Say the New Albany Ledger: Wr regret that our information in reference to the surrender of three or four hundred home guard at Salem, by General Cravens, member of CotigrcM from this District, Joes that gentle man great injustice. The report is wholly without foundation. General OiTcns neither surrendered him-elf nor a hingle man of his command. Hi command followed the Rebel into Ohio, and only returned to their homes when ordered back by Gen. Burnide and Gov. Morton. So closely did it pursue the retreating enemy thit at Harrison, Ohio, it came no w ith them and gave them several round, the Rebel retiring rapidly and in confusion before Gm. Grateful ccr tainly I am, for the confidence in my integrity arid patrioti.-m, imt.lied by the unanimjus horn inatioti ikj candidate for Governor of Ohio, which you gave me while I was yet in the Confederate Slate. It was nut misplaced; itsliill never be abided. Rut this is the last of all considerations in time like tluse. I k no sympathy lor the pvrsonil wrong. No; it is the cause of constilu tional liherty and private right cruelly oufrsged bevond example in a free country, ly the Presi dent and his servants, which give publie Mgnifi cancy to the action of your convention. Yours w as, indeed, an net of justice to a citizen who, for hi devotion to the rights of the State and the liberties of the people, had been marked for destruction by the hand of arbitrary power. Rut it wa much more. It was an example of cour age worthy of the heroic ages of the world; and it was a ppectacle and a rebuke to the usurping tvrant who, having broken up the Union, would now strike down the Constitution, Mihveitvour Government and c-dablish a formal and pio claimed depotism in its stead. You are the re Ftorers and deleuders ot conMitutionsl liberty, and by that proud title history will mlute you I congratulate jou upon your nominations. They whom you have placed upon the ticket with me are gentlemen of character, ability , integrity and tried fidelity to the Constitution, the Union, and to liberty. Their moral and political cour age aqntlity always rare, and now the mo.-t valuable of public virtues is beyond (piestioii. Every way. all these were nomination tit to be made And even jealousy, I am sure, will now be bushed, if I especially rejoice with you in the nomination of Mr I'ugh as vour candidate for Lieutenant Governor and President of the Seu ate A scholar and a gentleman, a soldier in a foreign war. and alvvavs a patriot; eminent as a lawyer, and distinguished as an orator and ptateslu t n , I hail hi accept ance as an omen of the re turn of the better and more virtuous day of the Republic. I indorse your noble platform elegant inptyle: admirable in sentiment. You present the true issue, and commit vourself to the grevt mission just now of the Democratic party to restore and make pure first the right and liberties de clared jour by jour constitutions. It is iu vain to invite the State and people of the South to return to a Uuion without a Constitution, and dishonored and polluted by repeated aud most aggravated exaction of tyrannic power. It is b tse iu yourselves and treasonable to your posterity, to surrender these liberties and rights to the creatures whom your own breath created and can destroy. Shall there be free speech, a free pre-, peaceable assemblages of the peo pie and a free ballot any longer in Ohio ? Shall the people hereafter, ashitheito, have the right to di-cus and condemn the prii ciple and policy of the party the ministry the men, who, for the time, conduct the Government to demand of their public servants a reckoning of their stewardship, and to p'ace other men and another partv in power at their supremo w ill and pleasure? Shall order Thirty eight or the Constitution be the supreme law- of the laud? And shall the citizen any more be arrested by an armed soldiery at midnight, dragged from wife and child and home, to a military prison; thence to a mock military trial; thence condemned and then banished a a felon for the exercise of his rights? Tin is the issue; and nobly you have met it. It is the very question of free, popular government itself. It i the whole question: upon the one side, liberty; on the other, despot ism. The President, as the recognized head of his party, accepts the issue. Whatever he wills, that is law. Cons; tutions, State and Federal, arenothing; acts of legislation ivthing: the Judiciary less thin nothing. In time of war there is but one will supreme hi will; but one law milittry necessity, and he the sole judge. Mill tary orders suj rr-ede the CouMituiion. and mili t try commissions U'Urp the place of the ordinary courts of justice in the land. Nor are these mere idle claims. For two year and mere, by arms, they have h'eii enforced. It was the mission of tho weak but presumptuous Hurnside a name infamous forever in the car of all lovers of cou sritutional liberty to try the experiment iu Ohio aided by a Judge whom I name not, because he ha brought the most loul di honor upon the judiciary of my country.
