing fresh yarded on Tuesday, tbe market was flat. Some few good cattle were on sale, which were worked off to a class of butchers wbo never buy first or even second quality cattle, except at low figures. About 100 bead were unsold at the close.
