With little exception, the past week ha been a entinued jubilee, and buine matter, have been therefore greitly neglected. The Treasury Note bill 1 till '(tending in Congress; the Hotie agreed to some of the amendment. td the Senate, but disagreed to other, and the bill i now in the hand of a Committee of Conference. This slow action of the National Legislature on a matter of imperative necessity, i producing a great deal of uneasiness, and not a little indignation. The demand for money ha increased somewhat, coiequent upon the activity in the pork trade, tot all pood business paper w onxionsiy sought after at r((MU jer cent. Capital i abundant, and when the securitv i satisfactory there is no trouble in getting the money. The demand for exchange ha. been quite light, and the market ruled dull at par buying and prera.! selling rate. Gold was dull in the early part of the w eek, and further declined to 2 prem. buying and 3 prem. selling rate; but subsequently advanced 'c under . the advauce in New York, dealr askiiigH'j prem., but yesterday the new from New York put it down to 23.4(a3 prem selling rates, and 2 pi cm. buying. The influence which induced the speculative demand for the advance in the price of pork and lard, noticed in our last, continued to have the same result in the eorlj, part of the week, and and price further improved. This brought a large number of country packers into the market who were disposei to sell at the advance, nnd the result was a dampening effect. The speculative demand subsided to a great extent, und the news that Tennes.-ee h id yielded to the force of our arm, which came alout the mid He of the week; that the (Jovenior of that State had ordered the Citizen to lay down their arms and convened the Legis' "'ire to re;eal all laws which had been passeo, jconistent with the Constitution of the United States, not h iving been fully confirmed, the pressure to hell increased and the market at the doe was quite heary at $11 75(M2 for mess ork and '.s'1 i.'h: for bulk do. tl.?e being the r;ite a?ked Lard, though held firmly at "'.je lor prime, was dull and heaty, though there was a good demand from manufacturer at tijC for head and gut, and we understand that 7c was paid for the latter. llicon was offered ' pretty freely at -14 e for shoulders und 5. for sides, of which about 200 hog-heads sold.

From Kortre ."rlonroe. Fohtr ess Monroe, Feb. 23. The steamer S. R. Soaulding arrived here this afternoon, having left Roanoke Island the day before, no newH by her. - . . We learn of the failure of the attempt to lay the telegraph cable across the bay on the day that the Hobo ken sailed. , - Sixteen miles of the cable w ere laid in the most successful manner, when operations stopped for the night. On ves.terd.iy the Hoboken was occupied in taking soundings, when a severe pale ot wind which sprung up on that day struck her. About noon her steam pipe broke soon afterward and she been me uu manageable, drifting upon Cape Henry, when she went nhore and broke in two pieces last night. She is a total loss. All hands saved. The rem linder of the cable, about fifteen miles, was destroyed before it was abandoned. About an equal quantity is laid in the bay and end is bound up. The gunboat R. 11. Forbes was seen by the Spaulding ashore near Nag's Head this morning. White flags were displayed on all the house3 in the vicinity. Major J. T. Sawyer arrived at Norftdk yesterday, having left Klizabeth City on Sunday, at 12 M. He represent everything quiet in that locality. He says the entire Federal fleet left the water of the Pasquatuck 011 Saturday morning, but that two of them returned in the evening. He also Utes that but few of tlie inhabitants remaine! in the (dace. The Wilmington papers of yesterday say that five or six federal gunboats have entered the Roanoke rivet.

Mr. Wilmot anid disloyally might be defined as unfaithfulness to the country and Government bv assertions and sympathy aside from an overt act. If a person is disloyal he certainly should not be entitled to a sett. He thought now was the proper time to settle the question. Mr. Carlisle spoke at length. He aiid the Senate had no power to exclude a person sent with proper qualifications from a State. There might be different views as to w ho was disloyal. Mr. Starke's case was not concluded when the Senate adjourned. HOUSE. Mr. Voorhees, of Indiana, asked leave to offer a reKlution tendering the thanks of Congress to Major General MeClellan. Mr. Lovejoy, of Illinoi., objected. Tbe resolution commends the sentiments ami policy avowed in Gen. Halleck's General Order of February 23d, already published, as eminently w ise and (Kttriotic, and in strict conformity to the Constitution, and that the war should be conducted in accordance with the Cime, and that the thanks of Congress are tendered to General Halleck for said order, and also for his military achievements as commander of the Department of Missouri. Mr Van Wyck, aldresing the Speaker, announced his desire to be excused from serving as Chairman of the Committee on Government Contracts. Some weeks since, I informed my colleagae that I should resign my place entirely on the Committee, so that another could le appointed, but thev insisted that I should continue on the Committee as one of its members, devoting such time in it service a I could spare. Washisotos, Feb. !5. SENATE Yesterday Mr. Trumbull said it had been se:t!ed by the Supreme Court that CouXre has the power to pass a confiscation bill; that the (overnment has the riht to take persons who ui iv le txnind by contract, or t-ike a child eveu and draft into the service of the Government the master can not hold the slave by any stit nger tenure. , - Mr. Pomeroy objected to the third section, which provide for colonization. He thought we could not afford to fend out of the country the laboring men. and producers, and if insisted upon he should move to amend by. providing for the colonization of the slaveholders, who are dangerous to the country and whose loss would not be felt. Mr. Willey wanted to know where there was any constitutional power fcr the , President for colonizing negroes. He was willing to co operate in the most stringent measure for the confiscation of property, but bad the Senator from Uli nois counted the immense coet of the scheme of colonization. It would cost 500 a heid to colonize and keep ignorant aUres. ...... Mr. Pomeroy siid his amendment would abate that as there would be only a few ilavebokiers to colonize. 3Ir. Willey proposed t) hang all such traitors, and thus save tlie expense of .transportation. Applause in the galleriea, which waa checked br tlie Chair. By consent Mr. Fe-senden introduced a biiiautliorizing the SecreUry of the Treasury to Issue to public creditors ciitificates 1. for the whole amount of that debt in certificates of not lesa than $1,000, payable iu one year, or earlier, at the option of the Government, bearing six per cent, interest. On motion of Mr. Fessenden, the bill was taken up and passed. Tire Senate resumed the conkleration of the confiscation bill.

- niaari Mews.. Kansas City, Feb. liC. A skirmish occurred at Independence ou the lth between a detach -merit ot Ohio caTalry and a band of rebels, headed by Parker. The rebels were routed with a los of three killed, several wouuded and sev eral taken priv oners. A quantity of arms wan also captured. The Föderal loss was one killed and three wounded. The Santa Fe mail with dates to the 10th has arrived. Sibley's promotion did not have the deired effect. Instead of rallying men to his standard it has strentheoel the. Union army by at least two regiments, and placed nearly all the citizens under arms. - Great enthusiasm trerails in the counties of Bernadilh, Venicia, Socarro and iu the upper counties. The militia hu turned out in large numbers. Advices from Fori Craig are to tlie 7th alt. The Tenns uuder S.bley were at Fort Thome, fifty miles from Fort Craig, advancing 00 the latter place. Their supplies were scarce, their transportation poor and tbeir only alternative was to fight or starve to death. Our force, are anxious for a battle, hive every advantage and are confident of ucce, provided there be no treacherr. t A grand pontificial mass meeting waa held in all the ehnrcbe hrthe -Territory on tbe 10th to pray for the souli of Catholic kil'led. ia battle.
