Quarters, fuel and medical attendance are always provided by the Government without deduction lrom the soldier's pay. If a soldier should become disabled in the line of his duties, the law rovides for h m a pension, or he mav, if he prefer it, obtain ad mission into the Military Asylum, which will afford li m a comfortable home so long as he may wish to receive its benefits. To the alKve pay for private soldiers must be added the additioaal $2 a month to be paid during service, the $100 bounty at the end of the war, which has already been provided for, and the quarter section of land that Congress will provide for at its coming session. The bounty and land .apply to oflicers and privates alike.

That we will sustain, with all our energies, a war for the maintenance of the Constitution, and ol the integrity of the Union under the Constitution ; but we are opposed to a war for tho emancipation of the negroes, or the subjugation of the Southern States. 11. That the purpose avowed and advocated by the Northern disunionista, to liberate and arm the negro slave, is unconstitutional, insulting to loyal citizens, a disgrace to the age, ia calculated to retard the suppression of the lebcllion and mteU our unqualified condemnation. 12. That the total disregard of the writ of habeas corpus by the authorities over ns, and tbe seizure und imprisonment of the citizena of loyal States where the judiciary ia in full operatiou, without warrant of law and without assigning any caiue or giving to the party arrested any opportunity of detente, are flagrant violations of the Con fclilution and most alarming acta of usurpation of power, hieb fhould receive the Hern rebuke of every lover of hi country and of every man who prizes the security and ble-iainga of life, liberty and property. 13. Th;it liberty of peech ami of the ptesa are guaranteed to the f.ople by the Constitution, and none but a usurper would deprire them of these rights; they are inestimable to the citizen and formidable to tyrants only. And the attempt which haveljeeu made iace our present unfortunate trouble, to muzzle the pres. and ti2e fiee discussion, are exercises of despotic power against which freedom revolt and which can not be tolerated without converting freemen into slaves. 14. If the former, we lament that our natiou has been humiliated by their surrender, under a tkrtrit; if the latter, it wa the duty of the Administration at once to have disavow ed the act of their ofhYcr, and instead of incarcerating the captives in Fort Warren, to have immediately re paired the wrong by placing them, a far a rac ticable, in the wme condition in which that ofü cer h id found them. In either event, the action of the Administration wa vacillating (and cow -anlly, and degrading to the dignity of a great nation. 15.
