"General Hal leek has declared repentedlv. in

substance, that he considered the military skill, science and penetration of General McC'.ellan as

second to no man living; that w hatever had been done in the West and elsewhere was but the carrying out of McC'ellun's greU plan of the war; that the general idea of each and every one of these movements was the fruit of his foresight and knowledge of war and its appliances, ami th it McCIellan had roughly hewn the whole w ork and only left the finishing touches to the department and division commanders." We are glad to see the alacrity with w hich our people enter upon the duty of minUtering to the vnnts of the wounded soldiers sent to this city. A constant stream of persons, ladies and gentlemen, was kept up on Siturday and yester

FOREIGN KIEWS.

From Forlre .Tlonroe Foutri-ss Munroe, April 14. A flap of truce went up to Craney Island this afternoon and broucht back two 'Norfolk piper. Thev were

taken to beadtaarter?, and, although containing important information of the unconditional surrender ot Fort Pulaski, an effort w as made, in accordance with the policy th.it prevails here, to keep even good n?ws from the representatives of the prcs. I am, however, able to give you the substance of the glorious news as published in the Savannah Kt publican. The lie public an navs eubstantullv that it learns

with de.-p repiet that after a gallant defense, haiost p-ims mostly superior, that Fort l'ulaski iiurretulereil at 2 I. M. yesterday. Corporal Law, of the l'ulaski Guards, who did n"t letvo Fort Thunderbolt until after the flap was hau el down, tirinps tlie intelligence of the Fuccessful event. The surrender was unconditional. Several lare breaches were made in the south wall by the Federal battery of ciht 1'arrot ;uns nt King's Land. All the barbette puns on that hide were dismounted, also three of the ease mate guns, leaving but one gun heating on that point. A clear breach was made in-the magazine. Ti e balls used were conical and eie propelled with such force that they went clear through the walls nt nearly every fire. Col. Olmsted, who was also in command, tcleprHphed the previous eveniup that no one could stand ujion the ramparts for a jingle moment, and that over one thousand lare shells had exploded within the Fort. The lirpiiblican publi-hes the above as a postscript to a part of its edition, and make no comments nor pives any particulars ns to the number of men and oflicet s in the fort at the time of its sun ender. It says, however, none of its defenders were killed, and but four wounded. A Kichmotid paper contains mi editorial exhibiting considerable fear for the safety of that city. It intimates that the Monitor, Xau.'atuck, and Galena, all armored vessels, mipht easily come up the James river and by their invulnerability and Kjwerlul guns take and keep possession of the city. To prevent tuch a result it proposes that the channel of the James river rhall bo obstructed by stone, which it says is abundant for the purpose, and should be used at once. The Menimac has no t come out and nothing has been seen. of her to day. The tide has been low and this may have kept her in. Early in the morning u rebel tug ran out from behind Sewiil.'s l'oint, but soon returned. Later in the day there w as a large lire in the woods on the l'oint, apparently from the burning of the brush and gave rise to some speculations that the rebels were building a new battery there. Front Iitttbur; Landing. St. Locis, April 15. Several gentlemen connected with the army arrived here yesterday, nmonp them Captain Lozof of Grant's btail', who

is the bearer of Grant's othcial report of the battle

at Pittsburg. Ihcy lett the army on rnday ni"ht last.

Halleck arrived at Pittsburg on Friday and immediately nssumel command of the army. Grantln his official report estimates our loss at 1,500 killed and 3,0U0 wounded. The loss of the enemy in killed and left on the fiehl is preater than ours. o estimate of their wounded can be made, as many must have been sent to Corinth arid other places. The loss of our artillery was great, many pieces having been disabled by the enemy's shot, some losinp nil their horses and many men. Not le.s than 2K) horses were killed. The rebel army has outposts at the foot of Pea Kide extending eight miles from Corinth. The Federal troops have advanced eight miles from Pittsburg, leaving only a space of only two miles between the opposing armies. A battle may be brought on at any moment. We have the strongest assurauce that our army is ready for the encounter.

Mr. McDougall called up the resolution ou the Secretary of War for information as to the causes

if the latter had not applied for a speedy trial.

Mr. Fessenden suggested that the resolution

call on the President instead of the Secretary of

Mr. McDougall said lie specially prefened it

was now fifty days since Gen. Stone h id been ar

being able to leini why he was arrested or bv

whom, nor had he learned whether his airet was

ordered hy the President, Secretary of War or the commanding General. The mam er of his arrest

a Venetian Council of Ten than that of officials

in a free republic. He briefly reviewed the cir

Mr. Wade defended the Committee on tho Con

The Yankee went about eight miles up the

York river on Sunday night and anchored off Gloucester Point, where the steamers Penobscot, Marble Heart, and Wachujett were already lying. The rebel batteries at the Point arc said to be very extensive, mounting nnstly 100 pounders, rifled. They tried the range of their guns on the steamers yesterday afternoon, the shot falling very little short of one. The vessels then dropped down the river. ani aliout three miles below the Point discovered a party of rebel building a battery on the north bank, on whom the Yankee opened fire at a distance of three-fourths of a mile. Tbc rebels seemed loth to abandon

their work, and although the shells of the Yan-i other day, and heard him tell the President and

As she was leaving the boats of the Marble Heart were on the way to shore to burn the houses behind which the rebels had taken refuge. The President to day, in response to a resolution of the Hou-e, tran.ruitted voluminous docU ments embracing all the correspondence which has taken place since June last relative to the affairs of Mexico. From a hasty glance at their contents it appears that on the 3d of that month Mr. Seward, in writing to Mr. Corwin, informs him that from in telligecce wearing an air of authenticity a design exists on the part of the insurgents of this country to gain possession of Lower California, and that the President expects him to exercise his best

Richmond are exceedingly anxioat to be re'etscd, they are willing, il the purp of the Government should require it, to remain there as prisoners, and f erre their country ia that way as in any other. Mr. Ancona, who offered the resolution, sail he was not aware till now that Colonel Corcoran was still a prisoner, and his only de-ire was to call attention to the fact that worthy ami gallant officers are still prisonejs and to ascertain the caue of the delay in making exchsjigea. After further conversation the resolution was am ende 1 so as to request the Secretary of War to inform the House the cause, if any, which has prevented the exchange of Colonels Corcoran and Wilcox and the other prisoners of war held since Julv last.
