Hai.l Rfforc a Mili tart Coirt Martial at Cincinnati The mili tarv couit martial convened on Friday morning at 9 o'clock in their room in Pike's Opera hou-e. to continue the examination of Mr. Charles W Hall of Indianapolis, chare! with bribery and fraud in the purcha-esof horses for Government Mjor Burnett the Judge Advocate read the plea of the accused, denying the jurisdiction of the Court. The plea was drawn up bv the counsel for the accused Judge WoodruflTnnd Tilden. The plea of non-jurisdiction in the case was overruled or not sustained. The accused, Mr Hill, was then arraigned on t'ie charges and specifications upon whfeb he was to be tried, and to each and severally of which he pleaded not guilty. The charges and specifications in substance are as follows: Charge 1 Fraud. Specification 1 In this, that Charles W. H ill, a contractor for supplies for the armies of the United States did, while such contractor, to wit: on or about the 2.1d of February, A. D. lcf3. combine and agree with one E. A. Smith and Olney Gould, his pirtners and associates in cer tain contracts with the tJovernmentof the Lmed States, to defraud the Oovern-nent of the United States; and did, in pursuance of said combina tion and agreement, pay, or authorized to be paid to one William Wood the authorized Govern mnt Inspector of horses and mules, for Captain Jenkins, A. Q M., U. S. A., at Louisville, K v., one dollar per head as a bribe for f-assing horses, under his naid contract for furnishing supplies for the Army of the United States; and did in pursuance of said agreement and conibmt tion, fraudulently and corruptly pay said (iovern ment Inspector, or other authorized Government Inspectors, tbe sum of $1,115; and did. in pur suince of a former corrupt understanding and agreement between the parties to the said con tracts, settle with his said pa-tner, allowing and indorsing the clim of $4.445 as having beet paid to the Government Inspector or Inspectors as aloresaio, as a bribe. Charge 2 Fraud bv willful neglect of duty Specification I In this that the said Charles W. Hill, while a contractor for furnishing snr plies for the armies of the United States, did. wiUfidlv. knowingly and corruptly and fraudu lentlr furnish tlie Government of the United States horse that were unfit for the service re quired unsound, and not in accordance with the fpecifications contained m sani contracts mil did willfully neglect hi duty in the said premises, and has inspected and pissed fo the Government of the Unite! S' ite-, for tlie use of the armr. horses as aforesaid, and not in accordance with his agreement. The Court then proceeded with the testimony. Olney Gould was then examined for the ov rucnt. Resides in St. Louis, but has done bul ness in Louisville and Indianapolis for the pst two v ears Have been a partner with Mr. Hill and Mr. Smith, in furnishing horses t- the Government, at Louisville. One horse was rejected forty times, and pawed at last on Smith's brand. Horses that were rejected one day, were brought up a few days attet and putin and accepted. Neither of the witnesses were cros examined by the counsel for the accused.
