Quarters, fuel and medical attendance are always provided by the Government without deduction from the soldier's pay. That no elTort to create or sustain such a party can l successful which is not liAed upon a definite settlement of the questions at issue between the two sections; and we theiefore demand that some such settlement be made by additional constitutional guaranty, either initiated bv act of Congress or through the medium of a National Convention. 7. That the Kepublicau party has fully deiuon strated its inability to conduct the Got eminent through its present dißiculties. Ö. That we are utterly oppsed to the twin here--ies, Northern sectionalism and Southern seeession, as inimical t' the .Vnstitution; and that freemen, as they value the boon of civil liberty and the peace of thecountiy, should frown indignantly upon them. 9. That in this national emergency tlie Democracy of Indiana, banishing all feelinc of pacsiott and re-entment, will recollect only their duty to the whole country; that this war should not be waged in the spirit of conquest or sul jupati n, nor for the purpose, of overthrowing or interfering with the right or institutions of the States, but to defend and maintain the supremacy of the Constitution, and to pte.serve the Union with all the dignity, equality and rights of the several States unimpaired; and that as eoon as these objecto are accomplished the w ar ought to cease. 10. That w e w ill sustain, with all our energies, a war for the maintenance of the Constitution, and of the integrity of the Union under the Conttitution; but tte are opj-jsed to a war for the emancipation of the negroes, or the subjugation of tbe Southern States. 11. That the purposes avowed and advocated by the Northern disuuioniats, to lilerate and arm the negro plate-, is unconstitutional, insulting to loyal citizens, a diarace to the age, is calculated to retard the supiression of the tehellion and meet our unqualified condemnation. 12. That the toUl disregard of the writ of A bea$ rorpij$ by the authorities over us, and the seizure and imprisonment of the citizens of loyal States where the judiciary is iu full operation, without warrant of law and without assigning any cau-e or giving to the jarty at rented any opportunity of defense, are flagrant violations of the Con stitntion and most alarming acts of nsurpation of power, which should receive the ftem rebuke of every lover of Iiis country and of every man who prizes tlie -security and blevings of life, liberty and property. 13. That lilx rty of seech and of the press are guaranteed to the people by tlie Constitution, and none but a usur-er would dejrie thern of these, rights; they are inestimable to the citizen and formidable to tyrants only. And the attempt which have been made tsiitce our present unfortunate troubles, to muzzle the pre-v and stifle free discussion, are exercisers of despotic pow er against which tree. loin revolts and which can not be tole rated without converting freemen into slaves.. 1 1. That the seizure of Slidell and daxm, on board a neutral vessel, on the high seas, war either in accordance with international law, and so legal; or else in violation ol auch law, and so illegal. If the former, w lament that our nation has been humiliated by their surrender, vndtr m threat; if the latter.it was the duty of the Ad ministration at once to bae disavow ed the act of their officer, and instead of incarcerating thecajw tives in Fort Warren, to hate iiciuediattly tc KtirsJ the wrong; by placing them, as far as prac tic.ible, in the same condition in which that offi cer had found them. In either event, the action of the Administration was vacillating ind cow ardly, and degradii.g t j the dignity of a great n tion. 15. That the action of the Kepubliran jiarty. as manifested in the Mrtijin character of all up pointuicnts of the Administration to civil oflice. and, in holding paity c.iurues by the Kepublican members of Congress for the pnrioe of impressing upon the legislative act ion of that ldy ther-eculhr dogma of that part . ha. e demonstrated that their professions ol "sacrificing party platforms, and party organizations, u;"n tl.e alur of their country," re but so many hyi-ocritical and false pretence by which they hoe to du;e the unwary into their support; and we warn all loyal persons, a they loe their country, not to lie deceived thereby. 16. That the disclosures made by the inesti gating committee in Conpre-cs of the etiortnotj" frauds that hate sulked into the army aud nary departments, implicating the heads of those departments in a connivance at, if not au actual pirticipatroti in a system of corruption, an-! in which our brave -soldiers have been defrauded of their pro-er upplie-, and our Government threat ened with bankruptcy, demands a thorough in vestigatiou into all our expenditures, both Sute and National, and that a speedy and marked exarafJe be made of all such "btrdsof rey," who, taking advanuge of the r.e:ts,itie of our oun try, luve fed and fattened upon public plunder. llt$jlrd.
