That the purposes avowed and advocated by the Northern diunionhu, to liberate and arm the negro slaves, is unconstitutional, insulting to loyal citizens, a di'jjrace to the age, is calculated to retard the suppression of the tebelllon and meets our unqualiSed condemnation. 12. That the total disregard of the writ of A beat corpus by the autlioritiea over us, and the seizure and imprisonment of the citizens of loyal States where the judiciary Is in full operation, without warrant of raw and without assigning any cause or giving to the party arrested any opportunity of defense, are flagrant violttions of the Constitution and most alarming acta of usurpation of power, which should receive the stem rebuke of every lover of his country and of every man who prizes the security and bleing of Life, liberty and property. 13. That liliorty of speech and of tlie pres are guaranteed to the people by the Constitution, and none but a uurr would deprive them of thee rights; they arc inestimable to the citizen and formidtble to tyrants only. And the attempts which have bet'ti made since our present unfortunate troubles, to muzzle the press and atifle free discussion, are eierciMis of despotic power against which freedom revolts and which can not be tolerated without converting freemen into slaves. 14. That the seizure of Slidell and Mason, on board a neutral vesel, on the high seas, was either in accordance with international law, and so legal; or el.-e in violation ol such law, and so illegal. If the former, we lament that our nation has been humiliated by their eurreudcr, under m threat; if the latter, it" was the duty of the Ad ministration at once to have disavowed the act of their officer, and instead of incarcerating the captives in Fort Warren, to have immediately re paired the wrong by placing them, as far as prac ticsble. in the ame conditiu in which that ffi cer had found them. In either event, the action of the Adm3nilrat3oti was vacillating cow ardly, and degrading to tho dignity of a jjret nation. 15. That the action of the Republican party, as manifested in the jmrtin character of all appointments of the Administration to civil oßice; and, in holding party caucuses by the Rcpub'ican members of Congress for the rxirpos of impressing upon the legislative action of that body the peculiar dogmas of that party, have demonstrated thst their pro fessionsol" sacrificing party plat form, and party organizations, upon the altar of their country," are but so rntny hypocritical and false pretences by which they ho;e to dupe the unwary into thoir support; aud we warn all loyal persons, as they love their country, not to be deceived thereby. 16. That the disclosure made by tbe investigating committee in Countess cf the enormous frauds that have stalked into the army and nary departments, implicating the had of thos departments ia a connivance at, if not an actual participation in a system of corruption, and in which our brave soldiers have been defrauded of
