information which they have not made puviu. They represent the condition of things at Petersburg and the urrour.ding country as of a most dcp'o.'.tble character. The suflcrings ot the peeple bccm almost beyond endurance. The scarcity of provisions was, so great that everything was seized for the army, und even the soldiets have been ou half rations for a week past.

with no prospect of even this supply contiuutng for a great length or time. The rebel aimy they represent as demoralized and dispirited to sue li an extent, that it is only held together by the most vigorous appliauceof military law.. Still the work of conscription was progiesstng, and the roads to Richmond were thronged w ith unarmed men, old and young, being driven along under strong armed guards.

They represent that no people in modern times have suffered more than the jieople of Virginia are now suffering, every household being iu mourning, with the prospect of an approaching famine. They als state that Gen. Beauregard arrived nt Richmond on Tuesday. On being questioned as to their authority for this statement, they said that it was so announced and understood in Petersburg on Wednesday morning. No one doubted tlie fact. Jeff. Davis and the military authorities bad declared their intention to fight to the death before Richmond, but strong suspicious were entertained that it was really their put pose to abandon the titv after a short defense at the works scrround-

nig it.

Large numbers of women and children from

Richmond had anived at Petersburg who repre

sented the distress prevailing in tlie city as beyond

description. Threats weie made by the soldiers

from the Gulf States that if thev h id to leave

Richmond they would lay it in ashes, before doing

so. rears were entertained ln.it the.r threats i

would be carried into execution. It would reuuii e the greatest efforts on the part

of the citizens to prevent such a catastrophe.

i he number of troops at Uiclimoi.u ana in tlie vicinity was generally believed to be fully 201),000 men, including the unarmed and joorly armed of the recent levies, who were having pikes put into their hands for active service. Deserters from Fort Darling report that the infantrv force in the vicinity of the work is nearly 30,00(1 men. from Washington. Washington, May '2'2. The Tribune's d'spntch s-vys: The opinion is gaining ground here that the rebels will not give battle before Richmond, but will evacuate. There is very high authority for the opinion that the fugitive slave law does not extend to the District of Columbia. Members of the Cabinet ami Senators whoso legal knowledge is of the first order agree in this. The Times dispitch savs:

number ol troops, but lias reopened the recruiting stations lately closed ly order. Some new regiments will be raised for special service, :is in Kentucky, for the military com

mandant unpointed thcie. Revond this no for

Mr. ShelTield rpuel that the first bill was, in efle.t, a bill of attainder, and it took propeity without due process of law.

Tbe second bill waa for the emancipation ofi

slaves. This was n violation of the solemn pledges made in July list not to interfere with the local institutions of the State. This breach j of faith could not be justified on the ground of necessity, for the strongest necessities of the war j were upon the country when we made that; pledge. The ltbellion was to be put down by the army, not by legislation. ; Mr. Sedgwick favorel the employ ruent of flavcs to crush the rebellion, both of loyal and ! disloyal masters, compensating those of loyal j maters and giving freedom to those of re'el masters. '. Mr. Mallory opposed confiscation, but favored hanging traitors, and offered a substitute to pun- j
