He h id heard that there were case of officers of the Government using their office for rewards and he thought there could be no objection to thi bill. Mr. Hale thought the bill did not go far enough. He had beard and believed that the beads of department used their places for the grossest favoritism, and in some cises had ordered contracts to bej;iveu to their special favorite. He would make it a penal offense lor the heads of department to order those under them to make contract w ith sj ecial favorites. Mr. Trumbull moved to amerd so as to make the bill apply to those who for any reward, compensation or consideration, give any contract, office or place. The amendment .was adopted and the bill passed. Mr. Hale, from t'ne Conference Committee, on the bill for the reorganization of the Navy Department, made a rejxirt, which was agreed to. The confiscation bill wa then taken up. Mr. Cowan proceeded to speak at length against the bill from the House, which he contended w as impracticable, mid utterly impossible to put in oietatioii. Mr. Sumner contended at length that confiscation and liberation were among the war owers of Congress and he had moie hope from liberu

Saulsbury ami Kennedy declared that though they might vote for an amendment to the House bill, yet they were opposed to all confiscation ami should vote apainst its passage.
