Females nurses 40 cent per day and one ration. Paymaster's Clerks $700 per annum, and 75 cent per day when actually on duty. Chaplain in volunteers $146 50. In addition to the pay as above tated, one ration per day and an abunaant supply of good clothing is allowed to every soldier. Quarters, fuel and medical attendance are always provided by the Government without deduction trom the soldier's pay. If a soldier should become disabled in the line of his duties, the law provides for h ra a pension, or he may, if he prefer it, obtain admission into the Military Asylum, which will afford him a comfortable home so long a be may wish to receive its benefits. To the above pay for private soldiers must be added the additional $2 a month to be paid during service, the $100 bounty at the end of the war, which has already been provided for, and the quarter section of land that Congress will provide for at its coming session. The bounty and land apply to officers and privates alike.

That in rejecting all propositions likely to result ir. a aatislactory adjustment of th matters in dispute between the North and the South, and e-pecially those measures which would have secured the bordee slave States to the Union, and a heartv co operation on their part in all cor.stitationaf and legal measures to procure a return of the more Southern States to their allegiance, the Republican party assumed ft fearful responsibility, and acted in total disreg&rd of the beat interets of the whole country. 5. That if the party in power had shown the same de;ie to settle, by amicable adjustment, our internal dissensions before hostilities had actually commenced, that the Administration has recently exhibited to avoid a wr with our an-, cient enemy. Great Britain, we confidently believe that peace and harmony would now rcigu throughout all our borders. 6. Tht tlie miintennce cf the Union upon the principles of the Federal Constitution stxuld be the controlling object of all ho profess loyalty to the Government and in our judgment this purpose can only be accompli "died, by the ascendency of a Union party in the Southern States, which shall, b a counter revolution, displace those who control and direct the present rebellion. That no effort to create or sustain t uch a. party can be successful which is not based upon a definite settlement of the questions at issue be twecu the two sections; and we therefore demand that some such settlement be made by additional constitutional guaranty, cither initiated bv act of Congress or through the medium of ft National Convention. 7. That the Republican party has fully demonstrated its inability to conduct the Government through its present difficulties. Ö. That we are utterly opposed to the twin heresies Northern ectiona.isra and Southern fecesin, as inimical to the Constitution; and that freemen, a. they value the boon of civil liberty and the peace of tht country, should frown - indignnntly upon them. 9. That in this national emergency the Democracy of Indiana, banL-hincj all fecline of tvtssion and resentment, will recollect only their duty to the whole country; that this war should not be waged in the fpiiit of conquest or tubjugati n, nor for the purpose of overthrowing or interfering with the rights or institutions of the Sutej. but to defend and maintain the supremacy of tbt Constitution, and tQ preserve the Union with all the dignity, equality and rights of the several States unimpaired; and that as soon as thet objects are accomplished the wir ought to cease. 10. That we will susUin. with all onr energies, a war lor the maintenance- of the Constitution, and of the integrity of the Union under the Centiäution ; but we are opposed to a war for the emancipation of the negroes, or the labjugation of the Southern State. 11. That the purposes avowed and advocated by the Northern disunionUU, to liberate and arm the negro slaves, is unconstitutional, insulting to lojal citizens, a disgrace to the age. is calculated to retard the suppression of the lebeilion and mceU our unqualified condemnation. 12. That the toul disregard of the writ of Aarbeat corpus by the authorities over mi, and tbt seizure and imprisonment of the citizens of loyal States where the judiciary is in full operation, w ithout warrant of law and without assigning any cause or giving to the party arrested any opportunity of defense, are flagrant violations of the Constitution and most alarming acU of usurpation of osier, which should receive the atern rebuke of every lover of his country and of everv man who prizes the security and blewings of life, liberty and .ropertv. 13. That liberty of f&eech and of the pre! art guaranteed to the people by the Constitution, and none but a usurper would deprive them of these righu; they are inestimable to the citizen and formidable to tyranU only. And the attempts which have been made since our present unfortunate troubles, to muzzle the press and stifle free discussion, are exercises of despotic power against which freedom revolts and which can not be tolerated without converting freemen into slaves. 14. That the seizure of Slidell and Mason, on board a neutral vessel, on the high seas, was either in accordance with international law, and so legal; or else in violation oi such law, and so illegal. If the former, we lament that our nation has been humiliated by their surrender, under threat; if the latter, it was the duty of the Administration at once to have disavowed the act of their officer, and instead of incarcerating the captives in F"rt Warren, to have immediately repaired the strong by placing them, as far as practicable, in the same condition in which that officer had found them. In cither event, the action of the Administration was vacillating and cowardly, and degrading to the dignity of a great nation. 15. That the action of the Republican party, as riiSni foted in the partisan character of all appointments of the Administration to civil cCce; and, iu holding party caucuses by the Republican members of ConcTe-ss for the purp of impressing upon the legislative action of tlut body thepecclur dogmas of that pirty. hat e de monetrated that their professions ol "sacrificing party platforms, and party organization, upon thealur of their country," are but so many hypocritical and false pretences by which they hope to dupe the unwary into their support; and we warn all loyal persons, as they love their countrv, cot to be deceived thereby. 16. That the disclosures mad by thraaveatigating committee in Congress of the enormotia frauds that have stalked into the arm and navy departments, implicating the heads of those departments in ft connivance at, if not an actatl participation in a system of corruption, and la which our brave soldiers haTt been delrau Jed of their pro;r uppüe. and our Government threat. ened with bankruptcy, demands a thorough investigation into II our expenditures, both Suit and National, and thtt a speedy and marked example be made of all auch "bird of prejV "bo, taking advantage of the necessities cf our oua try. have fed and fattened upon public plunder.
