Cuddington and Jesse Price, of Decatur; Benjamin Morgan andWm. Shimer, of Franklin. A punctual attendance of the committee is requested. Speeches on the Nebraska Bill. It is thought that the Nebraska bill will be brought beforo the House, about the first of
May.
The following members have spoken on the
bill:
Sknate—For Senntf Bill—Messrs. Badger, Brodhead, Brown, Butler, Cass, Dawson, Dixon, Dodge of Iowa, Douglass, Hunter, Jonee of Tennessee, Norris, Pettit, Thompeon of New Jersey, Toombs, Toucey, and Weller — 17. Ayainil the Rill.—Messrs. Boll, Chase, Cooper, Kvcrett, Fessenden, Houston, Seward, Smith, Sumner, Wade, and Clayton, (who, however, is in favor of the Missouri Compromise)—11. Horsr—Fey the Senate Messrs. J. C. Allen of Illinois; Barkdale, of Mississippi; Breckenridge, of Kentucky; Bridges of Pennsylvania; Brooks, of South Carolina; Caruthers, of Missouri; Clingman, of North Carolina; tawing, of Kentucky; Faulkner, of Virginia; Keitt, of South Carolina; Macdonald, of Maine; Preston of Kentucky; Smith of Tennessee; Stephens, of Georgia; and Wright of Pennsylvania—15. Again**, the Senate Bill—Messrs. Chandler, of Pennsylvania; Cnllom, of Tennessee; Fenton, of Now York; Franklin, of Maryland; Hunt of Louisiana; Mace of Indiana; Catting, of New York; Matteson, of New York; Meacham, of Vermont; Millson, of Virginia; Nichols, of Ohio; Norton, of Illinois; Gerrit Smith, of Now Yerk; Washburn of Illinois; Washburn, of Maine; and Yate^-16. The New York Journal of Commerce, after saying that^it cannot now be said the bill has not been thoroughly discussed, expresses its hope that the members of Congress will do their duty to the country and to God, as they understand it, after availing themselves of the best light they can obtain, and they have mrthing to fear. Wo unhesitatingly declare, that in the mercantile circles, so far as our knowledge extends, there is not on# half the opposition to this bill, that there was to the Sub-Treasury hill, before and after its passage —and yet now it would be hard to find a merchant, of any party, who does net heartily approve of the latter law, and who would not regard its repeal as a public calamity. "Steady, boys," is the watch-word. Go ahead, fearlessly and firmly, and be sure that the honest exercise of an honest judgment will, in t he end, meet a just reward. the Gadsden Treaty—Treaty With XlearafM. The correspondent of the New York «/<wnalof Commerce who is a warm advocate of the Gadsden Treaty, says: "The Senate first reported the project wMeh the President had submitted to them, and then they framed a futile and impracticable project and rejected even that. Thet are a capital body to mar the policy of the Kxeeo* tive head, but are too feeble to frame a policy of their own. The effort is to be toMe to-morrow, to adopt the Woo and to inerenet the sum offered to ten or twelve milllens. It # hoped dull the project to b* thus framed, will be^so far acceptable I ta Anna as to be made the baate of * new negotiation. It ia a sound, clear, eloquent and stateamanlike document. His recommendations are exin plain language. Bo dwells no longer upon any on# topic, than ie abeolutely to eoovey n dietinct idea ef what be meaaa. It ia frae from varbiage. It eviaeee that the man bee a clear bead, and a heart imbued with a love of God, Country and Liberty. Every sentence beam the impress of sincerity and a deep anxiety for the welfare of the people over whom he preside*. We regard it a model message. We feel glad too, that the infant Republic has a man at its head, who can command the respect and admiration of the civilised world, for hie wisdom and patriotiam. Liberia may expect continued prosperity under his administration. The message shows the finances of the Republic in a prosperous condition. The present year's revenue will enable them to pay off their debt and make all contemplated improvements. Every department practises the strict-
est economy.
The fact is announced that France has made the Government a present of a thousand muskets, uniforms, Arc. The difficulties with barbarous tribes were settled and peace and harmony prevail. The meet commendable exertions are being made to foster schools already in existence and build up others. The people are healthful, industrious, and happy. We shall have occasion to notice some of the noble sentiments conveyed in this message, in connection with an article comparing the efforts of the philanthropist engaged in aiding by his sympathy and means, to give "a home and a country" to the negro, with the mistaken and fanatical zeal of the abolitionists of this country, who despise this glorious cause, and by their reckless policy would dissolve the Union of the States. * From the “table of emigrants,’* we find that the number of emigrants sent to Liberia by the American Colonization Society and its auxiliaries in the several expeditioas from 1820 to 1863 inclusive, is 8,204. The Maryland Society has sent about 1,000. . We do not know how many the New York Society

Government of Greet on, in pursuaoce of th right of protecting the
Treaties with Indian Tribe*. The Senate has ratified without amendment the treaties recently negotiated by Commissioner Manypenny with the Omahas and the tribes of Ottoe and Missouri Indians, who inhabit the Northern portion of Nebraska Territory. By these treaties those tribes cede to tha United States all their lands, reserving only a place for their future home, to be selected by tbe President, and to which they agree to remove as soon as they arrange their affairs. The United States agrees to pay: "Toths Ottoes and Missouries—$20,000 annually, for three years from the 1st of January, 1855; $13,000 per annum for the next ten years; $9,000 per annum for the next fifteen years; and $5,000 per annum for tbe next twelve
years.
To the Omahas—$40,000 per annum, for three years from the first of January, 1855; $30,000 per annum for the next ten years; 1 $20,000 per annum for the next fifteen years; and $10,000 per annum, for the next twelve
years.
The Government distributes to the three tribes the further Sum of $81,000, to enable them to settle their affairs ard move. The United States are to erect for each of the tribee a grist and saw-mill, and provide a miller; also, to erect a blacksmith shop, and furnish tools and an experienced Smith; likewise a farmer for the period of ten years to instruct the Indians in Agriculture. The Indians also agree, not to commit depredations upon the property of citizens of tbe United Staten, or to make war on other tribes except in self defence, but to snbmit their grievances and differences to tbe Government of the United States. ^ I li«te ferriga Xewahjr the Aato In addition to onr telegraphic despatches, wo clip from the N. the Asia:
The following It Admiral Napier's address signalled to his crews on announcing the Declaration of War;— "Lids! War is declared! We arc to meet a bold and numerous enemy! Should they oiler m battle, you know how to dispose of them! Should they remain in port, we moet try to
get at them!
"Success depends upon tbe quickness and precision of your fire! Lads, sharpen your cut-

Tut Smzonn or ran twu Rocha* Stoamms or Wat iff THU Tuaum—-Tbe statement that two wooden stoam-frigates, aearly oomplcfed in the yard of Mr. FitcMr, if Nortbffeet, intended for the Russian Govern-
ment, hod
roitted to R on the 7th, s Ml increasing to 140,000 men, instead of 80,000 tbe number of recruits of the dsns of 1852. Thu Mmiteur contains the following pera"Palaee of the Toilerles, April 5. "The Emperor received this day, in private audience, M. Habnor, Envoy Extraordinary and Minister Plenipotentiary of Hie Imperial and Royal Majesty the Emperor of Austria, who had the honor of delivering tn bis Imperial Majesty a letter from his sovereign.** The points touched on are believed to be mens developed in the conversation which follow the presentation of the Impend missive than in the i&cnment itself. Bui whether in the letter or in conversarion with the Austrian Ambassador, tbe following are said to be the leading points:—the approbation by Austria of the policy and measures adopted by the French and English Government* up to tbe latest period; a detailed explanation of the reasons, founded on tbe diversity of German interests, which have hitherto prevented Austria from entering on a more decided action; hopes held out, if not promise given, that within a period not far distant, Austria will assume a more decided attitude. The "period not far distant,” must have reference to some contingency, and that contingency is presumed to be tbe further advance of the Russian army into the Turkish territory. Indeed, it is added that, either in tbe letter or in theconversation, it was stated, that so long as the Russians remained on the left hank of the Danube, Austria would have continued to maintain her neutrality; but that the Russians having passed tbe Danube, Austria would send an army of observation on the frontier of Servia and Bosnia; and that if they passed the Balkans, then, indeed, Austria would remain no longer in observation, but would co-operate with England and France. Nor are all hopes of Praaeia given up, and there are indications that that Power will before long assume an^attitude befitting a great and independent nation. For some days past matters wore a gloomy aspect,—today all appears couleur de rose, and confidence in the union of the great Powers against the common offender is high indeed. O^rThe Miami County Sentinel announces that a daily paper has been established at Warsaw in this State, called the “Warsaw Dsmocrat.” We have not bad tbe pleasure of seeing that Daily. O^rThere are now due four ships, which have not been beard from, and which there is too good reason to believe; have perished. The steamship City of Glasgow, sailed from Glasgow for Philadelphia on the 1st of March, with some four hundred souls on board, and has never since been spoken. Tbe Leviathan packet ship sailed from New York on the22d of November, and the Louisa Fieli about tbe 1st of December, both for Liverpool, and no account of either has been received. The Clipper Dauntless left Boston for Valparaiso on the 22d of October and nothing is known
of her fate.
