The Fame band of gurrrilhs that captured the t-tcimer Lily Martin, previously reported, fired into the steamer Shreveport, at the foot of Ourdis I -land, killing a soldier. Halifax. February 4. Marshal Kane and a large number of Confederate officers have arrived here. They arc said to havo escaped from Johnson's Island. There was nothing definite in the Court of Admiralty, yesterday, in reference to the steamer
Chesapeake. The Court adjourned until Friday, when it is expected the vessel will be delivered to her owners. THIRTY-EIGHTH CONGRESS. SENATE. Washington, February 4. On motion, Mr. Wilson' joint resolution equalizing the pay of soldiers in the army was taken up. Mr. Wilson explained at length the grievances Fullered by colored troops. Mr. Couness introduced an amendment placing colored troops on a similar footing with white troop. After the passage of the act the debate was continued at considerable length. Oa motion of Mr. Fessenden, the revenue bill was taken up. Mr. Hendricks moved an amendment inserting 40 cents instead of 7b cents per gallon on liquor distilled and sold or removed for con-umption, or ou sale after the 1st of July, 104, and 40 cents instead of 80 cents after January 1st, lt"65. lie supported his amendment at length. Mr. Fessenden replied. Mr. Fes--cnden said we would tax article to obtain revenue according to what it w ould bear, and the tax would fall on the consumer of liquor wherever it was sohl. Mr. Hendricks' amendment wa rejected. Mr. Doolitlle moved to recommit the bill with instrueti-ti3 to report a proviso taxing liquors on hand prior to July 1st 20 cent per gallon. Rejected, 14 against 2D. The bill as amended by the Finance Committee was then passed. After an executive session the Senate ad journcd. HOUSE. Mr. Kasson reported a bill relating to the cap ture of cotton and the disposition thereof. Re ferred to the Committee on Ways and Means. The Printing Committee reported in favor of printing 10 ,000 copies of the foreign correspond ecce for the use of the State Depirtment. Af ter some opposition the resolution was passed with 1 1 nays. The Houso then resumed the consideration of the amendatory confiscation bill. Mr. Woodbridge argued iu favor of restraining the person of rebels, and confiscating their prop erty. Mr. Cox moved to lav the resolution on the table Disagreed to, 71 to 83. Mr. K eruaii made a speech opposing the passage of the resolution and also of the confiscation act. Mr. Wilson spoke in advocacy of the resold tion, which proposes to do only what the Consti tution authorize. He expressed hi surprise that the lovers of the Constitution opposed the measure, its object being justly to punish traitors who ought not to be shielded and who were not to be pa c: bed with olive branches and honeyed words 1 tic House ordered the previous question on the passage of the resolution.. Mr. ilson, of lawa, cousidered confiscation as the living law of the land, and therefore it was before the House. Mr. Pendleton moved to reconsider the vote by w hich the previous question was ordered, and the passage of the resolution. The motion was laid on the table by two ma jonty. The Speaker then anuouLteJ the question and the passage o the resolution. Mr. Voorhee moved to adjourn. Mr. Craven moved that the Uoue adjourn till Monday. These and other resolutions were evidently designed to prevent action on the confiscation resolutions, and occupied-nore than an hour. vote being takc;i by jet and uajs. Since the date of our last weekly review, the dem and lor money has increased somewhat, and with a decrease rather thin an increi.-e of ihe volume of currency, the market in somewhat closer, and rates ot interest firmer than on hist Tuesday. The drafts of depositors have been heavy, and there not tein corresponding increase in receipts, balances are lower thin thev were a week ago. In regard to the supply of money, therefore, the situation is such that auy greit increase in the lein and for loans would be attended by a degree of closeness, not so great perhaps as that which ch iracterized the market three weeks since, but suiGcient to embarrass borrowers. With reference to the future, however, it may be n.aid that the prospects point to a larger supply of currency. The Secretary of the Treasury is now pay in; out freely to creditors, aud -el ling to the public the interest bearing legal tender notes It is assumed by the Treasury Department that thc&e securities will not increase the volume of currency, since they will be held as investments rather tlnn circulated as money. To some extent, this result will be redized; but in an important degree ihe theory will prove fallacious. Banks and bankers, for example, will put their reserves mainly into these notes, and thus over $lbl.,(UOf(IOd ot greenbacks, previously held, necessarily, will be set afloat. The same rule will be adopted by the people, who are in the habit of hoarding money. Thus, it is safe to conclude that fifty per cent of the new issues will cause an actual addition to to the currency. The first eiTect of this w ill be to ease up the money market; the next will be to ind ite prices and then currency will be practically as scarce as it is now; for one of the features of an irredeemable currency is, the more of it is issued, the mote is required Mr. Chase's object, we suppose, is to ease up the money market by these issues, and then to open the 10 40 loan, which under thee circumstances he hopes to be able to place at five per cent interest. I tithe meantime, however, prices of all commodities advance, and without takieg into consideration the evil consequences of thus inflating and unsettling the markets, the increased cost to the Government of the commodities it is so largely consuming, will neutralize the advantages to be gained by the lower rate of mterest on the permanent debt. It must be apparent to every experienced financier that the interests of the country just now require, not an increase, but a contraction ot the currency, and every dollar added now, directly or indirectly, to our paper issues, driftä us farther away from a specie standard, and renders more difhcult a return to that basis. It is very pleasant, we are aware, to glide along on the smooth surface ol an easy money market, and to accumulate large profits by what is popularly supposed to be an advance in prices, but it should be liorne in mind that we must come hack to tbe point from which we are steering; and while our outward passage is calm and pleasant, the inward tup must bo through rough and stormy weather, that will deprive us of that pleasure now experienced, and render our passagt. very dangerous besides.
