That in this national emergency the Democracy of Indiana, banishing all feelinir of passion anJ resentment, will recollect only their duty to the whole country; that this war should not be waged in the spirit of conquest or subjugati n, nor for the purpose of overthrowing or interfering with the rights or institutions of the Suites, , but to defeud and maintain the supremacy of the Constitution, and to preserve the Union with all the dignity, equality and rights of the several States unimpa;red; arid that as soon as the-e object are accomplished the war ought to cease. 10. That we will sustain, with all our energies, a war for the maintenance of the Constitution, and ol the intejiritv of the Union umltr the Gntstitu tion; but we are opposed to a war for the emanci ptition of the negroes, or the subjugation of the Southern Slates. 11. Tb it the purposes avowed and advocated by the Northern disunionists, to lilerate ami arm the negro hlaves, i? unconstitutional, insulting to

loyal citizeus, a disgrace to the age, is calculated to retard the suppression oftheiebellion and nicety our unqualified condemnation. 12. That the total disregard of the writ of habeas corpus by the authorities over us, and the seizure and imprisonment of the citizens of loyal States where the judiciary is in full operation, without warrant of law and without assigning any cause or iiiviag to the party arrested any opportunity of defense, are flagrant violations of the Constitution and most alarming acts of usurpation of power, which should receive the lern rebuke of every 1ott of his country and of every man who prizes the security and bleingi of life, liberty and property. 13. That liberty of speech and of the press are guaranteed to the people by the Constitution, and none but a usurper would deprive them of these rights; they are inestimable to the citizen and formidable to tyrants only. And the attempts whioh have been made since our present unfortuuate troubles, to muzzle the prcs and stitie free discussion, are exercises of despotic power against which freedom revolts aixl which can not be tolerated without couvetting freemen into slave. J 4. That the seizure of Slidell and Moon, on bord a neutral ressel, on the high peas, was either in accordance with international law, and ho legal; or el.se in violation of such law, and so illegal. If tha former, we lament that our nation h is been humiliated by their surrender, un,Ier a threat; if the Iatter.it was the duty of the Ad ministration at once to have disavow ed the act of their uCicer.and instead of incarcerating the captives in Fort Warren, to have ininicvliately re paired the wrong by placing them, as fir as practicable, in the same condition in which that officer liMi found them. In either event, the action id the Administration was vacillating and cowardly, and degrading to the dignity of a great nation. l.r. Females nurses 40 cent per day aud one ration. Paymaster's Clerks 700 per annum, and 75 cent.ster day when actually on d. 'j. Chaplain in volunteers $146 50. In addition to the pay as above stated, one ration per day and an abuuaant supply of good clothing is allowed to every soldier. Quarters, fuel and medical attendance are always provided by the Government without deduc.'n from the soldier's pay. If a soldier should become disabled in the line of his duties, the law provides for him a pension, or he may, if he prefer it, obtain admission into the Military Asylum, which will a (lord him a comfortable home so long as he may wish to receive its benefits. To the above pay for private soldiers must be added the additional $2 u month tobe paid during service, the 100 bounty at the end of the war, which has already been provided for, and the quarter section of' land that Congress will provide for at its coming session. The bounty and land apply to oflicers and privates alike.
