The 9. T. TVAime, in on article " Clay and the GompfOmiae” aays:
“It had been orgod in varioos qoartera that Sr. Clay’* plan of settlement for the diffteaitiea of that period was unUmoont to legislating slavery into free territory. Mr. r C)oy promptly repelled this allegation, and in ’ doing it the fire of hie youth returned; his frame gloered with preternatural excitement, and rising to his full bight, with his countenance beaming with indignation, and hiheyea flashing with Are, be hurled back the impptation that his efforts led to any such result, closing lu the expressive language we have
quoted."
If the Trilmi* bolds, that the plan of set-
tlement, in IdflO, did not legislate slavery into the terrltoriss, how can it now assert
with reason, that the plan of settlement prepeaed in the Nebraaka bill, is timtamount to
legislating slavery into Nebraska? The same principle is proposed now, that was applied
in 1860 te the territories of New Mexico and
Utah! Yet the Tribum fulminates ite thunder against the Nebraska bill aa a measure iff--tended for the propogation of slavery, exhibiting a base sukservisney to the slave power, 9tc. Why dors it charge upon Senator Dong-
las and ths Democratic party a design to ex tend slavery? Is it not malevolence? The principle of the Nebraska bill, is the
same principle recognized in the compromiso of 1850. The spirit and language of the bill are the same. There is not one iota of difference between them! We ask then, how can the Tribune justly cast an aspersion upon the frienda of the Nebraska bill for avowing add maintaining a principle precisely the same as that advocated by Henry Clay in I860, while it now carries forward and vindicates Henry Clay against the charge which it urges against them. Henry Clay declaredthat under no circumstances would ho ever vote to extend slavery into territory now
free, and yet he was the powerful and
flinching advocate and defender of the prin-
ciple of non-intervention! Is it just, is
honorable, that those who are ready to justify the conrse of Henry Clay and reconcile bis
conduct, and the great measure which be ad
vooated, with his desire “not to extend slavery” should calumniate the motives of thoee
who are standing np for the same mi the same principle? We answer, no! The war again** the Nebraska bill, origin-
ates in a bitter partisan spirit, which never fails to show its malignancy against the Democratic party, whenever a pretext offers. That portion of the Whig prees winch is allied
with the Free-soil and abolition party, may
be expected to battle against the non-interven-tion doctrine now, as they did in 1880. Their
policy is against it, and the Missouri Compromise is a subterfuge—useful to them, however in creating and perpetuating geographi-
cal parties—in keeping alive their Free-eoil slavery interdiction in the halls of Congress. Permanently adopt the policy of leaving th# question of slavery to the people of the territories, who are as capable of deciding any isene of the kind, as are the people of s State, and the Free-soil party will become extinct—
th« freedom of the territories will be ensured —the peace of the Union preserved.
Awful Casnality at St. Louis—Bxploeien of the Steamer Bate Kearney Be 1—Twenty-five perseue dangerously sealded—several Livse beet. St. Lome, Feb. 17. About 7 o'clock yesterday morning, the starboard boiler of the Alton Packet Kate Kearney, No. 1, exploded with tremendons force. She was just in the act of starting, when the explosion took place, and bad on board about 26 or 30 passengers besides officers and orew. The explosion was heard the distance of several squares, and so great was the power, that the entire upper works of the boat, as far as the wheelhouse, was literally riddled and fell with a crash on the main deck. The Dumber of persons scalded, so far as we have been able to learn, amounts in all to 26. Rev. S. G. Gaseaway, Rector of St. George's Church, in this city, was terribly injursd, his skell badly fraeturad, and one of his Isgs broken in several places. There is do hope of bis recovery. Major Buell, U. 9. A., was on board and severely injured-—doctors fear internally injured by inhalation of steam; hi* situation is criti-

In 1850, however, they oommsecad the construction of a railroad from the Ohse State Urn te Erie, parallel with the Lake, and ly at right-angle with the route assigned them by the Legislature. They were early admonished against this attempt. In 1851 the Pittsburgh and Erie Railroad Company instituted proceedings against them in the Supreme Court, on the ground that they had no right to beild such a road. In 1852 the Attorney General of the State made complaint the name of the Commonwealth, and prayed for an injunction to restrain the construction and use of the road. The opinion of the Court, as delivered by Judge Black, was advene to the right of the company to construct the road, hot the induction was refused on the technical ground that the Commonwealth could not, under the law, give security for damages. The opinion of the Supreme Court of Pennsylvania against the right of tike Company, was afterwards concurred in by the Circuit Court of the United States, at Pitts-
burgh-
The Legislature of 1858 repealed the law requiring the State to give security in inch a esse, thereby removing the only obstacle to s final decree, but aa in the meantime the rail road had bean completed, and the only effect of the decree would be to restrain the use of the road, it was deemed proper to await the meeting of the Legislature, the only power that could permanently dispose of the contro-

he is now receiving the comfort* of the hurt infantry, who was a passenger on dfoKate Kearney, escaped by the meraat ehauce, without injury. His sou, however, a boy of four or five years of age, was aevarty injured. His condition is smed somewhat critical We rejoice to annonce that several persons at firm muring and feared to have been drowned, have since turned up in full health and vigor. The Rev. Mr. Hatch had taken tickets, and was to have started on the Kate, hot-was unavoidably and very fortunatuiv, so it baa proven, detained. His Mends who knew of his intentions to leave, were, for a whils, much alarmed for his safety. The number of persons known to be killed is nine—but as we hare intimated; it is to be feared that the large majority of those now at the hospital will die. We understand that the Eastern mail from tins placeVas on board bat hat since been recovered. The boat was towed across the river and anchored at Bloody Island shortly after the occurrence of the
cideut.
The Kate Kearney was an old boat—a very old boat, inadequate te and unworthy of hv late servant. In her prime, yean ago, she was a favorite with the Keokuk packet line. As a favorite, she was worked beyond her measure—and pushed sometimes so as to cripple and break her down the sooner and more completely. Being used up and deemed unfit far the Krokuk packet trade, she thrown out ef it by the company. But she is chsrtsrnd for ths Alton and 9k Louts packet line—the line which has more travel than any other two ef this city; nay more than all other lines put together. It is said that two yean ago, this same larboard boiler of the steamer Kate Kearney, exploded aoi where near Canton, on the Upper Mississippi,

The bill of of fare shows a sumptuous entertainment. Speeches, toasts, and music were the order of the evening. The guests were well treated, and returned well pleased. They numbered about 250. The various Railroad Companies made the proper arrange ments for the occasion, and everything went
off in fine style.
O^rThe correspondent of the Philadelphia Ledger at the 16th, says, in reference to donations of the pulic lands by Congress: ‘'The paragraph which has gone the rounds of the papers and is still paraded as a fixed fact, to-wit: that public lands to th# amount of $860,000,060 are asked for by different railroad companies, and that there is great danger of these bills passing Congress, is nothing but a poetical fiction. Net more than half a dosen of these bill# will pose, and the Committee en public lands hoe already agreed to report adversely on many of them.” *

If this is so, then connecting all the facta, there will be no great difficulty in fastening the responsibility of the human sacrifices of ylsrday, upon somebody. Let an eoample be made ! The boat was owned by the Keokuk Packet Company, ; it was insured for $10,000 equally in the Deleware Mutual safety and the Globa Mutual offices. We hope that there will be no delay in investigating the cause of this explosion.
