In the center, from a pedestal waved the Feni-in banner presented by the ladies of Indianapolis; th elegant banner for the Irish Regiment (35th Indiana) painted by (Hessing, and the Flag of our Union. The House lesumed consideration of the bill guaranteeing republican form of government to Sate which have been subdued or overthrown by the rebellion. "Mr Perhara. of Maine, prefaced his remarks by miine that 11 our efforts should be directed to the suppression of the rehellion There never wa a more disgraceful record than that made by the leaders of the Democratic party during the last four years. The rebellion was inaugurated under a Democratic Administration, stimulated nd encouraged by the promises of the Northern Democrats, and is now kept alive by the hope that the same party will come to its aistance The course of the Democrats was doing more for the rebellion than our defeats on the battlefiehi, while the Democrats held President Lincoln to a strict account, atid chirged him with vialiMon of the Constitution They have no complaints to utter against the rebels who set the Coniituti n at defiance. They want to render him powerless to punish trai'o-s In conclusion, he said s'aery mut close with the last struggle of the rebellion Mr. Kein n examined tbe properties of the bill under i ns deration, and approved it, berause, according to Iii judgment, it was in violation nd subvert nt of the great fundamental principles on whith the general and Stute governments ftanl. I he people could, according to the bill, enjoy civil and domestic institutions on the three conditions named, thus trampling under foot wit the power of the Stales. The Federal Government has no right to interfere with the people in changing their constitutions and making their laws. We can do no more than to guarantee a republican form of government in accordance with the Constitution. He believed that the effevt of the bill would be to crush out men in these States and stimulate them to resistance. It was an invasion of the powers of the people of a State which are inherent, and of which they cannot be lawfully deprived. Gentlemen should not, while seeking to preerve the Government, be influenced by feelings and prejudices. The nime of Mr. Samuel J. Randall of Pennsvlvanii was eironeoudv printed in favor, instead of agaiasr the bill equalising the pay of colored troops and placing them oti the same footing as white soldiers. Mr. Ln ml Myers, of Pennsylvania, obtained leave to record his vote in favor of the same measure The House then took a recess till 7 P. M. IVKNINO RES!ON The bill guaranteeing a republican government to the rebellious Slates being under conoid eration, Mes.rs Gooch and Perrv addressed the House at length.
SENATE. Mr. Fesenden reported from the Finance Committee the army appropriation bill as amended by the House, and asked lor a Conference Committee, which was agreed to Mr. Holmm, from the Committee on Public Lands, reported a bill to dispose of coal lands and town property on the public domain. Mr. Sherman called up the resolution that a quorum of the Senate shall constitute a majority of the Senators present, duly qualified. After debate the subject was made the special order for quarter past twelve o'clock to morrow. The Houe joint resolution appropriating $05, 000,00(1 fur the pay of the one hundred days' troop was passed 23 to 14. After many unsuccessful attempts to obtain a quorum to hear to the Senate's amendments to the b',;i establishing :i bureau of military justice, the Senate adjourned.
