Ladles National Carenant. Masonic Hall wu attended laat night by beautiful and patriotic women. They bad convened to consider whether it was their duty or not to wear, while the war lastt, onlv domestic fabrics. The meeting was begun by an address to the Throne of Grace by Rev. Mr Edson. Judge Did McDntld then came forward and said that he deemed it no ordinary distinction that the ladira who hsd called this" meeting had designated him to r reside oter it. It would doubtle be a pleant and an eay tk. Children, women, and old men, could not engage in wr But they could do something at Lome. The orjct of this meeting, he ortJertood. wt to devine some plan by which, if not directly, indirectly, the ladies could contribute something to the cauae or their country. He hoped there would be no diuinciion made between ladies who were unfavorable to our caus, if there were any ucb, anJ others. There were men in this city who were receiving the glorious tidings daily from our armies, with sorrowing hearts. Judge McDouald concluded, introducing Hon. Albert G. Porter, who proceeded to inculcate the absolute Deceiiy of a curtailment of eipe:ies by the American people, and especially by the female portion thereol. The taxes of the country could not long be borne if its resources were to be sapped by private extravagance The ladies to night had givn the key which unlocks the great secre:. Let them be resolved to economise; to consume as little as possible of everything- These iadic w that never before in the history of the nstion bad extravagance in living been so unbounded. Tlej saw that we were fatt ruahiogoo national ruiu unless this was topped They saw that we must export more and impor: less. Thirty-three million dollara worth of silks alone were imported last year. Ha spoke of laces and other things. If the objects of the ladieV covenant were carried out, two hundred millions of dollara per annum would be retained in the country. He hoped the example of the ladies would be come contagious, and reach the other rex. Millions would be saved by the mere cessation of the use of tobacco. We wanted to come out of this contest with such financial resources that we could make the despots of Europe hereafter give surety for the pence. He who hid the last dollar would win. If pride and extravagance were suppressed, five hundred millions fer annum would re ved to us. This movement of the 1 dies, therefore, was only another proof of the glorious patriotism of American women. Mr. C. W. Moores followed Mr. Porter, going into a lucid argument, bickel by Statistics, show, ing why the l idiea should practice economy in all things Mr. Moores brought to bear upon what he said a considerable amount ot poetry, too. He re marked, among other things, th it the milliner ami dress ranker, with the assistance of the importer. cHild m tnul'-tcture a fine lady out of any oi.e of the fermle sex Thee were the times that tried men souls, and women's, too. Buy, therefore, your American goods only of those who hid showed by their works that they deserved well of their coun'ry. John L Ketcham. Eq , followed. He anrued forcibly in the same line with Messrs. McDonald, Porter, and Moores He sid we were uow called upon to lay side all our foreign fabrics, and re place them with domestic. This was the object ot this Lidies' Letgue, or . Covenant. But let thia not lead to an additional extravagance, each lady vieitig with the other who should flaunt along the streets with the greatest amount of domestics. Economy was the thing private economv. And he would pledge hiuist-lf and
', Jud-e McDousld thtt, if the ladies would give up their unparalleled extravagance in dress, they would forego tobacco and whisky. By this course we would build up our own manufactories of all sorts and render us truly an independent nation. Mr. Ketcham forcibly contrasteil thegayety and levity with the weeping and lamentation which prevailed throughout the laud. Was it decent, while such suffering was everywhere, that ladies befiounced and befurbelowed should appeir daily on the streets? He repe-ited. was it decent? that was the word upon which he wanted to put the emphasis. He should like to see the boldness of those ladies who would atand ort and wear their foreign goods, after the lesding ladiea of this town had determine! to wear only domestic fabrics. He wanted all ladiea who wore disloyal, by stresa of public aentiment, to be driven in the right rosd, and be compelled to put on at least an appearance of loyalty. He urged immediate action upon the ladies, and no postponement to some future period. He would look ou to morrow at every lady he saw ou the street or in the house, and he would mark in his own mind who wore silks and who wore calico. He assured the ladies that they were loved more by the gentlemen in proportion, as thev retrenched. Hon. llornlio Newcomb followed, and suggested th.it it ws9 time now to transact business. The President then ie.id a pledge to the effect th it for six years or during the war the ladies who signed it would not wear any article of foreign manufacture except what might be indespcns.ibly necessary. The pledge was citculatcd for signatures. Adjourned. City- Council. Monday Evening, May lb, 1G-1. The City Council, last night, elected the fol losing olücer. Chief ot Police. Stmuel A. Cramer. Registered Bonds will be Issued of the denominations of Fifty Dollars (50), One Hundred Dollar ($100), liva Hundred Dollars (tOOC),) One Thousand Dollars (f 1,000), Five Tbou-sand Dollar (tö.OOÜ), aud Ten Thousand Dollars ($10,000); and Coupon Bonds of the denomination of Fifty Dollar (.r.0). One Hundred Dollar (f 100), Five Hundred Dollars ($5U0), and One Thousand Dollar (11,000.) Subscribers to this loan w ill have the option of having tbeir Bon J draw interest from Msrch lt, ly paying the accrued interest in coin (or in Unired States notes, or the note of National Bank?, adding fi ty pr cent, for premium,) or receive them drawing interest from the date of subscription and deposit. A the.-e Bonds are exempt from municipal or State taxation, their value is increased from one to three per cent, per annum, according to the rate of tax levies in various parts of tbe country. At the present rate of premium on gold they pay over eight per cent. Interest in currency, and are of equal con venience as a permanent or temporary investment. It is believed that no securities offer so great inducemoots to lenders as the various descriptions of U. S. Bonds. In all other forms of indebtedness, tbe faith or ability of private parties' or stock companies or separate communities only is pledged for payment, while for tbe debts of the United States the whole property of the country is holden to secure tie payment of both principal and interest in coin. These Bonds may be subscribed for in rami from $30 up to any magnitude, on tbe sam terms, and are thus made equally available to the vmallest ender and the largest capitalist. They can be converted Into money at any moment, and the bolder will have tbe benefit of the interest. The fact that all duties on imports are payable in specie furnishes a fund for like payment of iuterest on all Gov ernment Bonds largely in excess of the wants of the treasury for this purpose. Upon the receipt of subscription a certificate of deposit therefore, in duplicate, will be issued, the original of wbicb will be forwarded by the subscriber to the Secretary of the Treasury, at Wa.-hington, with a letter stating the kind (registered or coupon) and tbe denominations of bonds required. Upon the receipt of the original certificates at tb Treasury Department , tbe bonds subscribed for will be transmitted to the subscribers respectively.
