Mr. Iilair of Virginia said members were divided in opinion on the measures pending, but there was one purpose on which the majority were united, namely, the Government shall not be curtailed of its territory by the surrender of a single foot of soil. The people will not tolerate a conventional separation of any portion of the Union. II this was not our fixed and solemn purpose, we should tiot hesitate a moment to send a Minister to Richmond to arrange terms of peace. The war is tobe ended by arms, and not by chicanery of the diplomatists. In the language of the Governor of Tennessee, if we make terms with the rebels we would not have tieace for sixty days. We must not only extinguish the rebellion, but exterminate its cause and animating principle slavery. Emancipation stands on higher grounds than confiscation.
