This motion was laid on the table bv a vote of 1011 against 4-h The House proceeded to vote on the amendments to the Senate bill The Hou-e voted uii the following amendment: All able bodied male persons of African descent between the ae of 2'' and 4" years, whether citix.cn or not, residents in the United States, hall be enrolled according to the provisions of the act to which this is supo'emetitary, and form part of the national force; aud when a flave of u loyal citizen shall be dratted and mustered into the service of the United State., his mister shall receive a certificate of $lOd, payable when frueh person is mustered into service.
