If a so klier should become disabled in the line of his duties, the law pro ides for h m a pension, or he may, if he prefer it, obtain admission into th Military Asylum, which will afford him a comfortable home so long as he may wish to receive its benefits. To the above pay for private üoldier mm-t be added the additioaal $2 a month tobe paid during service, the f 100 bounty at the end of the war, which has already been provided fur, and the quarter section of land that ingreiM will prov ide for at its coming tension. The bounty and land apply to officers and privates alike.

That the total disregard of the writ of Aa4Woa corpus by tbe authorities over us, and tht seizure and imprisonment of the citizens of loyal States where the judiciary La in full operation, without warrant of law and without assigning any cause or giving to the party arrested any opportunity of defense, are flagrant violations of tht Constitution and moat alarming acta of usurpation of power, which should receive the stem rebuke of every lover of his country and of every man who prized the security and bleWngs of life, liberty and pro pert t. 13. That liberty of speech ar! of the press art guaranteed to the people by the Constitution, and none but a usurper would deprive them of theae rights; they are inestimable to the citizen sird formidable to tyrants only.
