I predloato my objection* to Ihl* new county on different ground*, one of the ■do end ■<>■* 1mporUnt of wbiob le that I am confident It would not be entitled to a repreeeotatlre In the next fifty year*. Mr. Speaker, did you erer rUlt the Territory aongbi to be created Into the county of Carter? Did you erer bare an opportunity of lieholding it* muiaferleue beaatle* and examinins it* boondlee* reeouroee? Well, dr, 1 bare. I bare been all orer It, and all around it, and 1 do wy here openly and deffanUr, that there la not lerel ground enough within Ite entire limite J, bund mWi™ <*« [Laughter.] Tbeaoil 1* eo poor it would not grow pennyroyal. Sir. you might mow the country witn a racor, and rake it with a fine tooth oomb, and yon wouldn't gef enough fodder to keep a atok graaebopper through
the winter. [Renewed laughter.]
Sir, they plant oorn with crowbar*, and bold their eheep by the hind leg* while they nibblethe gram in the crack* of the cliff*. (Inereaaed laughter 1 Sir, the /ere* naturae of that section are principally ticks, and 1 must In justice ear that variety of insect* attain a splendid aii* In this new county oi Carter—the smallest that erer fell under my observation being at least a* large a*
saddlebag iccka. [Laughter.]
A* to the Internal improvement* In that sec tien this House can form some idea when I assure it that the only thing resembling a road that 1 erer saw there was when one of the barefooted natives drageed a wild bor seven miles through the snow. [Laughter and cheers.] With such a country as this, Mr. Speaker, they propose to make a new county, and the reason Riven for so doing is that the convenience of the Inhabitants will be promoted thereby! Sir, If it were poselble to hold their courts under a shade of post-oak and black-jack sapptings, to keep a clerk’s office and the reoor Js of the county In the recesses of a hollow sycamore, and to make a jail out of some of the dark and slimy earee beneath the craggy hill* of that rough country; if it were potsiblc to establish the machinery for doing county business out of sucli materials, we might entertain the pro* ect as feasible and plausible. But, also, even such advantage* as these are denied by nature to this country. (Great laughter.) It is true there would be no difficulty about the caverns for a jail, hut the necessary poet oak and black-jack sappllugs, to supply with their foilege a canopy for the august tribunals of justice, could not be found. They arc not in the country. And so for a syca more tree suitable for a depository of tho archives of *,he county, it would bo sought in vain. Tho winds even refuse to blow sycamore pods In that direction. (Chrars and laughter.) And the idea of tho people ever being able to build bouses, in which to transact business, Is desply, darkly, prodigiously and preposterously absurd.
