It was said that the State. Bank refused to give the necessary accommodations. Merchants and land speculators could only borrow two hundred dollars, at a time. What was two hundred to those who wanted thousands. The State Bank loaned its money to the stock dealers (live stock we mean,) and produce merchants. These loans were based
on realities.
The convention placed in the Constitution a provision antborizing Free Banking with certain very loose restrictions. The subsequent legislature, whose duty it was to mould and modify the Statutes, to the new organic law, passed the general Banking act, which is now in fores, and which we think the peo-
ple demand to be repealed.
The whole system in our opinion is defective. It is a new experiment in the mannfacture of currency, which like the paper fortifications and pasteboard cannon of the Chinese citie» may do very well for peace, but will not answer for war. The Democrats had warred on special privileges and chartered monopolies until the Whigsconceded the principle of free banking, and many democrats

A Joint Resolution asking bounty lands for the soldiers of the war of 1812, so amended as to iuclude surviving soldiers of the war of the Revolution, which amendment was con-

Bills Introduced. A joint resolution asking the recognition of the Independence of Liberia. A bill to compel the State and connty treasurers to receive the notes of free banks in payment of taxes. A bill to legalize all acts relative to the sale* of real estate made under the provisions of the acts of 1853, which have been declared to be unconstitutional.— Bills on their second reading occupied the greater part of the morning. In the afternoon the House went into committee of the whole on the Free Bank bill, pending the discussion of which, the House
adjourned.
\V ashington National Monument, during the year commencing on the first of January, and ending on the 31st of December, 1854; the receipts of the Washington National Monument Association were 831^63 93; expenditures, $31,491 31; leaving in the hands of the treasurer, $272 62. The Monument has attained a height of one hundred and seventy feet. The State of Oregoa. The bill which passed the House of Representatives on Monday last, provides that the people of the Territory of Oregon be authorized to form a Constitution and State Government, and be admitted into the .Union on an equal footing with the original States in all respects whatever, by the name of the State of Oregon. The usual courts are to be established and until another census and apportionment, the new State is to be entitled to one Representative in the Congress of the United States.— Lands are appropriated for the use of schools and Universities, and for completing the p .blic buildings. Five per cent of the net proceeds of the sales of the public lands, lying within the State, are to be paid to the State for the purpose of making public roads and canals in the State These provisions will give the young State a fair start.—Bhiladdpiua Let-
