Reiureard, who is chief in command, is ac tively engaged in throwing up intrenchmö.its along his whole line, planting batteries and preparing for a systematic defen.se. This intelligence is deemed reliable, inasmuch as the statements of scouts are coirob orated by those of deserters. It is thought th it the rebels will act merely on the defensive, and that the aggres-ive attack will be made by Halleck, and that, too, at an early day as possible. 77re Rrcrtion of the Xrirs of the Chicago Democratic Triumph Some of the lleautie of the Tax Bill Thirty Million Deficiency in the Account of the War Dt artment. Washington, April IG. Early during the forenoon to-day I met Gen. Richardson, of your State. He is not in very good health, but it was direct nable at a glance that he wa evidently improving. He greeted a lew ftieiidd with the expic-sion: "We have won a victory tor the Union and the Constitution." "Another battle. General?" "Yes, ?ir, a battle lor the Constitution and the Union which our fathers in de and sanctified; n battle well fought and gloriously won, in Chicago." Alio thereupon "Old Dick" drew out a dispatch informing him of the election of the entire Dem

is a matter of national and world whie impor

tance, the history ot the habit becomes more interesting than as a mere curious question of the past. It has been by some doubted whether it was of American origin. The well know n story of the imjvortation of the custom into England from the shores of the Western continent is without doubt correct, but it has been suggested that the fact of finding the greatest nation of smokers in the woild iu the Orient, namely the Turks, and finding tobacco there also, indicates a knowledge of the custom iu the East wholly independent of the American discovery. Examination leads, however, to the coin iotion tint this is one of the customs which the Turks have derived from civili aion. It is well known tliat prior to to the 17th century all the western part of Europe was thoroughly familiar with the Levant. The Saracens, Tuiks, Arabs and all the inhabitants ot Syria, Egypt and Turkey were known to the Venetians, Spaniards, French and English, and it is wholly impossible that the custom of smoking to-bacco could exist in the East and not be known in the West. It is nowhere mentioned in the numerous descriptions of the inhabitants of the Eastern countries, written and published prior to the 17th century, and indeed the surprise and cuiioity which the introduction of the custom into England caused iu that nation, is ahme sullicient evidence that it was then a new tiling to European and Asi.m habit cd' life. Tlie smoking of opium and hasheesh in the E ist m iy have been long before practised, but this bears no nioie resemblance to smoking tobacco, thm drinking opium does to drinking wit.e. The ot:e process is a mere short and rapid application of a stimulant, lor the sake of its effects, quite different from tiie custom of burning a weed, and inhaling, or taking into the mouth, its smoke, from hour to hour. The Mohammedan religion forbids the ue of tobacco, "drinking tobacco" as they call it, dining certain prescribed fasts.

Whether the country would pubmitto any interference from a foreirn power in this war i of course another question. Mr. Seward 'a declaration to Lord Lyons is however, on reconl.tli.it in the final accommodation with the Confederates the United States will display a magnanimity such as the world has not yet seen. It may never be known what the precise object of M. Mercier's visit may have been. Organize! Organize! It is a gratifying feature to observe that the Democracy throughout the country are already organiring themselves preparatory for the fall campaign. It is quite eriden.that the time is approaching when every conservative man in the country must take a stand against the tide of fanaticism that now . ihre .ten to sweep over tlie land, obliterating constitutions and laws, and breaking down all legal and ocial barriers that have been erected as adividiur line between a sujerir and an inferior race. Those w ho are for the old Union as it was, and desire the Constitution preserved and its most sacred provisions obeyed, must array themselves under the banner of democracy, now as in times past the only law-abiding and constitutional party the only orginiz ition that offers a banier to the wild tide of fanaticism that now threatens to engulf us in common ruin and degrade the white man to the level of the negro. Those who let the preju dices of party names deter them from putting 'their shoulder to tlie wheel in this their country's hour of peril, can only blame themselves in future time for the ruin and calamity that will encompass them. Wliat Taxation Will Do. According to statistical calculations furnished by the Uoston Chamber of Commerce, the aggregate value of the productions of the country amounts to the sum of two thousand millions of dollars. At the close of the war the interest on our debt may be estimated as being likely to amount to one hundred millions. Then it may be calculated that another hundred millions will be necessary to meet the annual expenditures of the Uovernment. Consequently, two hundred millions will have to lie raised by taxation to meet the interest of the debt, and lor the support of Government. This will amount to ten per cent, on the above aggregate value of the national wealth. This amount of taxation will be derived from labor and land the two elements which are the sources of all national wealth, and by which the chief weight of taxation will have to be borne. We arrive by the ahove data at the following general conclusions: First, tint the vake of fancy city property in all the great cities w ill be reduced about fifty per cent.; all other property, ten or twenty per cent. Labor will have to pay cd' the tax an amount equal to ten cents ou the dollar, orten per cent. In the mean time, Government securities will rise in a few years from ninety-one to a hundred and twenty five, accord ing to circumstances. There will be trying and almost revolutionary times in all financial matters; and no wonder. A". Y. Ihr aid.

The Van It ti rent. The New York correspondent of the Syracuse (New York) Courier writes as follows: "The correspondence recently published, w hich shows how ex-President Pierce tell under grave suspicions of disloyalty at the hands of Sew a ml and Hunter, of the State Department, reminds me of the fact which I am at liberty to communicate through your columns, if you do not fear yourself to publish it. It is that ex-President Martin Van Buren and his talented son John have both been under the strict watch and surveillance of Government for nearly a year past! My in formation is well founded, and 1 challenge an official denial. Night and day, iu town and in country, both the-x eminent gentlemen have been watched, followed, spied and dogged by the Government police, under suspicion of sympathizing with sece-sionists! b0 that Mr. Fillmore is the only ex-President after all in whose absolute loyalty Mr. Sew ami has thought it safe to con fiele. Mr. Fillmore i- the loyal" ex-Piesident." There is no doubt that this itateinent as to the Van lluret'S is true. Not only they, but a large prnpoition of the prominent Democrats of NewYork have also been "watched, followed, spica! and dogged" by Seward's secret banditti. If the complete history of the political and money operations of some of the principal members of Lincoln's Cabinet is ever written, the world will have reason to wonder that ollicers of the American Government dared to inaugurate, or that a tiee people endured, a system of tyranny and corruption w ithout parallel for enormity in the story of nations Milwaukee AVtr.
