Our Minister at London, Mr. Adam, recently visited Paris for an official conference with Mr. Dayton upon an important subject of diplomatic negotiation. The former, by the last steamer, reports that he has returned to his pot. The Houe to day reversed its yesterday's action on the motion to print 25,0Ul) copies of the agricultural part of the Patent Office Report in the German language. Mr. Walton, Chairman of the Printing Com mittee, stated tint the Government printing office has neither German type t:or German printers; besides, the work would have to be translated. The Sanitary Commission w ill to-morrow dispatch the steamship Dauiel Webster to Fortress Monroe as u floating hospital. Raaslotr, the Danish, and Count Peper, the Swedish Minister, have gne to Fort Monroe. Foote enclosing a report from Lieutenaut Commanding Gwinn, dated the 14th instant, iu which he says the Tyler and Lexington conveyed two transports containing 2 .OCX.) troops, cavalry and infantry, under command of General Sherman, to Chickasaw, where they disembarked and proceeded to Bear creek bridge, at the crossing of the Memphis and Charleston railroad, for the purpoe of destroying it and as much as the tiestle work as they could find. The bridge, consisting of two spans of 110 feet each, was completely destroyed, together with some 5M) feet of trestle work and half a mile of telegraph line.

Owing to the tre-hct a good deal of the stock w hich came over the New Yoik Central railroad to Aihany was fceut up to Troy to cross the liver, and consequently arrived heie behind time, some droves being too late tor the pales. The experiment of opening the market on Monday is very unpopular, mid the sales this week on that day were made at a decline. Tuesday morning opened heavily, and the sales were m ule at prices .,v per lb lower than the rates of last week, and to day the market has been still worse for the teller, the decline being eijual to 50(ä75c per cwt in prices and estimates ot weights; closing heavily at our quotations, with the yards barely cleared of stock. The sales of this week have been unfortunate for the speculators, who bought largely at A ibany and Butlalo. Government took 300 head and graziers bought 100 cattle. We noticed some very heavy coarse cattle which were very tat; many good cattle sold at $8 per cwt, which was the top price alter Monday. We quote: BEEK CATTLE.

A Fielerickrburg date of the 23d states that Gen. McDowell's force occupied that city, his headquarters being in the house of Mr. Lacy, an aid to the rebel General Smith. The flotilla succeeded in clearing the Rappahannock of obstructions, and reached Fredericksburg on Saturday. Work has commenced on the Aquia creek and Fredericksburg railroad, which will soon he in running order. The railroad bridge over the Rappahannock will be immediately rebuilt. Much valuable information relative to the course ami condition of the roads south of us has been obtained i t um the contrabands and residents of Alexandria. An immense amount of flour remained in Fredericksburg, and over a thousand bushels of corn are now at the mills being ground for the use of the troops. The cotton factory at Falmouth continues to run s usual. The report of barbarities perpetrated upon our men at Bull Run have not been exaggerated. The rebels dug up the remains ot our soldiers, made spurs of their jawbones, cutting up their skeletons into every conceivable form, euding the trinkets home to their friends. The rebel army is reported as being greatly demoralized by the present Union victories, the news of which the rebel authorities in vain endeavor to suppiess. The rebels quartered in Fiedericksviile last week moved oil towards Gordonsville, and it is believed are encamped but a short distance from this place. Contrabands are flocking inbv scores, many of them possessing valuable intoimation. From them I learn that the rebels had a regiment of mounted negroes armed with sabres at Manassas, and that the regiment is still iu service near Gordonsville.

A few shells were tired during the dav along the whole line to keep the rebels from strengthening their works. No one was injured. It is raining again to-day, but the indications are that
it will soon clear up. The object of the flag of truce sent to the enemy 's line on Tuesday by order of McClellaii was to etTect the exchange of four rebel prisoners for a similar number of our wounded in their hands, in order that they might be beller cared tor. The answer showed they were not disposed to comply with the request, but the wounded had not been sent to Richmond.
