In carrying out this request, it is understood that President Hay9s will fill all places as fast as vacancies occur by expiration of terms! by appointment, instead of letting thetn run on for liis successor to fill. It so happens that this line of action will result in cnanges or reappointments in some of the leading Post Offices,' Marshalships^ and District Attorneyships in the country, as well as a large number of minor offices. In following out this policy there have been a great number of appointments made during the past two weeks, and it is currently reported that the rest will fol-j low after tue holidays, until all the vacancies that occur up to March 1 are filled up. December ^.—Senator

Edmunds' remark at the -clos-e of Senator Morgan's speech against nllowingihe Vice President to count the Electoral vote, to-, day, has caused much comment and is considered very significant. Senator Edmunds is known to both parties never to speak lightly or without reflection. His dogmatic assertion, therefore, has set the Democrats Unthinking., He declared that when the time came to Count the electoral vote it would* be counted, whether the House of Representatives should parties pate or t*ot, and if, aa all believed, it shoumbe foand that Garfield and Arthur had been lawfully elected, they would be so declared. yf —p—r^-

WASHINGTON,

December 22.—The re

quest of the Secretary of the Interior for a deficiency appropriation of $18,000,000 for pensions, making in addition to the regular appropriation of about $50,000, 000 for pensions forthe current fiscal year, has caused much comment and criticism among members of Congross. They do not blame the Pension Department, but they all say there is something wrpng, or the annual pesion burdens Would not grow at such an enormous ratio. In the past periods of our history the pension burden itas docteaaed as the war period receded. Although our late war was closed more than fifteen years ago, the pension

December 23.—The com

merce Committee is believed so be favorable to Gibson's proposition to make the Mississippi Improverment Bill part of the River and Harber Bill, which would be /tlmost sure to carry the improvement bill successfully through. The House Commerce Committee has appointed Messrs. McLean, Acklen and Henderson a subcommittee to report 011 the subieet to the full committed. It is certain that Judge Reagan, McLean, Aaklen and some other members of the Commerce Committee approve of the incorporation of the bill in the River and Harbor Bill.

Like a htlge nightmare eating? out of the sleep of some restless slumberer, the unpaid mortgage rears up its gaunt front in perpetual torment to the miserable wigut who is held within its pitiless clutch. FEET.—Among

the first tilings,

that strike the travelers in Japan am the wooden snndalti worn by tuese Sti, 000,000 of peuple. They have separate compartment for the great toe, and. make a clacking noise on the street. Straw slippers are' also wont, and a traveler setting out on "a journey-will, strap a supply of them on his back, that he may, put on a new pair when the old ones are worn out. They cost but three farthings a pair, and, leaving the foot free to the air, we never see those deformities of the foot in Japan which are so frequent in this country. They are never worn in the house, being left outside the door. -Passing down a street you see long rows of them at the doors, old and new, large and small. It is surprising to see how readily the Japs step out of them and pick then up again with their feet, without stepping, when 'leavingthe house. Cp&etani habit makes thera dexterous.
