Mr. I Jrown introduced an ordinance re
t'ng the costs to be charged for violating city ordinances. Referred to the Judiciarv Committee. The Mayor submittel the resignation of G. W.
Geiscndorll', Councilman of the 4th Ward, which !
wa accepted. Adjourned. ?-ur correspondent is not alone in his opinion of the abuses, by the police, of the ordinance gain-t leaving horses hitched in the .-tiects. The Journal of. Saturday says, "We have re ceived a communication taking exceptions to the conduct of some of our city official. ns to the manner in which the ordinance is enforced," but decline to publih it. Now, as the local of the Journal is a member of the Council, we shall anxiously hok "for some tiot which will remedy some of the evils," lor he witli our correspondent and-hundreds of other citizens ndmit
they exi.t -"that they grow out of the enforcement of this ordinance." Wehoj e theugelion of our ci rejMndent, as one of the remedies, will not be overlooked, that is requiring the jxdice to warn for the first, and only arrest for the second of. fense. The conduct of the city official, in the manner of enforcing this law, is creating such great indignation hi the minds of the citizens that we think it will be an easy matter at the next election to oust them from the (stsitions they have w flagrantly prostituted to their own aggrandizement.

Soiitliern 'ews-. Fi RTttiss Momiof. March 7. A flag of truce from Norfolk brought down the commandant of the French steamer. He represents that there was great excitement at Norfolk. The hotels were swarming with officers from the Gulf States. The Virginia troops have been sent away. The people dread the destruction of the city in case of an attack. A strong force is concentrating at Suffolk to check Gen Ilurnside who was reported to have reached Newton in force and was moving on Suffolk. The reason given by the rebels for not returning Col. Corcoran is that mans and drawings have been lound concealed ujion his ierson. No further communication has been received ns to the release of Federal pri.soiiers at Rich inoiid. Richmond pajers of Friday contain no military new s cxtcpt the at rest ot a number of Union men principally Get mans. A detective officer broke into the room of the German Turners and found two American Hags and a painting on the wall of the Goddess of Liberty holding the Union colors and a shield, and with the words underneath "Hats off." The House of Representatives have passed a resolution by a vote of 71 to 11 recommending and ditecting military commander to destroy all cotton and tobacco that is in any danger of falling into the hands of the enomy. A resolution was also adopted asking the President to inform the House what foreign vessels of w ar are doing in Hampton Roads. The Ric hmond Dispatch says: A vessel drawing sixteen feet of water recently passed out of Charleston harbor. Charles Palmer, arrested for disloyalty a fewdays since at Richmond, has been discharged. In the meantime the steam frigate Minnesota having partly got up steam, was being towed up to the relief of the two frigates, but did not get up till too late lo jissi-t them. She was also followed up by the frigate St. Lawrence which was likewise taken iu tow by several of the smaller steamers. It i however rumored that neither of these vessels had pilots on board, and after a f hort engagement both teemed to be, in the opiuion of pilots on the Point, aground. The Mini.esota either intentionally or from neeccssity engaged the thiec steamers at about a
mile w ith only her two bow guns. The St. Lawicnce also poured in shot from all the guns she could bring to bear, ami it was the impression of most excriiiced naval officers on the Point that both had been considerably damaged. These rtatemcnts, it must be borne in mind, are all based on what could be seen by the glass at a distance of nearly eight miles and by u few panic stricken non combatants who llol at almost the first gun from New jurt News. In the meantime darkness approached though the moon show u brightly, and nothing but occasional flashes of the gun could be seen. The Merrimae w as also believed to be agrouud as she leniaincd tdationary at the distance of a mile of the Minnesota, making no attempt to attack or molest her. Previous to the departure of the loat for Raitimorc no gun had been fired for half an hour. The l ist whs fired from the Minnesota. Some tct.-otis declare that immediately after
thi last gun was fired dense volumes ot vapotv
were feen to rise from the Mcrrimjc, indicating the explosion of her boilers. Whether this is so or not cannot be know n, but it w as the universal opinion that the rebel monster was hard aground. Fears were cntertaiued for the safety of the Minnesota and St. Lawrence iu such an unequal contest, but if the Merrimae was really ashore she could do no further harm to her. It was the intention of the Minnesota with her picked and gallant crew to have run into c!os$ quarters with the Merrimae. avoid her iron iaow, and board her. This the Merrimae fcemcd not inclined to give her an opjiortunity to do, being afraid to approach at close quarters when
