A correspondent of th Cincinnati Gazette, writing about matters at Louisville and Cairo,

here to morrow, and is expected to offer a consolidation with the 50th railroad regiment. Colonel Smith. The following officers are acreed upon: Colonel. Jas. M. Smith, of the 56th; Lieut. Colonel. Capt. Guard, of the52d; Major. F. R. Lord, of the 56th; Quartermaster, William H. Smith, of the 5tkh. This regiment arrived in the city about four o'cloik P. M. yesterday. They marched from the Pepot up Meridian street, out Washington erreet westward, and thenre to Camp Morton. Yesterday several fine-j were enforced In this connection. The railroad companies and the people from the country had better look out w hen they come into Indianapolis. Hitching to tdi;ide tree and running locomotives are both egregious offences. Seating, Fi mi ix, and I'lttino vr let. The proprietors of the Central Canal charge, we understand, by the foot, for ladies and gentlemen who use their pond for the pastime of skating. They charged lat summer, Michael Shea, a well-known citizen, no much for every fish he caught. They charge the ice men, who are saving the article for our summer's comfort, twen ty cents per cord for the solidified article, taken from their ditch and stowed away. It gives us pleasure to record the liberality shown by the-e proprietors toward the citizens of Indianapolis.
Hen. Franklin's Hihth Dav. To night, at Military Hall, the anniversary of the birth of Benjamin Franklin will be commemorated. Gentlemen, patriotic and proud of the great printer, the statesman and the honest man, will give an entertainment unsurpassed by anything ever before witnessed in Indianapolis. For instance the Cincinnati Commercial, a stinking black Republican issue, can not quote from the English "Punch" without outdoing the English themselves. ajrrs, by a forgery and a lie, perpetrated unblushingly upon the publishers of the British periodical. They never said any such thing as the Black Republican Cincinnati Gmi-nercifl! says they said. Yet this is the sheet that professes to be in favor of an honorable prosecution of tlie war, and which would urge Irishmen to go forward and fight it out while its editors, publishers and proprietors remain comfortably at home. General Seth Williams, a popular officer nnd most indefatigable w orking-man is named as his probable successor. McCIeliau was to-day before the Joint Committee on the conduct of the War. Ho nominations have been made since. The Cabinet change was resolved on. Among the rejections by the Senate of military nominations were Watts as Lieutenant, Tate a gardener at the White House, and Wood, of Minnesota, as Brigade Commissary. After the most careful inquiry it cannot be ascertained that there is any truth in the current reports relative to additional changes in the Cab inet. The IIrratVs dispatch says: The officers of the regiments raised hy Gen. Butler in xMass;chusetts for his coast expedition were commissioned yestejday directly from tlie War Department. Col. McQuarde, of the New York 4th volunteers, is mentioned as likely to be apjiointed a Brigadier General. From private advices received here serious r.p prehension are entertained that the heroic Parson Brownlow will be assassinated belore he can reach the Tennessee border with a pass from the rebel War Department.

Washington, January 16. SENATE. A communication was received from the Secretary of War in an?wcr to tho resolution of Mr. Powell directing an answer to the resolution passed at the last tesion in. regard to contracts, ic. The nnswer states that the first resolution' was received at the Department just after the battle of July 21st, and that since then he has not had sufficient clerical force to prjperly answer the resolution. The answer also states, "I myself have not made a single contract for any purpose whatever. The heads of bureaus have made all the contracts"" The subject was referred. Mr. King presented a petition that the funds of convicted contractors be awarded to soldiers, and also to abolish all fees and periui.sites of officers. Referred Mr. Wilson introduced a bill to amend certain articles of war. Mr. Hale ollercd a resolution that Ward H Lamuii. United States Marshal for the District of Columbia, by his recent order communicated to the Senate excluding the members of the Senate from the jail without a p iss from him. has been guilty of a breach of the privilege of the Senate and of contempt of the rightful authority of this body, and that the Secretary of the Senate le directed to communicate a copy of this resolution to the President. On motion of Mr. Wilson, the bill in relation to the arrest of persons claimed as held to service or labor by officers in the military or naval service of the United States was taken up. The bill provides that any officer arresting any perrOti hold to service or labor shall be discharged from the service. Mr. Collamer offered an amendment, or as a substitute that no officer of tiie army or navy, militia or volunteers shall assume to exercise any authority to atrest, detain, hold or control any person held to service, and that any officer so offending be dismissed from the service. It is not true that Assistant SecretarT Scott will be tendefed the post of Secretary of War. Some important changes will be made in the personel of the War Dejairtmcnt. SmalI-iox and cases like camp typhoid fever are occurring in this city and Ceoretown, and there is considerable alarm exists among the citizens. Humors are rife of the discovery of fraud committed by those raisiug and equipping regiment. Double rations have been drawn and other supplies for a force ou pajer and not regularly recruited.
- The Committee of Ways and Means this morning agreed to postpone the $100,000,0(10 Treasury note bill for the present, and to substitute a bill which prorides for the issue uf Treasury cer
tificates bearing interest, which will be issued to
creditors.
The Bank Commissioners and Secretary Chase having come to a substantial agreement, the
Committee of avs and Means are holding a
consultation with the Secretary on the subject.
The Commissioners of Patents has issued a
circular in which he says the cultivaiion of cot
ton in the middle portion of the freeiSutes is be
ginning to attract general attention. It is, however, a principle in vegetable phvsi
ology, that tropical plants can not be acclimated in the North, except by a repeated re production
of varieties bv seed.
. The attempt to grow sea-island cotton, such as i now brought from Hilton Head, would prove a
failure in anv other portion of the free States.
The only variety capable of successful culti
vation in those sections now seeking its mtroduc tion is the green seed cotton, such as is now be
ing raised extensively in Arkansas, Missouri,
1 ennessee, and portions of Kentucky, and which produces tlie whole fiber. Seed should be ob
tained from these localities. The modification of soil and climate will in
fluence the size of the crop, tlie length and fine
ness of the fiber, and the product of the c rop.
Efforts are now making by this Depattment to
procure the proper seed for distribution. The Commissioner further savs:
The result of the cultivatihu of Sorgho the
past ye.ir, settles the question of its practical sue
ccss,and that one of the difficulties presenting it
self is want of pure seed to meet tins want. Thi
division has ordered seed from France for distri
bution the ensuing spring.
The same causes which have produced deteri
oration here exists there, and well grounded ap prehensions are entertained that seed thus im ported raav not be free from suspicion.
On Tuesday the rebel batteries on the Totomac fired twenty shots at an oyster pongey, but
did not hit it.
Yesterday a fleet of similar vessels ran the
blockade without being fired on, and arrived
safely at V aslungton. The Government Contract Investigating Com
mittee h now engaged on the subject of the illegal frauds in this vicinity. Thev discover that
the same horses have been twice hold to Govern
ment Superintendents and Inspectors who have
been bribed to certify to horses, sometimes sell ing them to private individuals. The enormous amounts paid bv the War I)e
partment has induced strong competition among
railroad companies, so that many Colonels in the
est in moving their regiments Last, have re
ceived from $1,500 to $2,000 bonus; that some sutlers are making $3,000 profit per month; that
nearl all the sutlers south of the Potomac tel
liquor with the knowledge of the officers; that it
is smuggled in boxes marked Government am
hospital stores, or packed in ban els marked beef.
So far about 1,000 prisoners on each side have
been exchanged, mostly of whom were connect
ed with tr.e army of the Potomac. This movement, inaugurated by our Govern
ment, is fully reciprocated by the rclel author
:tie. The Senate was in executive session four hours to-day upon the nom'natioi. of Cameron as Minister to Russia. The debate is represented as earnest and spirited. No definite vote was taken.

The Indians were compelled to retreat, and are now in Kansas. Brigadief General Denver left to day for Western Virginia. A continual guerilla warfare was being carried on in Johnson and Bates, counties by roving bands of rebels and detachmeuts of Jcunison's command. A quantity of Government stock and other property was confiscated. On the 5th near Columbus. Johnson county, the Federal troops were fired on from ambush and five men killed. The Supreme Court of Kansas was hearing arguments on the Gubernatorial question. The attorney for contestant filed petition for a writ of mandamus to compel the State Board of Canvassers to count the rote cast for Geo. A. Crawford, for Governor, at the late election. St. Lons. Jan. 15. Robert Wilson, Preident of the State Convention, has been appointed by Governor Gamble to fill one of the vacancies in the United States Senate occasioned by the expulsion of Johnson and Polk. Nothing has been heard from the expedition which left Rot on Tuesday for Springfield. From Cairo. Caieo, Jan. 16 The force sent from this point consists of nineteen regiments of infantry, lour regiments and two companies of cavalry and seven batteries artillery.

Tlie question being the motion of Mr. Clark to strike out the word not in the resolution of the Committee on the Judiciary, that Mr. Lane was not entitled to his seat. Mr. Lane paid he had refused to accept the ofhee on the 22d of July. He referred to the contest in Kansas with Mr. Stanton for the Sen -- atorship. and said that four days after he was elected the Governor whom he had overthrown and jis contestant whom be had leaten declared the seat vacant.
