From Wahlucton. Waähinctox, June 16 I he Tribune's apecial u-dy, from Manassas, says: A loval black came into camp last evenin?, arnl
rejiorted the arrival oi a retel soldier from Jack- j
eon s army at budley church, near Bull Run
teld, the object ol which was to learn tbe number of troops at thii point, and return to J.tcktion. At midnight a lew meu from Major Duffey'g counnaiiii went out and captureU him, and he i low a prisoner ut liejdujrters. Kejwrti uiecurrent now here that Jackson Las been reinforced. Dispatches to thU date from General llalleck have been received at the N ar Department. They present no new features with repaid to Beauregard's army, which is aupposed to tili remain iu the vicinity of Okalona. Overton and Columbus dispatches from the army of the Potomac, dated 7 o'clock this evening, indicate that all is uiet in front of Richmond. (Jen. Dix inform the Department that the military telegraph has been completed to Norlolk and Sullolk. The correspondent of the Times in the army of the Potomac, on the evening of the 13th says: The rilit win; of the army to-day was attacked by the rebels about 11 o'clock, who succeeded in capturing nearly all tbe pick els of company II, 5tli regiment of cavalry. A scouting party of company F was attacked by a lare rebel force, but uiaue a f:ood liht. Ou the reu eat our email force burned and uestioyed their lent, ic. The rebels succeeded in taking a lew prisoners. Our force retreated to the Chickahomiiiy, but the rebel did not foil jw. The rebels now hold a position at Old Church, but will probably be driven from it to-inoirow. Another con esjiondent, dating Fair Oaks, 13th, täte that -the 1st Kxcebior charged on the rebels driving them out of some deserted houses, but beinx ictnloiced the rebels airain advanced
and burnt the houses. Five of the Excelsiors were killed. Several rebels were seen to fall. An attack is momentarily expected, uud wagons, ambulances, c, have been tent to the rear and troops kept under arms. The Tribune's correspondent, under date of Savage's Station, June 11. tu): The down train from our advance last evening to the White House, was attacked by the enemy lour miles from the lower btalijii, which is the terminus'of the road. This road is the principal machine which supplies our army with food and ammunition, and which rapidly moves troops trom the trauspoits to the front. It is iudispensible to the aimy, lit erally indi-peiisible. It whs soldierly audacity which led a squadron of lbt) rebel cavalry around our right, down to the track, and there awaited till just about moon rise for the train. A rail previously removed secured the stoppage of the cars; the cutting of the telegraph wire seurttl the enterprise Irom publicity, and from interruption. When the expected train came opposite the ambush it was tied upon, six men in the cars and on their roofs are said to have been killed. A Colonel and a Major, supposed to have been ou the train, are missing; a Captain and eight privates are jositively said to have been cap tured. The cavalry finished their work by burning part of the train, and drraaging the road so extensively that not a car traversed the line from t P. M. till 11 o'clock the next morning. This wa bad enough in it, direct and positive effects, not to speak of its suggestions; but more remains. These bold hvrsemen foraged close up to the White House, and carried terror with them s.s they went. They plundered and burned several vessels iu the I'atnunkey river, swept down on a huge wagon train, and, it is said, burned a train of lull sixty wagons, kiliiu a number of teamsters. This made so decided, an impression on the nerves of authority at the White House that thesck, wounded and women were hurried on board the steamer Spaulding, which has a safe guard of iron plating. Steam was instantly got up on all the other vessels in the stream, and very many of them dropped frora their mooring, and went below to positions of fancied safety. It is positively said the marauder were Stonewall Jackson's. This active rebel General's army has wholly escaped Fremont, and is now on our ti iuk. So the country people north of us say, and I believe it to be true.

The news receired of the defeat of the French at Puebla is fully corfirined. The Meaic.ui force were not, a ha been stated, iu greater number than the French, on tlie contrary, were in le-?, and a portion of them only had the adVantage of intrtiahuientj. The fight was bravely contested by both sides, hut in each of the three determined charge, the French were repulsed, and force! to retire. Since their retreat to Orzioa, the French for ces have beeu closely hemmed in at that place, but no attack tijHiii them will probably be made until the disposition of the Emperor 1 known. It is still hoped he will withdraw his support from the mad and reckless schemes of Soligny und Almonte. The policy of the Constitutiontl Government thus far h is been purely defensive, and no feel ingot animosity has as yctl-eeu aroused against either the French people or Emperor, but the hatred against Soligny and Almonte and their parti sans, is inten.-e. A lew acting Assistant Surgeons are wanted by the navy department for temiorary service.
From Hieiv York. New Yobk. June 16 The Time Port Royal correspondent, under date of the 12th, states tbat Brig. Gen. Wright landed at Sea brooks Point ou May 31st. The Cih Connecticut first landed, and had a skirmish with the rebels on the 1st of June, and drove them across the river and took possession of the bridge. On the 1st and 2d, Generals Hunter, Ben ham, and Stevens, with a good force, went to Stouo Inlet, accompanied by eight gunboats, and landed on James Island without opposition. On the öih, two companies of the Roundhead regiment penetrated within the enemy's lines, and had their retreat cut off, bu the bth Michigan succeeded in relieving them, and drove back tiie enemy, w ho retieated w ith Capt. Clint of the Roundheads, and about a dozen privates, as prisoners. Adjutant Walker, of a South Carolina regiment, was capt ui cd. The latsit information is that on last Tuesday the 97th Pennsylvania. 47th New York, and two companies of the Gth Connecticut, were attacked, but after two hours' righting the rebels were
routed with a lois of 17 killed, C prisoner., and 30 wounded. Our loss is 3 killed, 13 wounded. Next day the Sih Michigan and 79th New Yoik charged on the rebel battery, half a mile in advance of the former position, and captured three guns, destroying the rem lining one. Rebel officers taken prisoners say that the approaches to Charleston are lined with batteries, and every inch of the ground will be hotly contested. The Hilton Head correspondent of the Times, l?th, feays: The Colonel commanding at Beaufort got scared at the reported landing on Port Royal Island of 300 rebels, and Beauiort was quickly depopulated. A gunboat reconnoisance proved to be untrue. ieu. Hunter has returned from the vicinity of Chirleton, leaving Gen. Benharn in command. The fall of Charleston will become a matter of history soon. The colore! regiment i not dbbauded, and n company is detailed daily loading and unloading vessels.
From .TlcClrllnn'ft Department. White Hocse, Va., June lf. Several guerrilla parties are hover'ng in the rear of our army. On Siturday and Sunday a small party was prowling around the cavalry on the opposite aide of the river, their object being to await an opportuiiity to destroy tl.e shipping at this point. Another party was at Charles City Courthouse on Siturday, nnd to-day it is repotted that they are in the neighborhood of WiHianibt.rg. Ten of the most prominent citizens remaining on this side of the Chickahomiiiy, have been ar rested. They undoubtedly gave the inform tien upon which the rebels have operated on our rear during the past few days. The rebels made an attempt to drive ia our pickets, in front of Gen. Heintzelman, for the purpose of ascertaining our force and posltiou. A few w ere wounded on both sides, but none were killed. Washington, June 17. The War Department has dispatches from Gen. McClellan's headquarters, dated 4 o'clock this P. M. No especial movement had taken place. Tbe weather ws very line, and the roads improving rapidly. Our cavalry yesterday paid another visit to Ashland, surprised a party ot rebels at that point, drove them ofl", and captured some property. The advices from other quarters contain nothing of public interest. Parson Brownlow has received an invitation to be present at the 4th of July celebration, which he declines. In his reply In fires a broads.de at the sympathizers he his encountered in this and other States, principally members of the late Breckinridge party.

Washington, June 17. SENATE. The Facifcc railroad bill was taken up. The question being on the amendment offered by 31 r. Harlan to make the road at a point at or as near Fort Kearney as shall be found practica ble by actual purveys, which was discussed at length by Messrs. Harlan, Pomeroy, Lane of Kansas, McDougal, Merrill, Wilson of Massa chusetts, and Henderson, it was rejected yeaa 1, nays 21. The question was then resumed on the amendment of the committee, fixinz the commencement at the 100th degree of longitude. This amendment was modified on motion of Mr. C'ark, so as to make it the lOUth degree with the Terri tory of Nebraska, and adopted. A large number of amendments was propose! by the committee and ador ted. On motion of different Senators, a number of names were added to the list of corporations. The bill was then reported, and the Senate adjourned. HOUSE. The House went into Committee of the Whole on the state of the Union, Mr. Phelps of Missouri in the chair, and proceeded to the consideration of the special order, vie a bill to authorize an additional issue of United States treasury notes. Mr. Spitulding of New York had the mode adopted six months ago, for raising money, and it w ork el well as a war measure. Neither the executive or legislative departments of the Government could place a limit to its expenditures during war. All they could do was to contract a debt which is necessary to sustain the army and navy. As all parties are agreed that there must be a vigorous prosecution of hostilities, therefore all parties should affonl means for that purpose. The Secretary of the Treasury ought to clothed with ample power to meet any contingencies, and he would vote to confer it upon him, believing that he would exercise it wisely, and for the best interests of the country. The grounds upon which this bill rest is necessary, and hence immediate action is essential. The treasury bill was then laid aside. The House concurred ia the Senate's substitute for Mr. Arnold's bill. It forever prohibits slavery in tbe Territories now existing or which
any time hereafter may be formed or organized. The Senate bill donating lauds to the several States and Territories, for the establishment of colleges for agricultural and mechanical art, was taken up. The House, by a large majority, refused to refer it to the Committee on Public Lands. It apportions laud to each State mud Territory, at the rate of 30,000 acres to each Senator and Representative, and delegate, according to the
census of lboU. 1 be interest on the proceeds on the sales to be appropriated for the above named purposes. The bill paesed. Yeas, 83 nays 25. 1'he House then adjourned.
From Washington. Washington, June 17. The Lynchborg (Va.) Republican of the 9ih, contains an article predicated on the statements of an English deserter from King's division, in which it is said that the secessionists of Fredericksburg are roost contemptuous in their conduct towards our flag. Tbe ladies are especially violent n their insulting conduct, and that frequent threats of punishing them are made by Federal officers. The Republican says that two more unmitigated scoundrels than Andy Johnson and Gen. Butler, never lived. They deserve death by any means, the editor thinks, and he is surprised that some one has not, before this, in the spirit of the noble Jackson, the murderer of Ellsworth, sent the villain to their long account. Several days ago a resolution was passet by the House, inquiring of the Secretary of War whether Gen. Hunter has organized a regiment of negroes, fugitive slaves, ic. fur the defence of the Union. Secretary Stanton has answered that the Department Ins no official information on the subject. In order to ascertain if the infoimaton Is true, a copy of the House resolution has been tranmitted to Gen. Hunter, to make a report
thereon. The Secretary adds that Gen. Hunter
was not authorized to organize such a regiment.
