City Council. M on DAT Evening, April 4 Council met at 1 o'clock, iL M a jor in the chair. John Blake, councilman from the Fourth Ward, sent iu his resignation, which was ac cepted. A communication was presented from C. A. Elliott and other, with regard, as was et forth, to the inhuman treatment of a prisoner arrested on a certain day by certain designated officer. Referred, with instructions to send for the per son and papers. Tbos. II. Sharp was granted the privilege of constructing a coal vault at his residence on Pennsylvania street. Capt. T. Foster petitioned the Council for the privilege of building, on the part ot the United States, a wood shed on Mississippi street. Re ferred. The pastor and trustees of St. Mary's Church, petitioned for the vacation of the alley running East of the Church. Referred. A petition was received Irom the Gas Works, for the vacation of certain alley's in the vicinity of that establishment. Re:etred. Sundry other petitions were received and referred. The Finance Committee reported in favor c f refunding sundry erroneous tixes amounting iu ali to $123 Adopted. Suoury city orders not called for, were reported, amounting to $153 13. Ordere! to be cancelled at remaining in the hands of the City Clerk when called lor. Mr. S A. Fletcher, from the Finance Committee, presented e.n ordinance for the pat meut of person employed in the service of the city, in the sum in all of $ü,730 GO. Read three times and passed.
The resignations of Messrs, Smock, Tafle and Catterson, Policemen, were presented and ac cepted. Sundry reports from the Committee on streets and Alleys were presented. Messrs. t-Humph and Wren were awarded contracts for the improvement of Massachusetts and Virginia avenues. Sundry other bids for street . improvements were read and referred The Fire Engineer reported that he had appointed Frank (Jhzier the Engineer of Stetra Fire Engine No. 1; and asked the concurrence of Council. Adopted, and the appoinirueut con firmed. Sundry e-timates for gas fixture were allowed. The City Sexton made a report showing tlie number of interments for the pist month to have been ninety six from the country, lour. Mr. ltriiwn'a ordinance fur the Improvement of Delaware street between Washington street, and Pogtie Run, was taken up and pnsed. An ordinance for the establishment of a Hoard of Public Improvements, was presented by Mr. llrowu a nosliitite for an ordiutnee pending Read and ordeied to be printed. Mr. Emerson presented a resolution for the election ol a councilman in the Fourth Ward to till the vacancy occasioned by the resign ition of Mr. Blake; s iid election to take nlace on the t 16th of April, If 61. Adopted. After instructing the Street Commissioner to clunge the grade of the gutter oi the w est eiie of Meridian street, so as to convey the water south, the Council adjourned. From the Department of the Gulf, these veterans come where deeds have? proudly made their name famous. Yesterday, the citizensof Indianapolis tendered them an ovation. It was such us became the oc casion At eunrise, the cannon called ladies and citizens to provide for their reception at Soldiers Home. It was done in this case as it has been done heretofore, and as will hereatter on like occasions be accomplished. ; This regiment returns numbering les, we be lieve, than two hundred, but their appe trance on our street commanded universal admiration. Every man left was a hero After dinner, the regiment was drawn up in front of the State House Here. Col. Rlake addressed the Throne of Grace. (Jen. Mansfield then addressed the brave boys. He aid, among other things, that, glancing at the condition of the South, the progress of the Union armies, and the like, the indications were of a vigorous campaign and a speedy end of the war. Gen. Carrington followed, complimenting the regiment on its excellent appearance Its badge of honor indicates its veteran character. He knew their history, and mentioned incidents to show the excellent discipline that had characterized it from the time of its organiz ition. The main burthen of the General's speed), however, was upon the importance of preserving good order in the North. He said there was an excited state ot feeling which had already broken out here and there with lament ble results. He would rot counsel the soldiers to take personal insul's. but to niv no attention to them. He hoped the C'hh would show themselves true men, i guilty of nothing unbecoming a Union soldier General Carrington indulged in some pleasantries mixed with good advice and words of can tion. He hoped the men of the 61hh would never be heard of in any drunken briwl.
