Are thrjr Ilonrat!' The Republican leaders, at the o called "Union" Convention, on the l&lh of June, adopted the Ctmzxvtx resolution passed lj the IIou of Represeutatires in July la.t. Twice
ha that resolution leen proposed at the present
ewaion of Congress and each time was it voted down Lj the Republican. The fact is the Republican hare no idea of adopting the sentiments of that resolution, aj the policy to leruruel in the prosecution of the war. The lead
era of that party here are aware of this, and jet
they have the dii-houety to adopt it as the basis
of their platform when they know it to be a client
They can not deceive the people by any auch
transparent humbugery. The Difference.

That is the be-t evidence of his cii.irliUni.--rn. Diffrreut U it with the hrve and gillint MditLt'. The Republican Senate reject his nomination for Mijor General, because he is not an Abolitionist, and he promptly reents that action by rei;nin. He is unwilling to hold a position in the army under uch circumtmces. Unlike Frkmo5T, he dues not ask to be relieved of hiscomni iiidwl.cn a want of confidence is expressed in him by the President, and continue a charge upon the treasury. That' the difference betweeii a gallant aoMier, jealous of his honor, and a chari tUn. While Shield will have the jmpathj of all true men, Fremo.vt merits, aa he will receive, general contempt. Hon It Work. A friend writing us a bu-incss letter from tl e Southern pirt of the State pars: "The 'Old (Juanl here are aw;ike. Depend upon it, the Democracy in this part of the State have lost nothing by the fusion lately tnde in your city. My acquaintance is general throughout the county, and while I cannot count a dozen men who supported either Dot glas, Blll, or RklckImiiue for President now afhliatin with the Mojitos and Jim Hi outs faction, I know of more th'iH one hundred supporters of Lincoln nnd JlAMLirf now co operating with the Union Demaencj. If other parti of the State will do as welt as this county, the success of the Democratic ticket ia October by a majority of ten tliouMiul vote is certain ami sure. Oer intelligence Irom other parts of the State is equally encouraging. The Democracy hare but to will it, and with effort our triumph is sure. The "Union" movement is everywhere regarded as a miserable humbug, a fraud, a trick of the Republican leaders to bolster up a sinking cause.
A National Humiliation. A "Republican Senator is convicted of using his official position to make a large urn of money. That ia one case which has leaked out. As the report of the com tuition is withheld from the public eye, there is no telling the extent of similar corruptions. The commi.v4ioncrs, Messrs. Holt and Owlx, recoumeiid that a law be p.seJ, with severe penalties, to prevent ineuiWr of Congress hereafter to thus Use their official position!. During the firt year of a Republic u Administration it has been found necessary to pas laws to prevent Congressmen and other high official from plundering the treanrv, and that, too, at a lime when we are engnged in a iautic war in which the very life of the Government is At stake. There is patriotism for you, there m loyalty, there is love for the Union. Never viM there an exposure more derailing-. Ithuinilithe nation tfurc th orl J. Think of it. Ina tumble for national ctUtence, when every mm, especially thoe w ho have the conduct of public afTtirs, ahould be pure and self Mcrificing, Congresa is called upon to enact a statute, to prevent its own member from robbing the Government.
And this, too, by a party which assumes nil the
virtue, all the integrity, and all the loyalty of
the country by the very men who are falely
bratflui their political opponents with tlUloyaliy. When the news reached here that Sro.wALi. JaiRmx was nvirrliiui; upon Washington, ami the Kepublican oflicuN in that city were trembling iu their lxits and calling u;kii the couutrv for help, a prominent Federal officer, a Kepublican too, remrktl that he hoped the rebel would cletn out that nest of corruption. We do in I know but it would have been a fortunate result tor the romttrv. No wonder the He-puhlu-.il ieaiiets in this State change their party name, and fail to indorse either the National or late Adm'nistrstioiis. Thev want no Mich mill

He ought to have known that for every $1U,W0 of bonds returt.ed by Stover h; was putting in circulation $ l').C(H), d instead of reducing was quadrupling the fraudulent isues. We do not impugn the motire or honesty of Col. Hudson, but he has shown hirnelf an unfaithful and incompetent public agent, and his course is as indefendible ad that of Stover. Ttie Tax Hill mid the Clly. The final passage of the tax bill, directly inte re-ting to every individual in the country, will of course affect all person doing business in the city. For instance, every window adorned by the transparent colored vases of the apothecary signifies ten dollars for the Federal Government. Every eating houe, whether an elaborate afTYir, or only a little basement where sand wiche and cold coflee are sold, must disgorge an X. Prof. Anderson, the Wizard of the North, will have to pay the tax gatherer double this amount, for a juggler's license is $20; and besides this $100 the license for ojening a theater. Hankers, who are generally upposed to have more money than anybody else, will pay $100, and peddler who have less, are charge but $5. Confectioners are Charge! $10, and pawnbrokers $50. Kvery
reader can, by reflecting a moment on the num. ber cf establishments in only his personal knowledge, devoted to these pursuits, form pome idea of the vast revenue which must flow to the Government from the license in this city alone. We in America have been accustomed to nuke frequent little HjuibJ and satires alout English taxation, but henceforth live in too fragile a glass hou.-e to throw stones. A walk up liroadwiy phows that we can claim the honors of taxation (juite as much as our "down trodden" cousins in Europe. A lax-gatherer' promenade in P.roadway is by no mean unsuggestive. Leaving Howling Gteen, he see several taxeil hotels which pay licences of at least $100. The Ix nled warehouse, a few teps fiiither. reminds us that fifty cents duty is paid foPlhe entry into or withdrawal therefrom (tf any g jod. The splendid stores of the whole sale le tlurs are etch worth fifty dollars a yiar to Uncle Sim. Every clerk standing iu the doorway of the.-e stores must pay '.I per cent, of his income over $OW). At the express office ou observe that for every receipt lor good to be trans mittti there is a charge of fiom one to five cents. That jxrtly stock broker turning out of Wall trect is worth tilty dollar a year to his government in licenses, while that carriage and horse driving up near the corner represents another $. A. he goes past the nest ot lawyers at Trinity buildings it is a satisfaction to the taxgatherer to know th.it each of them has to pay a license of $10. He glances into the auctioneers' fitores, and complacently remembers that every one must contribute $10 to the Government. The druggist, where he stops for soda-water, ha to pay his tdiare, and on the eating house where he takes a nibble there is a similar claim. If he passe a newspaper ollice, he retlect that for every advertisement the proprietor pays li per cent, on tilt gross receipts. Every physician whose little tin sign he may ee on hi route must digorjje $10. The cigars Fiuoked along the streets are taxed according to their value. If it rains and he put up an umbrella, he need not pay for the privilege, unless it is a silk umbrella, in which case he must pay f per cent, of it value consequently cotton umbrella will bo in active demand. The theatre, wholesale and retail p tores, ami the income derived from every building on your Uroadaay route, are taxed. People's clothes and what they cat are taxed. The glass they look through and the ga they pee by are taxed. If we wi.h to alauhter hogs and ilieep for our own consumption, Uncle Sam permit us. to do so gratis; but he will not permit us to h ui ourselves for nothing, as hemp is taxed 3 per cent. If we wish to leave the city and go to New Jersey, we can do ho freely; but if we prefer other foreign climes and think of Europe, wc must pay $1 for the passport and a dollar tax for the privilege- of buving your passage ticket. iV. 1. Vost. Illinois nnl Hie IMejjro. Whatever be the fate of the new Constitution, it is certain that the following propositions, which were submitted separately, have been carried by iinmci.se majorities, and will hereafter Mand as a part of tho ornnic law: "Sictio 1. No negro or mulatto thall migrate to or settle in this State. "Sto. 2. N'o negro or mulatto hall have the right of tuffrape or hold any ollice iu this State. "Sir. 3. The General Assembly shall p.m all laws tiecessery to carrv into effect the provisions of this article " The old Constitution of this State and the Constitution of Indiana, and perhaps the Constitutions of one or two other free States, contain provisions prohibiting negro immigration, but tho.-e pro visions have been practically inoperative because the Legislature nie not mpuiitd by the Constitution to pass laws giving inVct to them. The jHHiple of Illinois have now clinched the nail. "The General Assembly shall pa all laws nee essary to carry into eflect this article," nnd thc.-e laws w ill douhttess emhrace provisions inflicting punishment upon rail way and steamboat companiemand other public conveyances who tdmll lrin negroes into the tsiate, ami upon ail cions who rhall h iiltor the proscribed r.irc. The adoptionot' this article i one of the niot significant signs of the time. It might not, ami probably would not. have been adopted a lew months ago. Its adoption now, by so lare majorities, come of the popular alarm at the ell eel of the war upon slavery iu the South. The same alarm is te!t iu all the border free States, ami similar action w ill be taken by all of them, and we believe everv other Noitlicrn State will tike il

That while all the energies of the people are needed for meeting the demands necessary fur the prop er, juit, and liberal support of the brave and gallant meu who have taken up arras in defense of a government made by white men and fur while men and their posterity forever, we feel especially called upon to enter our solemn and decided protest against any appropriation of public money for the purpose of freeing feUves, or supporting them when freed, and against the extravagance and corruption tolerated by the party in power. litsolrfd.
