That in this national emergency the Democracy of Indiana, Iwnishiug all feelinc cf pajion and resentment, will recollect onlr their dut? to the whole country; that this war thouM not be waged in the spirit of conquest or suljugati n, nor for the vurpose of overthrowing or interfering with ihe righu or institutions of the State, but to defend and maintain the supremacy f the Constitution, and to preserve the Union with all the dignity, equality and righu of the several States unimpaired; and that as soon as these objects are accomplished the war oucbt to cease. 10. That we will sustain, with all our energies, a war for the maintenance of the Constitution, and of the integrity of the Union under tlie Constitution; but we are opposed to a war for tlie emanci pation of the negroes, or the subjugation of the Southern States. 11. That the purposes avowed and advocated by the Northern disunionisU, to liberate and arm the negro slaves, is unconstitutional, intuiting to loyal citizens, a di'grac to the age, is calculated to retard the suppression of the 1 ebelllon and mi eta our unqualified condemnation. 12. That the total disregard of the writ of Jutbeat corpus by the authorities over us, and the seizure and imprisonment of the citizens of loyal Stales where the judiciary is io full operation, without warrant of law and without assigning any canse or giving t the party arrested any opportunity of defense, are flagrant violations of the Constitution and most alarming acts of usurpation of power, which should receive the stern rebike of every lover of his country and of everr man who prizes the security and blessing of life, liberty and profiertv. 13. That liberty of speech and of the press are guaranteed to the people by the Constitution, aud none but a usurper would deprive them of these rights; they are inestimable to the citizen and formidable to tyrants only. And the attempts which have been made hir.ee our present unfortu nate troubles, to muzzle the press and etifje free di.scu8on, are exercises of despotic power gnintt which freedom revolu and which can not fe tole rated w ithout converting freemen into slaves. 14. That the seizure of S Ii Jell an4.Maon, on board a neutral vessel, on the high seas, was either in accordance with international law, and so legal; or else in violation ol such law, and so illegal. If the former, we lament that our nation has been humiliated by their surrender, under m threat; if the Iatter.it was the duty of the Ad ministration at once to have disavowed tie act of their officer, and instead of incarcerating thecaptires in Fort Warren, to hae imtneliatelv re pairel the wrong by placing them, as far a practicable, in the ume condition in which that tffi cer had found them. In either event, the action of the Administration was v-illtiiig iml cow ardly, and degrading to the dignity of a rreat na tion. 15. That the action of the Republican party, as manifested in the prttMn character of all ap pointmeiits cf the Administration to civil o&ce, and. in boldin? party cucue by the Republican members of Congress for the purpose of impreii. g upon the legisUtit e action of that body the peculiar dogmas of that party, have denmn.trated tlmt their professions of "sacrificing party p'atform,atid party organizations, upon the altar of their country," are but so many hypocritical and fa'ae pretences by which they hope to dupe the unwary mto their support; and we warn all loyal person, as thy love their country, not to be deceived thereby. 16. That the difclcsures made by the Intesti gating committee in Congress of the enormous frauds that hate stalked into the army and navy departments, implicating the beads of those de partment in a connivance at, if not an actual participation in a system of corruption, and in which our brave soldiers hare been defrauded of their proter uppl'e, and our Govern metit threat eneJ with bankruptcy, demand a thorough in Testigatioa into all our expenditures, both Suae and National, and that a epeedy and marked example be made of all such "b;rdof who, taking advantage of the i.e e-sities of our iouii try, have fed and fattened upon public plunder. Resulted. That the meritorious conduct of tie Indiana troop. in every battle fieid where victory has perched upon the national banner, has fc'.lel the people of this Sute with the highest grati tude to her gallant nous, and thai we send our
