He is charged with special orders from the Presidtut, under which he will make a complete tour in the territory reclaimed Irora the rebels, with a view to observing the temper and dispoeitiun of the people toward the United States Government, and investigating the practical working of the policies ftJoytpd in dealing with them, and expouuuiii the purposes ol the Administration, and endeavoring to reconcile them to the Government. The General will make such suggestions to the President, from time to time, for modification or change of policy, as may occur to him lrom his observations. At Cincinnati a gunboat from Admiral Porter' fleet will be placed at the disposal of the General, by which he w ill be conveyed to the principal points in the Southwest. He will return by the sea coast, calling on all points of Federal occupation, for which purpose an armed naval vessel will be assigned him by Admiral Fntragut. The President is exceedingly sanguine of retoring the hearty allegiance of th people, by opening their eyes which have been so long blinded by Southern politicians. A protracted storm has wollen the river to an alarming extent. Apprehensions are entertained for the flalcty of warehouses and other public property on the Georgetown wharf.
