W« ere net eery well versed in the intricacies of banking, and we should like to know from those that are, if this is considered legitimate bmking. How long can a bank stand to pay $25 a month for the nse of $460? This bank hen n circulation of $50,000, yet we are informed that the nominal President has been in the habit of running around and borrowing ten dollars of Peter and five of Paul, to redeem thie shinplaster when payment is demanded at the counter, yet in the late semi-annual report, the President reports, under oath, $6,460,50 in gold, and $613,27 in silver on hand. On being interrogated as to the reason why he was compellsd to borrow a few dollars to redeem bis paper issues, this sagacious financier, the President, replied that the specie was in New York. Now where does the law require the specie to he kept ? In the vaults of the bank and no where else ? At the bank the holder of the notes has a right to demand specie, and no other place. The holder of a note presents it for payment at the counter of A. S. Foster, in New York, and he is told that the law only requires him to redeem the notes at the Plymouth Bank, in Indiana, bnt be cost lie accommodated if he will submit to a shave. At the Plymouth Bank he i* told that the specie is in New York. This is evading the law, and the bank is rotten at the core which is compelled to resort to such stratagems. We caution the public against the concern. Touch not the filthy rags. Thk Blind Astu u.—This Institution, at Indianapolis, by order of the Trustees, has suspended operations for several months. The Trustees allege, by way of explanation to this step, a deficiency in the amount appropriated by the legislature, to meet the current expense* of the Institution. The closing of this Institution, only for the time specified, will, we fear, prove a public calamity, and no •-ensure is too severe for that Assembly, which through neglect, or upon false representation, failed to appropriate enough to defray the expenses of keeping the most unfortunate of God's creatures.-— fWne (My. The Legislature appropriated the precise amount which the Trustees asked, ami designated the manner of its expenditure, according to the estimatee. The foregoing being a truthful exhibit of the financial history of the Institute, since the last annual report to the Legislature, and prior to the organisation of the new Board of Trustees, as well as of the actual condition of the finances at the last mentioned period, let us see how it will tally with the random as-

sertions of your correspondent.

First: He endeavors to make it appear, that the sum of $34,600 waa appropriated by the Legislature for building purposes, besides $8,000 for the current support of the Institution during 1853, and that not only theca two sums were expended on the budding alone, prior to the organisation of tho now Board of Trustees, bnt in addition to that, a debt of $6,000 contracted for the same ob-ject-making m total expenditure of $48,000, for building purposes, from the time at which the appropriation was made, to that at which the new Board took charge ef the Institution, a period of little more than a month. Now a reference to statement first will show, that from the first of December last, (a date three months anterior to that of the appropriation) to the time of the organisation of the new Board, only $10,202,28 were expended on the building proper, and $1,754,85 on out door improvements, and the necessary fixtures for warming, lighting, washing; cooking, bathing; etc., making a total expenditure of only $14,967,13 in about four months and a half, instead of $48,000 in a little more

than one month.

As to the appropriation of $34,000 for building purposes, spoken of by your correspondent, I know of no such appropriation.— Perhaps, however, he alludes to the $34,39944, which was set apart by the Legislature, for the discharge of the indebtedness of the Institute io the Sinking Fund, one-half to be applied in 1863, and the other half in 185* nearly the whole of this sum having been expended in past years, for various purposes, and accounted for to the Legislature, in back reports of the Institute. But the object of this appropriation ia aa writ known to him aa to any one else, and so is the foci that only one-half of it, via, $17,199,72 ban as jet been applied, and that to its legitimate purpose. I here state, that if he will take all of the accounts which have been rendered since April 13th, (the date of the organization of the new Board,) and abstract from them the items of charge which bear a date prim to said 13th of April, he will find a total of $*390 45, account of the building; $3,513 37 on count of fencing and other out-door improvements, together with the various fixtures enumerated in statement first; $22025 on account of window biinds, furniture, and carpeting etc.; and $510 54 on account of current support, making in all the sum of $5,634 61 to offset which there was on hand, as heretofore stated, cash to the amount of $7,742 84. So much that for the indebtedness of the Institute at the time the new Board came into office. Perchance, however, the writer had in mind • deficit of $3y882 80, which existed at the time of the recent meeting of the new Board, after the Institute had been nearly three months under their direction, and to meet which, in addition to some prospective claims, the loan of nearly six thousand dollars, to which reference is made, was negoti ated by the new Board—bid of this subject I will say more in my next communication. This much for the truth of our worthy correspondent’s statements and figures. If any on* doubts the accuracy of those contained in this article, he is welcome to examine the papers from which they have been taken; they

will tell the same story to alL

Passing over all that is contained in the article under review, relating to the powers of the Board to borrow money for the support of the Institute and completion of the improvements, as not belonging to the legitimate sphere as Superintendent, we come next to the matter of the estinates submitted to the hot General Assembly, for which the writer seems to hold me responsible in common with the old Board of Trustees. In the first place let it be remarked, that neither they nor myself entertain any disposition to deny either the fort that the legislature granted all that waa asked of them, or that the sum asked and granted has proved insufficient to meet the

objects proposed.
