The Indianapolis Female Bible Society has commenced in this city a full Bible wurk the object of whicb is lo obtain, if possible, from all the people, old and youtiif, rich and poor, contribution to the Bible caue; to ascertiin how mny families arc without a whole Bible, nnd how many children able to read, who are without a whole Testa ment; and to supply with Bibles, the destitute families, and with Testaments the destitute children. This woik has been committed to the Ret. S. T. Siout and the Rev. Jatne McCoy, acting as auxiliary agents. The-e gentlemen, with a view boih to expedition and economy, are dividing the city into convenient Bible districts and securing ellicieut local agents to operate therein. It is the design that the districts remain w ith fixed boundaries, and that the agents be secured with an eye to permanency, o thu through them a complete work may be accomplished every year, with increased success measured by increased experience. It is the purpose of this statement to commend these agents, auxiliary and local, to the lam'1 lies and persons upon whom they will call: not only ro, but earnestly t ask that everywhere they may meet warm heirts to appreciate their work", and liberal hands to help it. Bible funds are needed now; needed to help the parent institution in the gi cat aiid blessed work it is doing in our rountiy and the world, and needed to ussi.st this noble auxiliary at Indianapolis in paying; for many thousands of Testaments which have been alieady distributed from its depository among Indian t soldiers, and lor many thousand more which i; proposes to order for the purpo?e of supplying and re-supplying these brave men. Mr. Harding of Kentucky reerred to a former declaration ot the IVesicit-ut, that the Union is unbroken, and that all sectSMon ordiiuncej are null and void In this iew lie concurred, and, whenever the tebe'iiou hall be suppressed either by force of aims or voluntary submission, the revolting St?e- are thereby restore! with all their rights and privileges in the Union. This view was guund, at:d was acjlesced in by conservatives and Democrat. Hut the President had changed; he hid presented a eherne for reconstruction more destructive than the old doctrine ol State rights. The scheme was mapped out by the raster draftsman with a pencil dipped in blood. Persons are to vote as the President may direct. The effect w the 'rn hnd of despot'sni crushing out the last vertigo ot constitutional liberty and leaving nothing but desolation. It would establish the most abolition olighirchy of a trage character, and it was enough to fire any mu9 veins in whicb runs a drop of revolutionary blood. Mr. Deming, of Connecticut, ttid the President's clieme of reconstruction seeks to titerte order from anarchy and its paralizing influences to prevent innocence from being compromised with guilt; to separate luyalty with the unhealthy contact of disunioiKsro, which would be subject in the eje of the law to punishment as a crime. The task wa one of preat embarassment and difficulty, because of the imperlectiun of homtu wi.loru, and bevause the pln was designed by the President to he tr nfitory in its character to bridge the chasm between Slate anarchy and State restoration. In attempting to solve this difficult problem, no statesman would adopt an? different plan. While the President's plan may be incomplete, it i as complete as the intricacies
of the ubject would permit. It posesed the rare merit of being just to the insurgent States and to the tin es. Mr. Dem'ng defended the arnneaty proclamation as being justifiable from the fact that, ia a legal fense, everj citizen of In insurrectionary Statt U a public enemy. M". They came to blow up the Court House and unite themselves with the Knights of the Golden Circle. Mr. Blair replied that there was not sufficient ground against Schobeld.
