He was for the Constitution, and would restore their constitutional rights to each and every State that would return. In bis opinion, the Constitution recognized latery. This km no war for the abolition ol sUvery. It wjg n war for the pieservalion of the Ciovcrnment. The emancipation proclamation did not liberate a single slive. The seceding State, when th'y fled from the shelter of the Constitution when they rejected it and would have none of it, thetnrfelre, gave freedom to their -dates. The power of the Government to restore the Union was ample He pictured eloquently tbe siicccfi of the Union army, and contrasted the condition of the loyal S'ntes with that of th tottering Con fed er icy. There whs very little indulgence of cant or clap trap.
