Quarters, fuel and medical attendance are always provided by the Government without .deduction from the soldier's pay. If a soldier should become disabled in the line of his duties, the law provides for h rn a pension, or he may, if he prefer it, obtain admission into the Military Asylum, which will afford him a comfortable home so loDg as he maywish to receive its benefits. To the above pay for private soldiers must be added the additioaal $2 a month to be paid during service, the $100 bounty at the end of the war, which has already been provided for, and the quarter section of land that Congress w ill provide for at its coming session. The Isounty and land apply to officers Hud privates alike.

That the mtintenance of the Union upon the ptinriples of the Folerl Constitution should be the controlling object of all who profess loyalty to the Government snd in our judgment this purpose can only be accomplished, by tbe ascendency of Union party in the Southern State, which hilLt)" a counter revolution, displace those who control and direct the present rebellion. That no effort to create or sustain futh a party can be successful which Is not ba.ed upon a definite settlement of the questions at issue between the two sections; and we therefore demand th.it some such settlement be made by additional constitutional guaranty, cither initiatel by act of Congress or through the medium of a 'ationl Convention. 7. That the Republican party has fully demonstrated its inability to conduct the Government through its present difficulties. H. That we are utterly opposed to the twin heresies, Northern aectionahsni nd Southern secession, as inimical to the Constitution; and that freemen, as they value the boon of civil liberty and the jieacc uf the country, should froan indignantly upon them. , 9. That in this national emergency tbe Democracy of Indian, banishing all feeling of nassion and resent nicut, will recollect only their duty to the whole country; that this war rhould not be waged in thespiiit of cönjueit or aubjugati n, nor for the purpose of overthrowing or interfering with the rights or institutions of the Sulci, but to defend and maintain the supremacy of tbe Constitution, and to preserve the Union with all the dignity, equality and right of the seteral feiates unimpaired; and that as soon a the objects are accomplished the war ought to cease. 10. That we will sustain, with all our energiea, a war for the maintenance of the Constitution, and ol the integrity of the Union under th Conditution ; but we are opposed to a war for the emancipation of the ttgroei, or the subjugation of the Southern States. 11. That the purposes trowed and advocated by the Northern disunionist, to liberate and ana the negro slaves, is unconstitutional, insulting to loyal citizens, a disgrace to tbe age. Is calculated to retard tbe suppression of the rebellion and meet our unqualified condemnation. 12. That the toUl disregard of the writ of Abrat corpus by the authorities over us, and tbt seizure and Imprisonment of the citizen of loyal Sutes where the judiciary is in full operation, ithout warrant of Uw and without assigning any cau.e or giving to the party arrested any opportunity of defense, are flagrant violations of the Constitution and most alarming acts of usurpation of jiower, which should receive the item rebuVe of every lover of hi country and of every man who prizes the security and blessings of life, liberty and pro pert v. 13. That liberty of speech and cf the pre are guaranteed to the people by the Constitution, and none but a usurper would deprive them of these right; they ate inestimable to the citizen and formidable to tyrants only. And the attempts which have been made since our present unfortunate troublee, to muzzle the pre-s and stifle free diacussiou, are exercise of despotic power against which freedom revolts and which can not be tolerated without converting freemen into slaves. 14. That the seizure of Slidell and Mason, on board a neutral reasel, on the high seas, was cither in accordauce with international law, and so legal; or the in violation ol such law, and ao illegal. If the former, w lament that our nation lias been humiliated by their surrender, under threat; if the latter.il was the duty of th Ad-' ministration at once to have disavowed the act of tlnir officer, and instead of incarcerating the captive in Fort Warren, to hate immediately tepairedthe wrong by placing them, as far a practicable, in the same condition in which that ofli. cer had found them. lu either event, the action of the Administration was vacillating .ind cow. anlly.snd degrading to the dignity o! a great ca tion. 15.
