was authorized to appoint not nure than three commissioners from each State, "who should be authorized bv the PiesiJent's commission to visit the several departments of the army in which volunteers from their respective States may be, and there procure from said volunteers, from time to time, their respective allotment of their payto their families or friends, duly certified in writing, and by them, or by some commissioned officer of such depaitment, attested in pursuance of such orders as may be made for that purpose by the Secretary of War, and upon which certified allotment the several Paymasters shall, at each regular payment to the troops, give drafts payable ill tlie city of New Yotk to the order ol such persons to whom such allotments were made or may be made." Thus it will be etn by the foregoing law, th.it tlie Government takes iq-on it-elf the gre it additional labor of furnishing diatts, already frank ed, for the soldier to send to his wile, his father, mother cr friend, without cost or trouble. The Commissioners are apjointel by the President, (who are to serve without compensation from the Government.) and are selected from among

me pnuaniiiropic ami public spirited citizens oi the respective States, who go among the regiments from their States, and bring this measure to the attention of the soldiers. The Commissioners of New York and some other States have enteied upon their duties with much spirit. It is a measure of very great importance, in that it secures better than any other plan a safe medium for getting soldiers' pay home to their families and friends. Besides, the laljor of the Commissioners is of material service in inducing many who would not otherwise do so to come into the arrangement, and thus make regular and permanent pi o vision for the loved ones left at home. Fours Above Mkmpiiis. The names of the fortifications of the icbelsthis side of Memphis are: First, Fort Pillow, named after the rebel General. Second, Fort Wright, at Randolph, mmed after Lieutenant Colonel M. J. Wright, of Col. Preston Smith's 15 bh Tennessee regiment, (number derived from number of district under Tennessee militia law,) who first commanded at that point, poing there about one year ago, w ith four of the Memphis ciack companies, since which time the fortifications have been in progress. Third, Fort Harris, six miles idove Memphis, named after ex-Governor Ishani G. Harris, of Tennessee. The people are of course anxious with reference to the impending battle near Corinth. We are not permitted to say what has been done on the side of our army, in anticipation of that event; but the facts in our possession warrant us in assuring the public that nothing that could be done to strengthen the Union forces, by General Halleck has been omitted. There has been or gauization and concentration; and with good generalship such as we may expect, and brave soldiers such we know to be there, to defend the Union, and God on our side, a victory may be expected. The Savannah Acut says that a skirmish took place at Whitmarsh Island on Wednesday, between some companies of tue 15th Georgia and a Michigan regiment, in w hich the latter were repulsed. An accident occurred on the Atlantic and West Point railroad at Greene, Tennessee, by which two hundred Confederate soldiers were killed and six wounded. The Richmond Enquirer of Friday say? the rebel court of inquiry which has been deliberating for some time past upon the advisability of releasing John M. Botts from imprisonment, adjourned on Thursday. The result of their labors has not yet transpired. A refugee from Richmond says that there are batteries in four places on the James river, none of w hich could withstand a heavy fire from mailed gunboats. St. Louis, April 22. From a gentleman who left Memphis a few days alter the battle of Pittsburg, we learn that the rebels, putting both days of the battle together, still claim a victory there. Their claim rests on the supposition that more were killed, wounded and taken prisoners oh the

rederal side than on their own. Our informant says that Prentiss made a speech to his troops at Memphis in w hich he endeavored to mollify their complaints in relation to their treatment, food, kc. lie told them that they would soon be exchanged and advised them to keep up good spirits. Prentiss was in excellent temper. He owned up to a defeat on Sunday, but said that the rebels were badly whipped on Monday. The prisoners were being sent to Richmond. Our informant was in Huntsville when Mitch e!l reached there with his division. The seizure of that place was a complete success, and the occupation of the railroad between Decatur and Stevenson was regarded as the hardest blow the rebels had yet received. The rebels were pre paring to make a desperate stand at Corinth, and fresh ttoops were constantly arriving at Memphis when he left. Business at Memphis was almost entirely stagnated, and the people generally seem to believe that they are oa the eve of events which will speedily decide the w ar. Rev. Dr. McAnally, editor of the St. Louis Christian Atlrocate, his been arrested and placed in the military prison, and his paper suppressed, for publishing treasonable matter. This arrest causes no Furprise, as the course of McNally's paper for some time pat has been very obnoxious to the officer? of the Government. Wilmington, April 18. Private letters, dated April 17th. says: The enemy attacked Fort Macon last Saturday and ha 1 been fighting two days Colonel White sent out part of his men on tlie beach and lound 300 Yankees. They killed fifteen of our men, and we then retreated to the fort. Colonel White fired canister at the enmy, killing gTeat numbers. The enemy have built a battery two miles from the foot of the beach and planted mortars and large iege guns. Eleven large ships are outside.
