IIkcrcitinu. Weiiotieeby the instructions issued Irotu the Adjutant Generals office General Orders No. 4."i that lorty men must be enrolled for a company, before subsistence can Imj drawn for any. This regulation may work well in rural districts where young men enlisting would prefer to remain at home until their presence at camp was absolutely required, but in a city like thi't it entails a heavy expense on those who set out to raise companies. If an arrangement were made by which recruits for the new regiments could be lodged and subsisted as they are enrolled it would facilitate lecruiting and be a substantial relief to those w ho desiie to serve their country as oliiwei s of the line.

I'ront Mew York. New York, June 22. Gen. Butler was serenaded at the St. Charles Hotel on the 14th int.. and made a speech in response, in which be declared that his feelings toward the South were friendly and fraternal, but that at the same time he was resolved, as a matter of duty inexorably imposed upon him, to carry out the laws ol the United Suites under all circumstances. The speech was w ell received. A new daily paper has jut been started at New Orleans edited by the great financier, Jacob liarker, now eighty-three years old. One George Coppel, signing himself Her Majesty Yictoria's Acting Consul," has pre sumcd to address Gen. Butler, and asking explanations; whereupon Gen. Butler answered that no reply would be made to the note until Mr. Coppel should be recognized by our Government us its agent. In the Provost Court a mm named Durand sued the Bank of Louisiana to oblige the Bank lo pay him in current funds for a deposit he made in Confederate notes which the banks had made legal currency by paying them out instead of their own issues or specie. Judge Bell decided in favor of Dm and and ordered the bank to pay the amount in current funds. The bank appealed from the decision to Gen. Butler but the General sustained Judge Bell. All but eight of the mortar boats had gone up the river ami the balance will go up just as soon as they could procure tugs to tow them up. A large Union meeting w is held at New Orleans on the evening ol tlie 19th. Able and elo quent speeches were made by Messrs. Mandron, Day, C. Lmiont and E. A. Eish.iit The rebel General Lov ell's ai my evacuated Camp Moore and have gone to Yicksburg.

Richmond papers of Saturday contain brief accounts from Charleston of a bloody batile fought on Monday last between five Federal regiments and a battery of Pa rro It guns, and pans of four Confederate regiments and a battery. The battle lasted ail day, with a heavy loss on both sides. The Charleston Mercury was fearful the battle would be renewed the next day.and expressed apprehensions for the safety of the city in consequence of the great exhaustion of the troops, and the loss of many officers. I learn that yesterday the rebels opened on Gen. Hooker's division with shot aud shell, but did no serious damage. Gen. Hooker nnsweied from one of our new batteries, throwing heavy shells, which were seen to burst among the whole attacking party by 'ersons iu one of Prof. Low e's balloons. Our troops are represented as enthusiastic at tho near prospect of a great and a decisive battic. Generals Evans and Pemberton had complimented the rebel troops for their bravery in stand
ing up under the heavy fire of shells and shot t
from our gunboats and batteries. The light took place about four miles from Charleston, and from the tone ot an editorial in the Mercury, I should think the rebels h ive been cut oil Irom retreat from James Island by our gunboats. If this should be so, Charleston must soon fall. Th Richmond Dispatch says that it can bo no louger denied that Gen. Jackson has been heavily reinforced lately, and the Federal columns must either combine or fail across the Potomac. A letter to the Philadelphia Press says a member of the Confederate Guard of Richmond, captured at Ashland on the 19th, states that Bcaure gard is second in command at Richmond aud a number of his troops have arrived.
