We don't"RnfovTdt abetter way to. answer1 this than by extracts from Gen. Gar field's tariff speech in the House of Rep resentativs on June 4th 1878.

Gen/ Garfield in speaking of the Cqnstiuation authorizing Congress to regu* latefand controMhe great motive powe», tariff, says: The men "who'created this Constitution al80 8et it in operation, andj developed their own idea of its character. That idea was unlike apy other that then prevailed upon the earth. They, made the general welfare of the people the .great source.,and foundation of the com man defence. In all the. pations of the Did World the pnblic defence was pro vfcled for-by great standing armies, navies and fortified posts, so that the nation might every moment be fully armed againsV danger from without, or turbolance within. Our fathers said: "Though we will Use the taxing power to maintain a small Army and Navy sufficient to keep alive.tfie knowledge^)! war, yet th&main reliance for our defense shall be the intclligcnetti oultuift land skiP *f our people a development of our own Intellectualand material rts^^c'feS. which will enable us Jo do everything that may be necessary to iequip, dothe, and feed ourselves in time oi ivar, and make ourselves intelligent, happy, and prosperous ia peace."

Our fathers hod Ihjcu:disciplined in the severe school of experience during the long (period .of colonial dependence. The h§avy hand of, British repression was jftld uppn nil tlmir Attempts to become a ^elf-supporting people^ The navigation .luwta and commcrcal regulations of the mother country were bused upon the theory that the colonies were founded for the sole purpose of raising up customers for her trade. They were allowed to purchase in British, markets, alone any manufacturer nrticlei which England had: to Setf.. In short, they were compelled' to irade with England on her own. teitms and whether buying or selling, the ^»ro duct mugfbe carried in British bottoms at the carrier's own price. In addition to tiiiB, a rever.u« tax of 5 per cent, was iui posed on,all colonial experts and imports,

Charged, if brought lien* for sale by any outside dealer. Tiie American manufacturer has certain profit to the extent of the .duties charged, over the foreign producer, because he must first pay that amount before lye.come into the market. The whole 'argument of potli par tics has been,, that the main object of a tariff was to acquire reyeriue to paj' the expenses of the government, including inierest on the public debt, pensions and public improvements. If a tariff is made so exorbitant that the foreign manufacturer will not pay it for the privilege of selling his commodities here the govern merit derives no revenue from it and it becomes a monopoly, to make a few men very rich at the expense of our own people. Nobody will say he wants that done. Any tariff to be a good tariff, must be rational and iso adjusted that it benefits all American citizens equally. Any other would be vicious. That is just where the Democratic party stands to day and much perhaps, can be said for the majority of Republican voters Onsetti\
