Editor Sentinel: In the published proceedings of the Democratic Congressional Con en tion held on yesterday at Franklin, my nime appears as one of the district committee from this ounty. a compliment I most respectfully decline. When I waa informed yesterday nt Franklin that the President of the Convention had appointed me on the committee. 1 went to the Court llou.-e to decline the position, but found it impossible to get an opportunity to do so. therefore I take this method of declining. 31 y only motive for doing so is that 1 prtler acting iu the capacity of "high private" in the ranks. Thanking the President, Mr. Dodd.for tbe compliment intended. 1 remain, respectfully, Jas. B. Rtax. 55""We know of no city in the country where wealth is mote equally divided and where so much of the real estate is in the hands of actual residents as Indianapolis, and to this cause is attributed the rapid growtli nnd prosperity of the city. The ystem of felling building; lots upon payments ot a small amount each month, thus bringing property within the uflordings uf men of small means, is one of the good leatures of our city, nnd we hope those of our readers who have seen the lolly of spending all their gain in paying exhorbit'tiit reuts, will attend Wiley's sale of lots on next Monday and secure themselves a home. It is not too late to make a beginning. Look around and ask any wealthy neighbor if be has taid rent for any length of time, nnd he will tell you no, and if he had he might have been a renter yet. CJPThe Indiana Atmrican of vesterday, says: "While our citizens, the city and county, are contributing largely and liberally in money lor ihe benefit ot the families of those who now volunteer in answer to the President call, what is leing done for the families of our three years oluuteers? They seem to be left entirely out f Jigotten iu our eagerness to fill up our quota. There should be a little more consideration exercised. The families of our three years volunteers ure as deserving as the families of those who now volunteer. Our citizens, our city and county, are entitled to the highest praise for the liheralitv shown, but it does not reach farenougb back. The families of our three years volunteers are entitled to a share of the contributions now being made, and we hope they will be remembered. We must not forget the wives and children of those who are now iu the field and fighting our battles " Won't our people think of this just a little during the hurry uud excitement. A Woman DrrENns lira Hi sband. Earl Derby expressed fears that unless a treaty w as made with France, like that of America, the putting a stop to the slave trade would be ineffectual. Earl Russell said France had declined to enter into a imilar treaty, but he believed she would offer no objection to the exercise of its pro vis ion Lord Palmerston confirmed the statement that Russia had recognized Italy, and said he beüev ed Prussia would do the same. After considerable debate, a resolution against the English fortes interfering in China, was reject. The rumors that France would back out from the Mexican expedition still continue. The Paris Constitutionel says the glory of the French arms once vindicated and money matters fettled with Mexico, proceedings against her will terminate. Gen. Prim had arrived in England. The cotton manufacturers of Rowen had ?ent a deputation to the Emperor torettesent the difficulties they were laboring under. A similar deputation from Lisle also waited upom the Emperor. The Paris correspondert of the London Herald believes that the French Government entertains very serious intentions of intentions of interfering to end the civil war in America. The London Daily News gives currency to rumors that Generals Scott, Banks, and Pope wete about to enter Mr. Lincoln's cabinet at Washington. It thinks the accession of Gen. Scott indicates that the military operations are to be prosecuted with the utmost vigor, and to be kept from the civilian interference which has hitherto, through jeilou-v, hindered tbe movements of Gen. McClellan. The London Times has daily leaders on the position of affairs in America. It fays that the dissevered States are f iet approaching that point when they must become two reasonable nations, or go on to anarchy and ruiu. The offer of our mediation would only b received with in.-ult. The Times mentions the hostility to England and professes itself at a los to account for it. Tne same journal argues that the new tariff in e5ea prohibits of the import trade with Europe, and will all but annihilate it, but the effect will be mot severely fell in America, tbe measure will enlist on the'subject of the South all sympathies and interest of the two greatest nations in Europe. 1'roin California Sax Francisco, July 17. Patriotic .Meetings. Bangor, Maime. July 17. A grand patriotic meeting was held here this evening, in aid of en list ment for late requisitions by the General Government. The combined militia of thiscitv and neighboring towns, numbering 1.200, marched in procession. The hall was crowded at an early hour. The immense mass of people caused the breaking down of a portion of the approach to the hall, and some hundreds ot people were precipitated some fifteen feet below, an the sidewalk, but fortunately there was no loss of life. The meeting then adjourned to the space in front of the Bansror House, when Yice President Ham lin. Hon. Mr. Howard, Hon. S H. Blake. W. H. McCrillis, and others, delivered addresses. Res olutions were adopted, pledging the people of Penobscot Yalley to sustain the Government with their full quota of troop, and calling upon the Administration to prosecute the war with all the men of whatever color thev can command. From Washington. Washington. July Is. 175 itiese have beeii examined by the Committee on the conduct of the war. Commander D ihlgrei, having been appointed chief of the bureau of ordannce, necessarily vaacte his ofßcc as commandant of the Western navy yards. We feel at liberty to state that yesterday a portion of the army of Gen. Pope entered the im portant town of Gordonsville. Yirginii, unopfosed, and nearly destroyed all the railroad stock at that point, the junction of the Orange and AI exandria and Yalley Central railroads. Threequarters of the troojH, munitions, and supplies of every description for the rebel army at Richmond of necessity pissed through Gordonsville by rail. The blow is therefore a most important return, especially as it is the first of a series which we trust will do more to cripple the efficiency of the rebel Richmond army than anything that has yet occurred. The following general order dated headquarters Army of the West, July iy, has just been issued: Hereafter, as far as practicable, the troops ol this command will susist upon the country in which their operations are carried on. In all cases supplies for this purpose will be taken by officers to wh'e department they justly belong, under the orders of the commanding officer oi the troops for whose use they are intended. Youchers will-be given to the owners, stating on the face that they will be payable at the conclusion of the war upon sufficient testimouy being fuirtished that such owners hav been loyal citizens of the United Stales since the date of the vouchers. Whenever it is known that supplies can be furnished in any part of the country in w hich the troops are to operate, the use of teams for conveying subsistence will be dispensed with as far as practicable. By command of Major General Popf. GENERAL ORDERS NO. 6. Headquarters Department or Yirgixia, Washington, July Is.
