"as lirutus is, and for the purpose of establish ing a new rule in rhetoric, (unknown, 'tis true, to Blair or Newman.) to wit: that volume of voice and a sprend eigle style are the main con dmons ol el'MMience. we quote from an oration delivered bv Hon O P M. at n recent met'tin: of the War Democracy some place Our "ora tor" describe theboundariesof ourcountrv in the good time coming, as follows: "Our territory shall not then, ns now, b lim t.wa . a ,t a. a 9 net by tiic AtosiooK on itie norm mm the mo Gr atide on the south, but the cold frozen regions of Greenland, and the Esquimaux, on the one hand, al llvic i, Patagonia and South Shetland s icy coast on th other shall scarce suffice to give our growing people room. Our right hand shall rest on Afiic. unexplored and maiden bosom, our left shall make the Russian tvrint tremble on his throne, and Europe too shall seek to know our will and regulate from thence her conduct as the lone msriner on the mighty deep would watch Arcturus steady light, and guide from science his frail b.irk to some destined safe retreat." The figure in which out orator places "our right hand on Africa's unexplored and maiden bosom." we deem extremely felicitous a happy concept:on; at least, it tniyhl result in something of the kind. If the "exploration" was continued, and the "figure" properly Jevtloprd. A figure of this k:n 1 is easily appreciated by some persons, in some quarter, and under certain circumstau ces. We certainly have no objection to our orator using it with perfect "freedom," but perhaps Pompey or some other colored cut may not understand such a figure of speech! Upon "the whole" we think the figure a good one, and so will let it "stand." The future boundaries of our country, as described by the eminent geographer and orator, pleae us. We shall be better pleaded when we know the exact locality of "Valdivica and South Shetland's icy const." Our he id may be a little confused from reading the manv good things in the oration of the Hon. O. P. M , but it orrur to us that our country is not jot now making the best of progress toward "Valdivica. Patagonia and South Shetlsnd's icy coast." Several millions (if people would undoubtedly have re. reived much pleasure had O. P. M. announced the etaet time when the boundaries were to be established. It would have settled a goo,! many misgivings on the subject not only in this, but in other countries Sinre the delivery of the above noticed speech Hon. O. P. ' aarorraa ttriiii r wmm bau. tat iitnitL; Tor Tlornlnf Ueport See first I'nge. t "Üiglil Urport Oor report of the President's Letter wm io badly mixed up that some portions of it bad to be omitted President Lincoln's Letter. Jfiw. York, September 2 The following is President Lincoln's letter. j ExtcTTivt Maxsio. Wash., Aug. 26. Ho.. Jamm C. CosKLtf Mtf Dear Sir: Your letter in iting me t- attend a mass meeting of unconditional Union men, to be held at the capital of Illinois on the 3d day of September, ; has been received. It would be very agreeable ' to me thu to meet my old friends st my old j home, but I can not just now be absent from the city so long as a visit tbere would require. The j meeting is to be II those who msintain oncondi- : tional devotion to the Union, and I am sure that ! my old political friends will thank me for teodcring. as I do. the nation's gratitude to those other I noble men whom no partisan or partisan hope can ! make false to the nation's life. There are those 1 who are dissatisfied with mo. To them I would ssy: Yco desire peace, snd you bl.i me me that we do not have it; but how can we attain it? There are but three conceivable ways. 1. To suppress the rebellion by force of arms. This I am trying to do. Are you for it? If you are not for it, a f-econd way is to pire up the" Union. I am aeaint this. If you are you nbould say so plainly. If you are not for force nor yet for dissolution, there only remains some unagreeable compromise. I do not believe that anv compromise embracing the maintenance of the Union is now posible. All that I leirn leads to a directly opposite belief. The strength of the rbelIion is military its army; that army all the country and all the people in its range Any offer of terms made by any man or men in opposition to that army is simply nothing for the present, because such man or men have no power whatever to enforce their side of a compromise, if one were made with them To illustrate: Suppose refugees from the South and pe' e men of the North meet together in convention and frame and proclaim a compro mise embracing a restoration of the Union; io what wav can that compromise be used to keen Lee's armv out of Pennsylvania? Geu. Meade's army csn keep Gen. Lee's army out of Pennsyl v.ims.and I think cm ultimately drive it out of existence. Hut no paper compromise to which the controllers of Lee's army are not agreed, can st all effect that army. In an effort to make such a compromise we would waste time, which the enemv would improve to our disadvantage. and that would be all. A compromise, to be effected, must be made eitLer with those who control the rebel army or with the people first liberated from the State bv the Micce-s of our nrny. ow allow me to as sure vou that no work or intention from the rebel armv or from anv of its men controlling it In reation to any peace conference, however. come to mv knowledge, or the belief that all charges to the contrary are deceptive ami ground ers, and I promt.se vou tout if any does hereafter come it hall not he rejected and kept sacred from vou. I freelv acknowledge myself to be the servant of the people according to the bond of the United states Constitution, and that as such am respon sible to them. You are dissatisfied with me about the negro, quite likelv there is a difference of opinion be tween you and myself upon that subject. I cer tamly wish that all men could be free, while you, I suppose, do not vet. I have neither Adopted nor prepared any measures which 1 not consist ent with vnur views provided that you are in for the Union. I suggested compensated emancipation, to which vou replied that vou wi-hed not to be taxed to buv negroes. Hut I had not asked you to be taxed to buy negroes, except in such a way o save vou from greater taxation or to save the Union exclusively by other means. .TIIsNoiirl Itndtrnl state Convention. A resolution was adopted providing for a committee of five to prepare a system of organization for the friends of freedom in the State. The committee on resolution reported a platform in uhstance as follows: I. sustains the trovernment in a vigorous prosecution of the war until the complete and final suppression of the rebellion. 2. The fourth refuses to allow French iuduence in Mexico, and calls upon the General Govern ment to reist jt. The filth demindi immediate emmcipation in Missouri. The sixth favors a constitutional amendment. The seventh demands that the Legislature call a new State convention to take under consideration the grievances under which the State now labors.
