Quarters, fuel and medical attendance are always provided by the Government without deduction from the soldier's par. If a soldier should become disabled in the line of his duties, the law provides for h m a pension, or he may, if lie prefer it, obtain ad mission into the Military Asylum, which will afford him a comfortable home so long as he may wish to receive its benefits. To the above pay for private soldiers must be added the additioaal $2 a month tobe paid during service, the $100 bounty at the end of the war, which has already been provided for. and the quarter section of land that Ongress will provide for at its coming session. The bounty and land apply to officers and privates alike.

That the total disregard of the Frit of Ac- , heat corpus by the authorities over us, and the seizure and imprisonment of the citizens of loyal States where the judiciary is in full operation, w ithout warrant of law and without assigning any cause or pviug to the party arrested any opportunity of defense, are flagrant violations of the Constitution und most alarming acta of Usurpation of ikj wer, which diould receive the a tern rebuke of every lover of hi country aid of every man who prizes the security and bleings of life, liberty and pro pert v. I. 1. That liberty of speech and of the press are guaranteed lo the people by the Constitution, and none but a usurper would deprive them of these rights; they are inestimable to the citizen and formidsble to tyrants only. And the attempts which have been made since our present unfortunate trouble, to muzzle the pre nd stifle free discu-nion, are eiercisea of despotic power agaimt which freedom revolt and which can not be tole rated without converting freemen into staves. II. That the seizure of Slid ell and Mason, on board a neutral vessel, on the high seas, was either in accordance with international law, and so legal; or eUe in violation ot such law, and so illegal. If the former, we lament that our nation baa been humiliated by their surrender, under m threat; if the latter, it was the duty of the Administration at once to have disavowed the act of their officer, and intead of incarcerating the caplive in Fort Warren, to have immediately re paired the wrong by placing them, aa far aa prwr ticable, in the Mine condition in which that officer had found them. Iu either event, the action of the Administration wa vacillating and cowardly, and degrading to the dignity of a great nation. 15. That the di-rlouree made by the invest gating committee in Congress of the enormous frauds that hate stalked into the army and navy departments, implicating the heads, of those department in a connivance at, if not an actual particifsation in a svstem of corruption, and in which our brave soldiers have been delrauded of their proper supplies, and our Government threat ened with bankruptcy, demands a thorough investigation Into all our expenditures, both Stata tnd National, and that a peedy and marked example be made of all such 'birds of prey," who, taking advantage of the neceMille of our I0B1 try, have fed and fattened upon public plunder.
