They belong to the fundamental conceptions ol republican government, nd to confound what Mr. Jefferson was iiccu-tomed to call "the sacrosanct ob-ervance of the Constitution" with "sympathy for rebels," is to indulge iu meie pts-ionate invective, and to evince a perversion of ideas only less deplorable than the absence of logic confessed by such an accusation; for, if rebels in disguise are seeking to defend the insurgents behind the ramparts of the Constitution, let it be shown that there are no such defences iu the Constitution as they allege. If the "ramparts" really exit, let there be no attempt to scale them iu order to inflict u "wild justice" o. the enemy behind them. They ure iu favor of holding the Constitution in ubcvniice until the war is over. They teach that the rebellion of individuals has detioved the rights of States. They hold it to be the duty of the General Government to proceed with and toward the inhabitants of there volted State1, as if its jurisdiction over them i the same asoicr the District of Columbia or the Tcnitories. They ignore utterly the rights of the thousands in the South who aiciiuw crushed beneath the iron heel of secession power, und yetiongnnd pray lor the restoration of l.herty anrpiotection of the Government to which they owe allegiance.
