SENATE. Washisgtox. February 16. Bil'a Rranting lands to the State of Oregon, to ail ia tbe construction, of miliury roids were psed On motion of Mr. Harris, the bill repealing the statutes of LegMatures in certain caes, was ca lei u an i passed. The bill as amended provides that during the existence of the rebellion, the time during which a person ahill be beyond the reach of legil process hall not be deemed or taken as any part of the time limited by law for the commencement of action On motion of Mr. Line, of Kansas, the Senate proceeied to the consideration of th bill providing for the selling of certain lauds in Texas fur the ue of persons, of African descent. Mr. Line addressed the SeDate at length on bia bill. After the conclusion of Mr. Lowe's remarks, the regular order was taken up, the question being on Mr. Cowan's amendment, giving all poldiers similar pay, kc. Mr. Wilson proposed an amendment giving all soldier the same pay, clothing, emolument, rations and bounty Irom March 1, lbG4. Mr. Davis proposed au amendment to disband and disarm all colored troops; that if colored men be employed in the army it be as teimsters and laborers, and that loyal owners be piid for slaTis, and receive full value in cte the rive die in the service of the United S:ates. He supported his amendment in a long speech condemnatory of flave troops and the policy of the Administration, and said even if our armies are successful in the coming campaign the rebellion would not be subdued, as the rebels would cirry yn a partisan war A 'message from the House, announcing their adherence to their amendment to the enrollment bill, and asking for cor.ference, was received. The Senate adhered to its amendments, and authorized the chair to appoint a Conference Committee The Senate then adjourned. HOUSE. Mr. Dawes regarded it cxtraonlinary that Mr. Davis of M irjland, should have formerly moved to lay these credentials on the table without ever giving Arkansas a fair hearing. Mr. Divis of Md., said his objection was that their credentials assumed the pre existence of a State government in Arkansas which was not true in point ot fact; they must first ascertain whether there is a State government there betöre they entertain the question of admittiug a Kepresentative. Mr. Boutwell concurred in the views of. Mr. Davis of M l., saying that we should wait until Arkansas shall reorgnnt7.e without military coercion. Mr. Boutwell then offered a series of resoluj tions declaratory ol ihe sense of the House in resard to the reconstruction of the Luion, among the requirements of which are Ireedom to the black as well as the white man. Mr. Kernan appealed to the House to devote themselves to practical questions instead of discussing humbug propositions. Mr. Dawes argued in favor of the credentials of Johnson, the Committee on Elections, and that he considered without relerence to the question of i construction. Davis H-plied that in his opinion the admission of a Representative from Arkansas would be the recognition of the existence of a State gov eminent there.
