Keferred to the Military Commit tee. 31r. Howe, from the Conference Committee on the bill making appropriations for certain bounties, made a report. The Vice President called the attention of the Senate lo the fact that the Conference Commit tee bad altered the text of the bill. Strict irlitmentary rule require that a Conference Committee only report on the disagieeing vote of the two Houses. If uch a rule a altering the text of the bill weie allowed it would lead to very bad results on importaut bills, such as appropriation bill.
