Quarters. fuel and medical attendance are alwars provided by the Government without deduction from the uoldier's pay. If a soldier should become disabled in the line of hii duties, the law provides fur h m a eu;ou, or he may, if he prefer it, obtain admission into the Military Asylum, which will afford him a comfortable home o long as he may wisih to receive its benefit. To the above pay for private soldiers must be added the additioaal 2 a month to be paid during service, the $100 bounty at the end of the war, which has already beeU provided for, ar.d the quarter section of land that C'nrreM will prov ide for ml its coming session. That the total disregard of the writ of habeas Curpus by the authorities over us, and the seizure and imprisonment of the citizens of loyal States where the judiciary Is iu full operation, without warrant of law and without assigning any cause or giving to the party arretted any opportunity of defense, sre flagrant violations of the Constitution and most alarming acta of usurpation of power, which should receive the stern rebuke of every lover of his country and of everv man who prizes the security and blessings of life, liberty and property. 13. That liberty of speech and of the press are guaranteed to the people by the Constitution, and none but a usurper would deprive them of these rights; they are inestimable to the citizen and formidable to tyrants only. And the attempt which hive been made since our present unfortu nate troubles, to muzzle the pres an 1 stifle free discusion, are exercises of despotic pow er ag osi which freedom revolts aud which can not be tole rated without converting freemen into slaves. 14. That the seizure of Slidell and Mason, on board a neutral vess.t on the high seas, was either in accordance with international law, and io legal; or else in violation ot such law, and so illegal. If the former, w lament that our nation has been humiliated by their surrender, under threat; if the Utter, it was theduty'of tlie Administration at once to Itave disavow ed the act of the"r .''!i er, and instead of incarcerating the cap lives in Fort Warren, to have immediately re paired the wrong by placing them, as far as jVacticable, in the iume condition in which that o2icer had found them. In either event, the action of the Administration was vacillating jnd cow ardl v, and degrading to the dignity of a great na tion. 15. That the action of the Republican pwtrty, as m vnifestel in the prtiun character of all ap pointtnents of the Administration to civil office; and, in holding; patty caucuses by the Republican members of Congress for the purpnse of i a. pressing upon the legislative action of thatlxxly the peculiar dogmas of that party.
