The insane and melancholy Mr. French had nome trading to do at Andy Wallace's CTocery, and, lalwing under a hallucination, conceived that he was a privileged character. Mrs. Thomppon, who for several years has had a news stand in the PostofTice. has fitted up and opened an establishment admirably adapted for the business, on i'ennsylvania f trcet, one door north of Odd Fellows' Hall. At Mrs. Thompson's News Depot may be luund the New York Daily HrraU, the Illustrated Weeklies, all the Monthly Magazines, the Indianapolis and Cincinnati Dailies, envelopes, note and letter paper, pens, pencils, inks, and all the current literature of the day. For the accommodation of h-?r customers Mrs. Thompson will keep for sale postage stamps and stamped envelopes. We can recommend Mrs. .Thompson's News Depot as a great puUic convenience. 31-dJw Bowling ano Billiar Saloon. The under signed has recently refitted and re-decorated his lowling and billiard saloon, on Georgia street, east of the Farmers' Hotel, and respectfully thanking the public for the liberal patronage heretofore extended to him, pledges himself to endeavor to merit a continuance of their favors. His saloon is one of the most elegant ami quiet places of resort in the city. dt T. C. Wright.
hh.il. Mr. City Marshal was elected by the people and has but performed h4 duty in the premises. He, therefore, we should suppose, defies the Hon. Andy Wallace, who sell groceries for the Insane Asylum; and he probably thinks that, if the free and independent voters ef Indianapolis ever have an opjiortunity hereafter to express their sentiments w ith regard te that gentleman ihey would send him to tlie Insane Asylum aloiig with Wm. M. French who drives a cart.

Cob Jen, in a letter declining to attend a public meeting at Brighton, strongly advocate arbitration in the American dispute, ami says that the object of all National men and true patriot tdiould be to enforce principles of mediation on the Government on the term of agreement nude at the Paris Congress. Mr. CoIkJcu thinks that no p: cation can be more within the scope of the Paris resolution than the ix'iiding one, and the true test of disposition of the American people will be the expressed willingness on the part of England to reort, if necessary, to mediation. Should auch a conciliatory step meet with no better resjonse than a desire by America to insult and wrong Enghmd, all the powers of Europe would forthwith be ranged on England's side. Mr. Cobdcn says that the cry for peace is hardly enough at the present time. What Is required is peace on principles of impartial justice and thii can be obtained through nn impartial arbitrator. The London Times editorially disputes the argument of Mr. Co Wen nnd says the course he nd vocal cd would by no means tend to the preservation of peace either iu the present instance or for the future. The Thru 8 snys we in?it upon knowing clearly whether we are in a reign of war or jace. If the seizure of Mason and SiiJcll was nn act of the American Government originally, or if it te adopted by thern now, it is an act of war which is to be encountered by war. If they disown they muit prove ti.eir sincerity by repairing it. It is impossible to negotiate in the former ease, and the latter has not yet arisen. There is therefore, no room for arbitration. The Daily iS'eits, while asserting that England will be satisfied w ith nothing short of full satisfaction for her violated rights, says it would obviously be harsh, violent and unjust to deny the American Government all right of replying, and positively to refuse to hear what she has to urge on the legal points at issue. Should there be any dilficulty at Washington in at once meeting England's demauds, a little frank intercourse and ex planation between the two Governments would in nil probability remove it, and thii would be by far the best, most dignified and honorable way of settling the dispute. Failing in this, it is for America to propose arbitration, and England would not be justified in refusing such invitation. The article concludes by denouncing tho tone of menace and insult adopted by some of the journals. The Daily Nrtr, in another article, defends the North from the charges of the 7'imea that war was brutalizing the northern Stutes. It also justifies the projected blockade of Charleston and Savannah by tbe stone shi; as a bona fide operation of warfare. The London Herald bitterly criticises Mr. Sew ard's foreign correspondence, charging him with insolence, folly and wickedness as wantou and mischievous any that history records. The Titnrg also has an article on Mr. Seward's dispatches, ami treats them with ridicule and says Mr. Seward assumes to instruct the entire human race as to the origin of tho rights and prospects of the war in America, and has coi.fi dent assurances as to the dimensions and duration of the war. ' Movements were taking place between the Government and the authorities of Liverpool looking to the defenses of that port. The Post' Paris correspondent says that neither Franc noi Russia have taken any steps ai mediators. The Tarii Patrie, in enumerating the five French vessels at N'cw York, says others are khortly to be sent there. ' LATfST VIA iCEENSTOW'Jt. Liviriool, Dec. 22 The ship Ben Pajsoa from Charleston, had arrive! at St. Naxare. Lomo5, Dec. 22. It has been decided that Parliament is to a-jicmbie on Tuesday, the 14ih of January. Paeh, Dec. 21 The Timp$ asserts that a dispatch ho been received fnDi Seward paying that the American Government wa ready Vi guarantee every facility to iieutrrl Powers compatible with the lights cf. belligerents, and would give any (satisfaction iu tbe case of the infraction of any rule that has Leca adopted. This d:patch was dated before the Trent aff.iir, but it is considered as showing the peaceful intentions o the American Government. M. Fould maintained tlie correctness of hi late repoit to the Emror atvl said that it caused a rise in the public furuls which would have continued but for apprehensions of war between England and A meriesi. The Oftterter, Ministerial organ says England
