One of the editors id the Lafayette (huritr. writing from Lebanon, Kentucky, where the 72 I was stationed ou the lth inst., say?: We found at thi place the Gihh Inuima tegiment. Col. Owen, a body of Iowa cavalry, the 12th' Indiana battery, and a Kentucky cavalry regiment under course of organization. The f0th has but about G';)0 men here, two companies having been detailed for service in the (Jreen river country. A serious accident occurred in one of the companies of this regiment a few days since, which ie-ultcd in the death oK two soldiers and the fatal injury of two others. A member of the romiKiny was smoking a cigar while sitting upon a box of ammunition whereby the cartridges became ignited, causing a Ic.rlnl e.xploj-ion. As I write the funeral of one of the victims of this criminal carelessness is passing by, attended by the regimental officers, a large number of pri vates, and the usual military music. Among the oHicers of the f)th I notice besides Colonel 0en, Lieut. Col. Templeton and CV.pts. Rrown and S im. 'Young, und a son of C.J. True, of vour citv, who is drummer for the regiment. Quite an excitement was caused in Lebanon previous to our arrival last night by a stampede of the Pennsylvania cavalry, who are posted outside the city night and day as picket sentinels. Last night when on duty a cavalry sentinel observe I a squadron of artillery approaching, and advancing demanr.cd, "Who's there?" The artillery oftker replied, "A friend," when without waiting for the countersign the cavalryman fired a volley into the ranks of the artillery. The artillerymen became alarmed uh1 prepared to open fire upon the cavalry, when the latter broke ranks anil skedaddled into town, reporting Morgan upon tlieir heels. The consternation for a time was very great. One of the cavalry fell from his horse in the flight and was seriously injured. Rardaritiks ok Wau. Abolition England rates of her philanthropy, but ie nation under the sun has sanctioned such b irbarities at she has. Her hireing Indians to scalp the helpless Fettlers on our tronteers during the war of lt12 was exceeded by her treatment of the rebellious Sepoys in 1?57. So late as lrGO she stands by and gives up prisoners to the most cruel tortures. The following extract from a letter written by an English soldier, describing an action between the English and Impcralists again.-t the Taepings in China, in IcGO, pictures a sickening scene of honor: 1 went with the crowd to see the execution of the Taeping prisoners that had been given up for execution into the hands ot the Mandarins by the English and Punch authorities, or, what is the same tiling, they took no measure to pt event the ruthless butchery of those they lent their aid to capture; when, horror ot horror?! how am 1 to de sctihe the dreadful scene, or will it everleive my memory? Among thoM wretches were joun and old", of both sexes, and of all ages and sizes, from the infant recently born to the nun of biohtv, tottering on his stall'; from the enceinte woman to the voting mtide:i from ten to eigjiteen. auion The latter wcie pushed out by tiie guards the crowd vt rtillians assembled, and weft taken into the sheds and by. places and debauched. and again dragged Lac-k by the hir of tiie beads to the Chine.-e guards to await their turn for execution. Some of them had fainted, and were pulled along the ground to the execu tioncrs, who threw them on their backs, tore off their clothes and ripped them from the lower part ot the aUlomen to the bieast, which were daptied with a cure into their faces. The bowels, as a matter ot course, gushed out, but the cut was made in Mich a w.iy nu t so skilluliv, and with such ex pertness, that the intestines were seldom tnjmel. After a little time in this state of excessive torture, the executioner thrust his hand into the chest and tore out the reeking heart, his victim looking him in the face all the while. A young female, apparently about eight months pregnant, who never uttered a groan or sigh at ail the previous cruelties she had endured Irom the surrounding mob, had her intant cut out ol her womb, and held up in her sight bv one of its ! little hands, bleeding and ,uivering; when at the j siht lie gat eone heart-rending, piercing set eech that would have awakened pity in a tier, and after it had teen in that state da-litd against her ' bietst, the, with a last suj eiiiuman effort, re-I leased her arms from t host holding her down.! and clasped her intant to her bleeding heart, and j died holding il there with such force that they j w-ould not le epirated, mid were thus thrown to- j gether ou the pile of other carcases. TERRIBLE INDIAN MASSACRE MINNESOTA. IN FOREIGN NEWS, Froiu Pope's Uepartmrnt. Ccpab Movxtai.v, Va , August 1H. The New York Tr'ibutie has a letter from the headquarters of this Detriment, date! as above, which says; A '.rain we are on the march,- and that march a retreat. The camp which only yesterday was pitched at the foot of the mountain, now memorable forever, dissolved this afternoon into thiu air. We are here without a camp; tt here only for an four," or three hours, it matters not which. The hurried order cornea to be ready to iUrt at once, and before two hours have passed tents and baggage all of headquarters but its perinnntlare going to the re tr. We understand tht the whole army of Virginia is retreating, and that ppeedily; end it begins to be added that the whole attny of Richmond is on the advance that the rebels threaten to turu our left Hank in a word, are making direct for Fredericksburg, for Washington, and for tbe North perhaps. Lut before they reach the North, Washington or Fredericksburg, the harden, fierce.-t, most determined and desperate battles of the war are to be fought. This army is not running away, nor is General Pope outgeneraled by Monewull Jackson. We are threatened on our left dank bv au army that counts its hundreds of thousands of miserable and desperate troops, and the array of Virginia retreats indeed, hut relreats to" tight by daylight. It mu?t cross the liai-pah winock but when once on the north frank of thnt run it no lonper retreits, it begins to maneuver. The battles of the war are about to begin. j LiLPKFeta, August iJ. It was expected that the arm r would cross the Harnahannock bv ten o'clock, but the passage of the teams was so much delayed that it will not be attempted. The corj of Itanks is here, and ilcDowell's is coming up. fioih will wait the arrival of Sigel, j who covers the ietre.it. ! As I write these inasscä of tioojv are jaoiriug in swift but orderly matches along the narrow roads and over the holds towards the town. They arc already listening for the touwd of following cannon. All day long tiie march will continue. Öigel is not expected till noon, and whatever happens 'liot a regiment will leave till the rear comes up. It is a wonderful retreat, for in spite of delays, tiinre is no p.inio among the trams, -and though the troops are moving to the rear they march as if to battle. There will be no battle to-day if by any means it can be avoided, perhaps none to-morrow, but on the llappah annock before the week cloes comes the deadliest struggle of the war. From WaMuitgioit, W.xMtiNt.'Tov, Aug. 21. The Tribune has the following pecial: In justice to all parties it is proper to state the following which we learn from Vo many sources that it can no longer be consideied fca Slate secret: Two or three weeks ago the President laid before his Cabinet a proclamation ol emancipation, abolishing slavery on the 1st of next December if tiie rebellion should not be crushed, and asked the opinion of his ministers touching the propriety of issuing it. All but tw o, Secret try Smith, we believe, being absent, approved it. Seward and Jdair, however, opposed it with all their might, ftnd the result is it did not apjiear. It is understood the suiy'cct came up at more than ore Cabinet meeting, but Seward and Blair remained a res-abate miooiity. The well known literateur Win. II. Hurlbut, w ho-e detention by the rebels cau-ed no little stir nearly a year ago, has escaped from Richmond and reached here yesterday. Special to the World sajs: It is openly asserted by the emancipationists that tiie long political struggle is drawing to a close, and that the President, overborne by the pressure brought u;xn him, will isue a decree giving free-loin to all slaves, and this before the lödi of September. The Commercial sas it has information that a junction of McClellan', Pope's and Butnsidt's forces has been effected, we believe, at Acnuia Creek. The s:rne paper a vs that reliable advices from Jan. es Iliver state that the rebels occupied Harrison's Lauding, and their pickets extend as far as the Chickahominy. A large portion of our gunboat flotilla with the flag-ship was aliove Harrison's Landing, and would probably give the rebels a taste of their quality. From 'er York, Ntw Yoek, August '22.
