Proceeding! of the Democratic State Central Committee. The Democratic State Central Committee of Indiana, met at the Democratic Club Room* at Indianapolia, on Thursday evening, April 16, in pursuance of a call issued by John M. Talbott, their Chairman. The Committee being duly organized Lafe Devolin was, on motion of J. W. Chapman, Ksrp, appointed Secretary of tho committee; when the Chair in a brief and appropriate manner explained the object for which the committee wore called together. The membera of the committee present were J. W. B. Moore, of the tint district, James 0. Reed, of tho second district, Joseph W. Chapman, of the third district, John L. Robinson, of the fourth district, Lafe Devclin, of the fifth district, John M. Talbott, of the sixth district, Hamuol L. McFadin, of the ninth district, Hon. Robt. Ix>wry, of the tenth district, and Andrew Jackson, of tho eleventh district. A proxy from John P. Dunn appointing Maj. A. P. Morrison his legal representative was read and received, and Maj. Morrison, requested to act with tho com-
mittee.
On motion of Hon. John L. Robinson, the Chairman and Secretary of the Central Committee were requested to make out, sign, and forward to the delegates and contingent delegates of Indiana, their credentials to ths National Democratic Convention; which motion was adopted. On motion, the committee stand adjourned until 8 o’clock to-morrow morning. The committee met pursuant to adjournment; when, on motion of Joseph W. Chapman Esq., the following preamble and resolution was unanimously adopted. (Hon. Robert Lowry was, by request excused from voting on said preamble ami reso-

Wurbkas, The success of tho Democratic party aud Democratic principles is of infinitely greater importance than that of any individual, member of said party: And WmutA.s, We deem it important in the coming contest with the combined forces of Fusionisin in Indiana that the Democratic party should present candidates entirely free from any and all personal objections, and whose principles alone shall be the test of their strength: And WhilHeas, ilia industriously circulated that the Democratic nominee for Lieut. Governor (Ool. John C. Walker) is constitutionally inelgihle on account of his being under the age required by the Constitution of Indiana : And Wiikksas, The time has arrived or is close at hand when our candidates should commence the canvass of the State upon the slump; Therefore. Rrsolvid. That we, tho Democratic State Central Committee of Indiana respectfully recommend to Col. John C. Walker, that for the foregoing reasons, and not that he is ineligible, in fact, he forego the canvass and decline the nomination for said office of Lieut. Governor. James G. Reed Esq., then moved that Joseph W. Chapman Esq., bo requested to inform Col. John C. Walker, of the adoption of the above preamble and resolution, and request no answer. The committee then took a recess for an hour and on again assembling Mr Chapman presented tho following letter from Col.

1 have Just received a copy of your preamble and resolution, In which you recommend that 1 shall decline the nomination conferred upon me by the Democratic State Convention of the eighth of January last. Although in the event of a popular decision in my favor at the October election, I should not fear the result of an effort on the part of our opponents to oust me of mysoat, orto prevent mo from entering upon the discharge of the duties of the office,—yet an earnest wish for the success of the Democratic party and iu principles—a consideration infinitely above mere personal aspirations—Induces mo to examine seriously your recom-
mendation.

Col. John C. Walker, accepted.
Maj. A. F. Morrison offered the following resolution which was unanimously adopted: Refined, That in consideration of the peculiar attitude in which Col. Walker has been placed by the general rumour of his ineligibility on account of his age, and the reasons which have operated upon him todecliue the Candidacy for the office of Lieut. Governor, we award him the highest commendation for his liberal course on this occasion, and iu hia behalf bespeak for him, from the Democracy of the State a full acknowledgment of their satisfaction with tho course of Ool. Walker in tho premise*. James G. Reed Esq, made the following motion. That the State Central Committee now proceed to fill the vacancy occasioned by the resignation of Col. John C. Walktr :

Hon John L. Robinson moved that the vote be taken by viva voce, which was recieved by consent. Wherenpon the committee proceeded to vote for a nominee whicafre■ulted on the fourth ballot as follows— Abram A. Hammond of Vigo County, received five votes to-wit: Morrison, Chapman, Jackson, Talbdtand Develin. Hon. Robart Lowry, of Elkhart County, received four votes, to-wit: Robinson, Moore, Reed and McFadin. Abram A. Hammond having redevd^a majority of all the votes cast, was, on motion of James O. Reed, Esq., unanimously declared the nominee of this Committee fbr the Ouiee of Lieut. Governor. On motion, Metsia. McFadin and Moors warn appointed n oommittee to inform Jodge Hammond of hia nomiaalion sad request him to appear instanter before the Committee. Judge Hammond appeared, aceepted the nomination—making a few appropriate reSamuel T. McFadin then made the following motion. State Convention on the 8th of January last, in bbedieme to a cslliafHMlr'fSIiMniian, met at Indianapolis on the 16th Inst, and transacted the businem noted in the proceedings herewith published. It will be seen from these proceedings that CoL John C. Walks*, the nominee of the State Convention for Lieut Governor, declines the canvass, and that Abeam A. Hammovd, Esq., of Vigo county, is nominated by the committee ia hia stead. The resolutions of the committee on this subject and CoL Waller’s reply thereto, so fully explain this transaction and the reasons which superinduced it, that it leaves nothing for theeommittee in this form toadd, except to say to tho DemMCfac? of the State, that Col. Walker, as his letter demonstrates, has acted in this matter with a magnanimity and patriotism that must secure for him increased admiration and esteem from the Democratic party. He withdraws from the State ticket for Lieut Governor. Though confident of his ability to maintainhis eligibility to the office for which ho was nominated, by satisfactory proofs, yet, actuated by a scrupulous and chivalrous regard for the success of his political principles,prefers to renounce all personal interests, rather than any—the least— embarrassment should arise from rumors afocting his constitutional right to take it. While the State Central Committan, in view of the great interests at stake, have felt at liberty to accept this actof voluntary selfsacrifice on the part of Col. Walkeb, they cannot withhold an expression of their admiration for his conduct, and their esteem for his person, an expression doubtless, that will find a cordial response from the peo-
ple.
The vacancy created in the Democratic State ticket, by the withdrawal of Col. Walker, devolved upon the State Central Committee the delicato and responsible duty of selecting another candidate. * This they have done, with all the care and deliberation reanisite in so important a matter. They present the name of Abram A Hammohd of Vigo county, to the people of Indiana, as the Democratic candidate for Lieut. Governor, with a perfect confidence that their choice will be ratified at the polls by a majority of thousands. Though formerly a member of the Old National Whig party, Mr. Hammond, after the Fusion movement, which swallowed up a great portion of that party, was inaugurated ; and when in the full flush of its first success, looking with alarm and disapprobation upon all political movements based upon slavery agitation, and utterly condemning all secret political organizations, found himself impelled to unite himself Avith the Democratic party, voted with it 1854, and has ever since been one of its most devoted members. The committee have felt that in making this selection there was a peculiar fitness in the choice of Judge Hammond ; and an opportunity afforded which they embraced with alac rity, of thus giving evidence to that great number of the people of Indiana, now in the Democratic ranks, whoso position is similar to his, of the cordial and sincere good will of the Old Democracy to their bretheren who formerly acted with the National W T hig party. The Democratic State ticket is now before the people, and the platform of principles adopted by th« State Convention. The nominations for Congressional Candidates will soon bo made throughout the State, and in Juno the Prsidential Candidate of the National Democracy will be placed before the country. The contest on which we are now entering is one of unprecedented importance. The issue is Union or Disunion. On the side of the Constitution, the Democratic party is arrayed, with an open declaration of its principles, prominent among which are tho right of the people to eelf government, and religious liberty. On tho other a coalition is formed of the most incongruous elements, a fusion of which is to bo effected by an open and shameless subordination of principle, and a combination of Abolitionists, Freesoilers, Native Americans, Know Nothings, Maino Lawites and Political preachers. It will be for the people to choose between them. In view of the great interests at stake and the unprecedente>d and reckless moans employed by our opiionents, we exhort the democratic voters o f Indiana from this hour to exercise a sleeples: i vigilance. Organ izo Democratic clubs for tho public discussion of political questions and the circulation of documents, in every Township.— Appoint committees of vigilance, raise funds and make application to Senater Bright and Messrs. ZEnolisu and Millcr our Democratic representatives in Congress for documents for distribution. Remember, that our adversaries are vigilant and unscrupulous. Keep out of all secret political societies, under whatever nami or pretext tlicy may be formed. They promise unmixed evil to our institutions, and are wholly iAcompatible with the spirit of a free people. Above all—never fail to attend the polls t.t all elections and vote. We, trust and believe the result will be a glorious triumph of onr principles, and a merited rebuke to Fanatics, Know-Nothings arid Abolition agitators. From all portions of tho State the committee have the most cheering accounts of onr prospects. Wherever a trial of party strength has been made in the lata spring elections for rity, corporation and township officers, onr friends have either bean victorious or shown an amount of strengtk hitherto unknown to them. The committed, therefore, exhort onr friends, onr candidate: I on the State ticket, onr candidates for Presidwntial electors, both regular and contingent* to take the field without delay, and go vigorously to work and keep the boll rolling. Melancholy Accident.—On last Thursday, Mr. John Hubbard, a most estimable citizen of this county, was so severely kicked by a horse that be died the next day. He suffered the most intense agony until near his death, when his sufferings .seemed to cease, and he gradually sank away to that ‘ sleep that knows no waking.” He leaves a most excellent family to mourn his untimely end.
