That in rejecting all proposition likely to result iu a satisfactory adjustment of the matters in dispute between the orth and tlis South, and e-pecially those measures which would have secured the border slave States to the Union, and a hearty co operation on their part in all constitutional and leal measures to procure a return of the more Southern Sutes to their allegiance, the Keputlican party a-umc a feirful responsibility, and acted in total disregard of the best interetta of the whole country. 5. That if the party in power had hown the same desire to settle, by amicable alju.tment, our internal dissensions before hostilities had actually commenced, that the Administration has recently exhibited to avoid a war with our ancient enemy, Oreat Uritain, we confidently be lieve that r ice and hirmony would now reign throughout all our borders. 6. Th.tt the raaintruince of the Union upon the principles of the Federal Constitution should bo the controlling object of all w"ho profess loyalty to the Government and in our judgment th's purio?e can only Le accompliidied, by the ascendency of a Union party in the Southern States, which shall, b a couuter revolution, displace those who control anl direct the present rebellion. That oo effort to create or sustaiu such a party can be successful which is not based upon a definite settlement of the questions at isue between the two section; ami we therefore demand that some such settlement be made by additional constitutional guaranty, either initiated by act of . a . i 4 .

That we are utterly opposed to the twin heresies. Northern sectionalism and Southern Mce?-.kn, lis inimical to the Constitution; and that freemen, as they value the boon of civil liberty and the peace of the country, should frown indignantly upon them. 9. That in this national emergency the Democracy of Indiana, banishing all feeling of passion and resentment, will recollect only their duty to the whole country; that this war j-hould not be waged in the spirit of conquest or subjugati n, nor for the purpose of overthrowing or interfering with tr.3 righu or institutions of the States, but to defend and maintain the supremacy of the Constitution, and to preserve the Union with all the dignity, equality and rights of the several Sutes unimpaired; and that as soon as thee object are accomplished the war ought to cease. 10. That we will sustain, with all our energies, a war for the maintenance of the Constitution, and of the Integrity of the Union under the Conttitutian ; but we are opposed to a war for the emanci pation of the negroes, or the subjugation of the Southern States. 11. That the purposes avowed and advocated by the Northern disunionists, to liberate and arm &e negro slaves, is unconstitutional, insulting to lojal citizen, a disgrace to the age, is calculated to retard the suppression of the rebellion and meets our unqualified condemnation. 12. That the total disregard of the writ of hahra$ cor put by the authorities over us, nnd the seizure and imprisonment of the citizens of loyal Sutes where the judiciary is in full operation, without warrant of law and without assigning any cause or giving to the party arrested any opportunity of defense, are flagrant violation of the Constitution and most alarming acU of usurpation of power, which should receive the stern rebuke of every lover of his country and of every man who prizes the security and blessings of life, liberty and property. 13. that liberty of speech ami of the press are guaranteed to the people by the Constitution, and none but a usurper would deprive them of these rights; they are inestimable to the citizen nnd formidible to tyrants only. And the attempts which have been made since our present unfortunate troubles, to muzzle the press and stifle fi ve iicuion, are exercises, of despotic power against which freedom, revolts and which can not be tolerated without converting freemen into slave . 14. That the seizure of $lile!l and Mason, on board a neutral vessel, on the high seas, was either in accordance with international law, and so legal; or else in violation of uih law, and so illegal. If the former, we lament that our nation has been humiliated by their surrender, under a trrt; if the latter, it was the duty of the Administration at once to have disavowed the act of their officer, and instead of incarcerating the captives in Fort Warren, to have immediately re paired th wrong by placing them, as far as practicable, in the satin; condition in which that officer had found them. In either event, the action of the Administration was vacillating (and cow. nidi y, and degrading to the dignity of a great nation. 10. That the action of the Republican party, as manifested hi the partisan character of 11 np-pointnu-uU of the Administration to civil office: and, in holding party caucuses by the Republican member of Congress for the purpose of impressing upon the legislative sction of that body the peculiar dogma of that party, hare demonstrated that their professions ot "sacrificing party platforms, and party organisations, upon the altar of their country," are but so many hypocritical nnd false pretences by which they hope to dupe the unwary into their suj-jmrt; and we warn all loyal persons, as they love their country, not to be deceived thereby. 16. That the disclosures made by the investigating committee in Congress of the enormous frauds that have stalked into the army and navy departments, implicating the heads of those de. partments in a connivance at, if not an actual participation in a svtcm of corruption, and iu which our brave n!d"icrs have been defrauded of their proper uppüe, and our Government threatened with btnkruptcy, demands a thorough investigation iuto ail our expenditure, both State and National, and that a edr nnd mirked example be msdc of all such bird-' of prey," who, taking advantage of the nereities of our t-onn try. have fed and fattened upon public plunder. Remdvtd. That the meritorious conduct of the Indiana troops, in eterj battle field where victory has perched upon the national banner, has filled the people of this State with the highest gr ti lud to her gallant sons, and that we send our best wishes to officers and men,dipered throughout the. country, and the heartfelt greetings of every Democrat for their further brilliant achieve ments in the coming contests for the maintenance of the Constitution and the Union. Gavin & (lord's work contains an excellent and copious index, uhicb to every practicing lawyer iu the täte is itself worth the money which the volume cost. The volume under review contains anolber excellence VII it. pages are supplied with valuable marginal indices, o that a glance at the margin i suOlcient to apprise the votier of the contents of the page. Another matter of great importance to tbe lawyer in this volume is a rimhI collection of the subjects of all legislation since InM. Heretofore, the lawyer in examining our legislation on any given uhjoct hal first to find what wa relevant to it in the Revision of 1H.12, and then to turn oer the pages of the volume of subsequent Statutes, to see how far recent legislation may have repealed or mod -fled tbe provisions contained in that Revision, and even then he would often feel doubt whether he bad found all the legislation on the subject of bis inquiry. Messrs. (iavin and Honl have relieved u. of all this trouble and doubt. They have collected together in consecutive paces all the statutes made since InM. on the same subject. Thus, on paires 373 to 377 of their first volume they have collected all our legislation, now in force, on the subject o husband and wife, including the act of 1h52 and three actof lSo7. And they have followed the same nmde ol coocation, in appropriate consecutive pages, in regard to al) other topics of legislation. A still more valuable feature are the copious and accurate notes contained iu the volume in question. This volume includes the Constitution of the United State, thb Constitution of Indiana, ami several important acts ol Virginia and statutes of Congress, and a large portion o our ow n 6tat utes now in force. The numerous decision o the Court on the variou provisions contained in these Constis tutions and Statute are found at the bottom of the appropriate pages, iu the form of neat, brief and accurate note and references. Messrs. Gavin A Ilord seem to have performed this part of their work exceedingly well. It must have cost them much care and labor. Ay It they tave greatly lessened the labor of the practising lawyer, and have well merited Ui grateful approval. In every respect the volume under review Is highly reditable to the Uilligence, accuracy, talent and the taste o It editors, as w ell as to the mechanical skill and neatness of its publishers, and it must rais the Just expectation ol the profession, a to the value of the second volume, w hich we understand will be forthcoming in a few month, and which will contain the cod- of pleading and practice o 1S.VJ, with sabswquetit amendments and other statute.
